Lyons, Town Clerk Town Office Building North Andover, Massachusetts Dear Sir: The following petition was heard at a meeting of the Planning Board on Tuesday evening, February 17, 1976 at 7:30 P,Mo in the Town Office Meeting Room. The following members were present and voting: William Chepulis, Chairman; Pritz Ostherr, Vioe-Chairman; Paul R. Lamprey and John J. Monteiro. Thee to the absence of William N. Salemme, Clerk, the hearing was tape recorded in order that Mr. Salemme may vote on the matter. , Frank C. Celinas, representing SCOTT PROPERTIES, INC, petitioned for a subdivision of a parcel of land containing approximately 14 acres situated off Boston St. , subdivided into 12 lots and to be known as "Willow Ridge Estates". Mr. Gelinas presented plans to the Board and stated that all lots are 1 acre each with 150 foot frontage. He indicated that the proximity of the Andover line to Willow Ridge Road is about 600 ft. There is no municipal water in the location, Ann Howes, Marbleridge Rd., Sharon Knepper, 440 Boston St, , and Connie Bernal 429 Marbleridge Rd. voiced concern about the large catchment area and the drainage. At a meeting held on March 15, 1976, biro Ostherr made a motion to APPROVE the sub- division subject to the conditions and requirements of the Town Depts. Mr, Lamprey seconded the motion and all five members voted unanimously in favor. The conditions are as follows: 1. That the record owners of the subject land forthwith execute and record a "covenant running with the land", or otherwise provide security for the oonstruction oR ways and the installation of municipal services within said subdivision, all as provided by G.L. C, 4.1 , S. 81-U. 2. That all such construction and installations shall in all respects conform to the governing rules and regulations of this Board, 3. That fare protection improvements be constructed in accordance with the standards of the Board of Fire Engineers. F Willow Ridge Estates cont. March 17, 1976 4. That roadway and surface drainage be constructed in accordance with the standards of the Highway Surveyor. 5. That no lot may be built upon until a subsurface sewage disposal system permit be granted by the Board of Health. 6. That the turnaround drainage be piped approximately 75 feet in a northerly direction to a natural, drainage Swale. 7. That sloped granite curbing run from the catch basins at station 0+85 to station 7+00. 8. That a surface water drain be shown entering at the 0+85 catch basin; entry to provide relief from surface water in the Swale on lot 5 (not a part of the subdivision). 9. That catch basin swales and curbing be constructed to catoh the street surface water.. 10. That gravel under base extend 18" beyond-the pavement on each side.
