HomeMy WebLinkAbout2024-10-07 Select Board Minutes NORTH ANDOVER SELECT BOARD MINUTES OCTOBER 7, 2024 Call To Order: Chair Brian Roache called the open meeting to order at 7:OOPM in the Select Board Room located at 120 Main Street North Andover. Select Board in Attendance: Chair Brian Roache, Janice Phillips, Laura Bates, Clerk Rosemary Smedile and David Kres were present. Non-Board Members in Attendance: Town Manager Melissa Murphy-Rodrigues, Deputy Town Manager Denise Casey and Assistant Town Manager Laurie Burzlaff were present. Public Comment None. RECOGNITION - Kevin Foster, Middle School Custodian Fire Department Deputy Chief Rowe explained the heroic actions of Middle School Custodian, Kevin Foster. Mr. Foster performed abdominal thrusts on a choking 6th grader during lunch. Chief Rowe stated the Fire Department would like to commend Mr. Foster on his actions and saving the life of a child. Mr. Roache presented Mr. Foster with an award of commendation. LICENSING MOTION: Ms. Smedile motioned to open a meeting of the North Andover Licensing Commission. Ms. Phillips seconded. Motion approved 5-0. Application from Tariq Khan of Khan's Ravioli 2 Inc. d/b/a Supreme House of Pizza for a common victualler license at 162 Sutton Street Tariq Khan was present. Mr. Khan explained the request stated in the application. Mr. Khan stated they are looking to change Upper Crust to Supreme House of Pizza. Mr. Khan stated they have a gluten free menu and locations in Danvers and Billerica. Ms. Phillips asked when they will assume ownership. Mr. Khan stated they are waiting for the licensing. MOTION: Mr. Roache motioned to approve the application from Tariq Khan of Khan's Ravioli 2 Inc. d/b/a Supreme House of Pizza for a common victualler license at 162 Sutton Street. Ms. Smedile seconded. Motion approved 5-0. Request from Catherine Keisling of Mapleyard Books. LLC d/b/a The Purple Couch Bookshop for a one day wine and malt liquor license on October 19, 2024 from 6:30PM-8:30PM for a one year anniversary celebration Catherine Keisling is present. Ms. Keisling explained the request stated in the application. Ms. Keisling stated they are celebrating their one year anniversary with an event. Ms. Keisling stated it is a ticketed event. MOTION: Ms. Phillips motioned to approve the request from Catherine Keisling of Mapleyard Books, LLC d/b/a The Purple Couch Bookshop for a one day wine and malt liquor license on October 19, 2024 from 6:30PM-8:30PM for a one year anniversary celebration. Ms. Smedile seconded. Motion approved 5-0. NORTH ANDOVER SELECT BOARD MINUTES OCTOBER 7, 2024 MOTION: Mr. Kres motioned to close the meeting of the North Andover Licensing Commission. Mr. Roache seconded. Motion approved 5-0. NEW BUSINESS Out of order: Confirm Town Manager appointment of Kate Kelly to the Planning Board as an associate member Ms. Murphy-Rodrigues stated they are excited to appoint Kate Kelly as an associate member of the Planning Board. Ms. Murphy-Rodrigues stated Ms. Kelly has a long history of working in government and served on many boards in the past. MOTION: Ms. Phillips motioned to approve the Town Manager's appointment of Kate Kelly to the Planning Board as an associate member. Ms. Smedile seconded. Motion approved 5-0. Out of order: Approve request of Veterans Services to use Main Street for the Veterans Day Parade on November 11. 2024 from 10:OOAM-12:OOPM Joseph LeBlanc, from Veterans Services, was present. Mr. LeBlanc stated the original plan needed to be changed due to construction in the auditorium at the Middle School. Mr. LeBlanc explained the parade will begin at First and Main and end at Patriots Park for a ceremony. Mr. LeBlanc stated the featured speaker will be Command Sergeant Major Campbell. MOTION: Mr. Kres motioned to approve the request of Veterans Services to use Main Street for the Veterans day Parade on November 11, 2024 from 10:00AM-12:O0PM. Ms. Smedile seconded. Motion approved 5-0. Out of order: Letter of support for 20 Brown Court Ms. Burzlaff stated Bread and Roses Housing has merged with Center for Assistance for Families (CAF). Ms. Burzlaff stated CAF is a great non-profit that does more than just housing for families needing assistance. Ms. Burzlaff stated CAF is applying for a grant to help build 20 Brown Court. Ms. Burzlaff stated part of the grant process requires a letter of support from the Select Board and the Affordable Housing Trust. The Affordable Housing Trust will be providing a letter of support. Ms. Smedile recused herself. Ms. Bates asked if Bread and Roses was still involved. Ms. Burzlaff stated that they have officially merged and are known as Center for Assistance for Families. Ms. Burzlaff stated staff from Bread and Roses are still involved. Ms. Bates asked when the projection of construction will be. Ms. Burzlaff stated hopefully this spring. MOTION: Ms. Bates motioned that the Select Board sign the letter of support for 20 Brown Court. Mr. Kres seconded. Motion approved 4-0, 1 recused. Out of order: Vote on FY26 goals Ms. Murphy-Rodrigues explained how she prioritized each goal. Ms. Murphy-Rodrigues