Tyson,
South Bradford St, is an accepted St., however, that portion that you are referring to as lot 150, has not been accepted,
The town does provide services to the entire street(plowing,trash removal, etc.) but that portion of the road has never
gone through the road acceptance procedures. That procedure would have to be initiated by the developer. The
process involves deeding the property to the town, providing a metes and bounds survey, as well as other legal and
technical information (completed as-built plans, etc.) The acceptance of the road would have to be voted on by Town
Meeting.
In the absence of that procedure,the lots that have frontage on that portion of S. Bradford St. are all legal lots, that
meet zoning, since they were created through an approved Definitive Subdivision process.

Attached you'll find the PDF documents that I have from town records that show the area of South Bradford street that
we were discussing this morning. My questions are the following:
1) Has lot 150(or what is also noted as lot 2 on some of the attached docs),what is now the culdesac at the end of
S. Bradford, been accepted, (or"taken in fee") by the Town as part of South Bradford street?
2) What is the official town document that represents this transaction?
3) If lot 150 is still privately owned (by the developer) how does this currently Impact lots 146 (aka 548 S.
Bradford), and 147?

4) What needs to happen to officially have lot 150 transferred in title to the town of North Andover as part of
South Bradford Street if it is not previously been accepted?

Re: Christmas Tree Estates
Dear Mr. Nardella;
The DPW met with the applicant and his engineer on October 11,
1993 to discuss the subdivision in general., with emphasis on the
optimum location for a cut.-de-sac. As stated in our letter to the
Planning Board on September 21 1993, we reiterate that the cul-de-
sac should be extended to the northerly property line.
Locating the cul-de-sac at the end of the property allows for
the extension of the roadway and utilities and provides a suitable
location to reduce the fill required for construction. Since the
cul-de- sac is temporary, the DPW would be receptive to reducing the
required pavement width to 90 feet if that decision is highly
advantageous to reducing excessive fills.

Re: Christmas Tree Estates
Dear Mr. Nardella;
The Division of Public Works has. reviewed the plans of the
proposed Christmas Tree estates subdivision. We have the following
recommendations and comments.
I The plans should include a subdivision design which meets
the requirements of Section 111 (2 ) (a) of the
subdivision regulation.
2 . A fifty foot wide right-of-way should be extended to the
northerly property line and should end with a 120 foot
diameter cul-de-sac. The alignment should allow for
future projection along So. Bradford Street. All
utilities should be extended accordingly.
3 . The water main shall be 12 inch ductile iron pipe.
4 . The sewer main shall be 8" SDR 35 PVC pipe.
5 . The existing cul-de-sac should be removed and a standard
roadway cross-section established.
6 . The sewer extension will be subject to the policies of
the Division of Public Works regarding mitigation of
groundwater infiltration into the existing sewers.
7 . The developer must obtain authorization to connect to the
sewer pumping station on Blue Ridge Road from the current
operator.

Dear Mr. Grifoni,
Thank you for appearing before the Planning Board to discuss
Christmas Tree Estates. The Board discussed the placement of the
cul-de-sac and eliminating excessive grading on site. The Board
requests that you look into relocating the cul-de-sac and present
alternatives at the next meeting. You will also need to meet with
the DPW to review the location and size of the cul-de-sac with
them.
The Board continued the public hearing to October 19, 1993 .
