Conservation Conditions of Approval,NACC #338
Pursuant to section 4.4.2 of the North Andover Wetlands Protection regulations, the homeowner Amy
Stephens, filed fora Small Project Permit application under Category"G", for work proposed at 614
Forest Street, North Andover. The work involves: removing invasive plants (buckthorn, bittersweet,
honeysuckle, crabapple) and a couple white pine saplings within wooded areas and along edges of lawn
and replant with native plants and allow existing natives to thrive better, 'l'he property is flanked by
wetlands on three sides that contain vernal pools. At its closest,work will be approximately 60 feet from
the wetland to the rear of the property - so therefore will be outside the vernal pool 50` No Disturb Lone.
The applicant engaged a botanist and his report provides protocol for identification, removal techniques
(which includes dabbing larger specimens with herbicide as they are difficult to hand pull), list of potential
native plantings, and follow tip consultation in the ;spring.
During the November 13, 2024 public meeting, the North Andover C;onsetvation C'omtnission (NACC)
found this project to qualify as a Small Project Permit and voted unanimously to approve this project as
proposed under Ctegmy "G"Pi-uning existing vegetation and plantingnative vegetation subject
to compliance with the conditions listed below and in keeping with the Proposed invasive
management means and methods as described in the approved documents submitted by the
applicant. The project is approved only as it relates to the Conservation C;orritnission and any and all
other approvals should be obtained by the applicant/homeowner.
All work shall conform to the following:

Application Checklist with supporting narrative and attachments,
stamped.received November 4, 2024;
• Proposed Restoration Plan including aerial reaps with target
management areas and distances to wetlands..
The following conditions are hereby mandated:
CONDITIONS:
1. Pre-removal site visit with staff and applicant to view tagged natives for preservation.
2. A spring 2025 site.inspection shall be scheduled with Conservation Department staff, the applicant
and the project botanist to discuss removal status and approve the final planting list.
3. This permit is valid for an initial three (3) wears from the date of issuance. The NAC;C views this
project as an on-going vegetation management program that may need to be extended beyond the

initial three),cars,in which case the applicant shall appear before the NACC at a regular ineeting to
report on the progress of this effort and discuss the need for extension if deenied necessary.
The aDt)ficant, homeowner and their contractors are advised that NO other Nyork on the
property is allowed tinder this permit. The NACC has "jurisdiction overall of the wetlands and
associated I 00-Foot buffer zones and 200 16,erfront Area to the Shawsheen River on site and any work
that involves Lround disturbance or changing the current conditions in these areas will require
permitting with the NACC, This includes, but are not limited to, house additions, 1--)ools, patios,decks,
sheds, fences, garden beds,landscaping and bridge installation, tree or vegetation cutting/prun,ing. 'These
activities shall be held to the current standards 'Linder the Bylaw and W111A.**
