HomeMy WebLinkAbout350 Winthrop Avenue - NACC #339 Small Project Approval - Permits #NACC #339 - 350 WINTHROP AVENUE 12/11/2024 CONSERVATION DEPARTMENT Community & Econornic Development Division December 18, 2024 James Bailey Massachusetts Electric Company 170 Data Drive Waltham, MA 02451 350 Winthrop Avenue North Andover Utility Pole Installation and Underground Conduit Conservation Conditions of Approval,NACC #339 Pursuant to section 4.4.2 of the North Andover Wetlands Protection Regulations,James Bailey of the Massachusetts Electric Company, filed for a Small Project Permit application under Category "L", for work proposed at 350 Winthrop Avenue,North.Andover. The work involves: the installation of a new concrete encased underground conduit from existing pole P5514 (immediately adjacent to Market Basket) to one new pole to be installed P5513-15. Temporary excavation of a trench will be required for the installation of the underground conduit within existing paved parking and access ways at the rear of �Market Basket. The trench will be excavated using a backhoe to a depth and width of approximately 2-feet and will extend approximately 132-feet from pole P5514 to the new pole P5513-15. The trench will be backfilled and repaved once the conduit has been installed. The property is adjacent to wetlands consisting of Bordering Vegetated Wetland (BVW) along the northeast section of the project site. All work for the project will be done outside the 50' No Build Lone as shown on the approved plan.. During the December 11,2024 public meeting, the North Andover Conservation Commission (NACC) found this project to qualify as a Small.Project Pcrm.it and voted unanimously to approve this project as proposed under C ale_gojy `7..,"Other similar projects of minimal impact, as determined l:)y the North Andover Conservation Commission subject to compliance with the conditions listed below. The project is approved only as it relates to the Conservation Commission and any and all other approvals should be obtained by the applicant. All work shall conform to the fallowing: RECORD DOCUMENTS: Small Project Filing Including: • Application Checklist with supporting narrative and attachments, stamped received November 18, 2024; • Utility plan annotated for approved project. The following conditions are hereby mandated: CONDITIONS: 350 Winthrop Avenue—Small Project Permit Approval Category L Page 1 of 2 1. Erosion control in the form of Catch Basin silt sacks shall be installed within 50 fect of the project limits. 1 A pre-construction ineeting shall be scheduled with the Con.er\,ation Dept. and contractor to verify CB protection and rc\,ic-\,, scope of work. 3. A post construction inspection shall be scheduled with the Conservation Dept. shall be scheduled to verify compliance and approve removal of silt sacks. 4. This pertnit is valid for one year from the date of issuance. The amficant. homeowner and their contractors are advised that NO other work on the property is allowed tinder this permit. The NACC has jurisdiction over all of the wetlands and associated 100-Foot buffer zones and 200 Riverfront Area to the Shawsheen River on site and any work that involves ground disturbance otc�the current conditions in these areas will require i-xi-i-nittitiv with the NACC.
