This additional information has been reviewed for conformance with the North Andover Wetland Protection Regulations.'Me submittal includes the following information; Plans Entitled • "Definitive Subdivision Plan - The Sanctuary located in North Andover, Mass." Prepared by Merrimack Engineering Services, Received January 7, 1999. Our comments are as follows: Wetlands Protection Regulations Section IV-)A.)Stormwater Management Standards should be met to the extent practicable: Section IV.)B.): StandKd I Satisfactorily addressed, grid_and 2 Peak Rates are equal under pre and post construction conditions, except at Design Point 2, which shows a slight post development increase, The one your 24 hour storm should be modeled. i 101 AccorO Paris Drive 781-482. 4400 Norwell, MA02061-'1605 Pax: 781-982-5490 I i Reduced storage capacity of the proposed constructed wetland may increase post development runoff rates. The storage capacity includes a volume below the invert elevation, which could be in the water table. Test pits consistent with this section should be performed to provide an accurate estimation of the high groundwater elevation. Standard 3 It is not clear that there is adequate groundwater separation for the proper function of the proposed infiltrator systems. Test pits to determine groundwater elevation and soil pemeability should be performed by a certified soil evaluator and witnessed by an agent of the town. tandard 4 Street sweeping credit should be confirmed by town staff. It is unclear that sweeping will occur on a frequent basis to comply with the criteria. This may impact the TSS results, Tho proposed wet pond should be designed to meet time design requirements in the DEP Stormwater Management Policy. Inlet and outlet structures are too close to provide adequate detention time. A detail of the proposed wet ponds indicating the method of water retention should be included.Planting plans for wet ponds should be included. StA adard S The water quality volume calculation should include the total of all impervious surfaces. It is estimated that approximately l acre olfthe proposed site is impervious. 2-Andard S Not applicable. Standard 7 Not applicable. 5tatmdard B Not applicable. Standard Typically reviewed by Town Staff,we note: Erosion control measures should be included at time south west corner of the site between Lotl and Salem Street. Erosion control measures should be included at the south west comer of the site between Lotl and.Salem Street. 1 3 i 1 Section 1V.)C.)Flood Control Standards 2. Existing and proposed 100-year flood elevations should be modeled for ponds and wetlands impacted by proposed construction. I 6b.It is recommended that bar racks be placed on all inlet and outlet structures. 6c. The plans do not indicate riprap placement at outlets. It is recommended that rip rap be properly sized and placed at discharge points to avoid scouring and erosion. 6d. Storage capacity of the proposed constructed wetland may not comply with this section. Test pits consistent with this section should be performed to provide an accurate estimation of'the high groundwater elevation.Test pit data was provided only at inlet Station 4+50. Section VI.)B.)4.)i.) Existing and proposed. 100-year flood elevations should be modeled for ponds and wetlands impacted by proposed construction. Section VI,)B,)4,N,) Hydrologic calculations showing the full flow capacities and velocities for all open and closed water courses w' p u.ses flowing onto and off the site. Section VI.)B.)6.)b.)The depth to seasonal high groundwater in the area of the proposed wetland is not indicated. Additional Comments- Spot grades around the ponds and swale should be included on the plans. The driveway for lot 5 is graded such that runoff from the proposed roadway will discharge into this driveway. It is recommended that a crown be provided between the driveway and roadway. There is an indicated 0.5 efs increase in the I00-year post construction peak flow from SC 3 to the existing catch basin on Salem Street (SP 2 ). It is unclear if the existing street system has adequate capacity, We appreciate the opportunity to assist the planning Board on this project and hope that this information is sufficient for your needs.