stated they will report back on the status of each goal. MOTION: Ms Phillips motioned to approve the FY26 goals. Ms. Bates seconded. Motion approved 5-0. NORTH ANDOVER SELECT BOARD MINUTES OCTOBER 7, 2024 Add election workers as Special Municipal Employees Ms. Murphy-Rodrigues explained that Special Municipal Employees are employees who can be paid by two different departments. Ms. Murphy-Rodrigues stated they would like to add election workers due to interest from employees, such as those who work at the library or are crossing guards, who would be wonderful election workers. Ms. Murphy-Rodrigues stated they wanted to add that this year to use the pool in different ways. MOTION: Ms. Phillips motioned to approve Election Workers as Special Municipal Employees. Mr. Kres seconded. Motion approved 5-0. Out of order: Town Manaaer's Evaluation Each Board member expressed their gratitude and appreciation for Town Manager Melissa Murphy-Rodrigues for all she has done for the town. Ms. Murphy-Rodrigues expressed her thanks and gratitude. MOTION: Ms. Phillips motioned to approve the Town Manager Evaluation for her performance from September 16, 2023 to September 15, 2024. Ms. Bates seconded. Motion approved 5-0. Consent Items A. Accept donation from Market Basket, Mad Maggies, The Candy Dish, Cookie Monstah, Merrimack College and Smolak Farms for the employee appreciation lunch B. Accept donation in the amount of$3,600.00 from the Friends of the Stevens Memorial Librarx C. Accept donation in the amount of$6,135.00 from the Board of Trustees of Stevens Memorial Library MOTION: Mr. Kres motioned to approve all consent items. Ms. Smedile seconded. Motion approved 5-0. Approval of Open Session Minutes of September 23, 2024 MOTION: Mr. Kres motioned to approve the open session minutes of September 23, 2024 as presented. Ms. Bates seconded. Motion approved 5-0. Select Board Updates Ms. Phillips mentioned the Farmer's Market has ended. Ms. Smedile mentioned that they will be starting the holiday wreaths. Ms. Bates mentioned they are looking for local businesses and volunteers for the Santa Parade. Ms. Bates mentioned the work the DPW has done this past summer. Town Manaaer's Report The Town Manager's report is included in the Select Board packet. Ms. Murphy-Rodrigues mentioned the Flu vaccine clinics. Ms. Murphy-Rodrigues mentioned the date change for Hazardous Waste Day. Ms. Murphy-Rodrigues mentioned that KP Law will be attending the Planning Board meeting to discuss the new accessory dwelling unit. Ms. Murphy-Rodrigues mentioned election day and the last day to register. Ms. Murphy-Rodrigues stated they are working with the schools on their budgets. Ms. Murphy-Rodrigues congratulated the unsung hero recipient Bernadette Curran and employee of the year recipient Crystal NORTH ANDOVER SELECT BOARD MINUTES OCTOBER 7, 2024 Clunie. Ms. Murphy-Rodrigues thanked all the employees who attended the employee appreciation lunch. Ms. Murphy-Rodrigues stated that the McAvoy work is completed and pickleball courts will open this week. Ms. Murphy-Rodrigues stated the highschool track is almost completed and asked people to stay off of the track. Ms. Murphy-Rodrigues stated they are beginning the FY26 capital process. Out of order: Approve ARPA application for repairs to the High School baseball field and Middle School fields Steven Nugent, Athletic Director, was present. Mr. Nugent stated they would like to provide safe facilities, and the baseball field is not safe to play on. Mr. Nugent stated the request is for clay and to re-do the infield. Mr. Nugent stated the request is around$8,000, which would solidify the safety of the infield and safety hazards they have identified for this upcoming spring season. Mr. Kres asked if$7,800 was for the clay and around$3,000 for the infield grass. Mr. Nugent stated yes. Ms. Phillips asked what was the timeline for the high school baseball field. Ms. Murphy-Rodrigues stated it is in design right now and they would like to take phase 1 to the next Town Meeting. Ms. Bates asked if the geese management is part of this too. Mr. Nugent stated it is not part of this price point. Mr. Nugent stated it is a process but solutions are being explored. Mr. Roache asked if future plans discuss realigning the field. Mr. Nugent stated they have not seen any final designs but his hope is that they are able to do a baseball and softball field. Mr. Nugent stated they are trying to figure out how to make the geometry work. Mr. Roache asked if they still have time for the seed to take in the infield by spring. Mr. Nugent stated yes but the window will grow smaller as time passes. Mr. Nugent stated everything should be done by November 1. Ms. Bates asked if additional funding was found. Ms. Murphy-Rodrigues stated yes. MOTION: Ms. Phillips motioned to approve the ARPA application for repairs to the High School baseball field and Middle School field. Ms. Bates seconded. Motion approved 5-0. ADJOURNMENT MOTION: Mr. Kres made a MOTION, seconded by Ms. Phillips to adjourn the Select Board meeting at 8:OOPM. Motion approved 5-0.
