My name is Kelly Cormier and I live at 169 Andover Street,
Please consider not releasing the bond for 137 Andover Street,Stevens Coolidge Place at the 12/21 Planning Board meeting. There are still numerous Items
outstanding.
1. Traffic: Parking lot traffic remains visible from Wood Lane. The attempted plantings do not shield the car and car lights as requested.
2. Traffic: Parked cars remain visible from abutting properties.Photo below from my home.

3. Photos:Photo props/installations are positioned with abutting homes and yards in the backg(ound. Trustees agreed to not put props up that
encouraged photos of private property/homes(agreement made at Selectboard meetings), Photo below Is a Snippet from"SCP Phatos.pdf'page 6):
The red line Is my back yard/fence. The red circle(41)is the my children's playset. The other circled items are the props that the business installed—
customers stand there and take pictures(with my yard/home in the background).

R. Traffic:Traffic management continues to be an issue. Numerous Trustee customers come down Wood Lane and have to turn around. It appears the
Trustees put another temporary"DO NOT ENTER"sign at the intersection of Wood Lane and Andover Street—this Is not a solution as it has caused
deliveries to our homes to be cancelled. The Trustees Inability to handle the heavy flow of their event center in a Residence District should not cause our
grocery and UPS deliveries to be diverted/rescheduled.
5. Noise:The Trustees committed to not having"events"on the edges of the property abutting homes(both du0ng Selectboard meetings and during
walkthroughs of the planting plan). They now appear to have every customer walking along the property line next to our children's playset,our living
room windows,our kitchen windows and back porch.
6. Noise:The noise level is not at"acceptable levels". The noise as well as the music is loud—even with double windows closed. The music and noise can
be heard in our home. Not one night a month,not one night a week,but five nights a week for weeks at a time. Prior complaints about noise to the
business owners/managers have not helped. Their response that they will"maintain volume within the Town's approved decibel levels"has been truly
discouraging as it allows for the noise described above. Any time that they have said they turned down the music—there has been no noticeable
change. We need to count on the Town to help with the nuisance caused by this business running a growing,massive event center In an R-3 residential
zone. The only noise testing that I was made aware of was done during the summer—when the business kept the majority of their customers In the
center of their property(as they committed to the SelectBoard but Is no longer true).
7. Noise:A majority of the plantings that were put In are"see-through"and are currently offering no apparent noise or privacy relief.
8. Safety: we did request that the business cut down/treat the dying Norway Spruce to keep it from failing on our home. Given the history of 2 of the
business's 100+foot trees falling and crushing our living room—we attempt to stay very aware of the state of the trees. I only mention this as it was
listed in the"SCP Photos.pdf"document under"Wood Lane Project Mitigation Actions"and I am not sure why.

My name is Kelly Cormier and I live at 169 Andover Street. I am writing again to ask you to

7/19/22 Planning Board meeting. There are still numerous items outstanding. I am including
my letter on the same from December 12, 2021 as all of the issues remain with the exception
of#4 (the "Do No Enter" sign has not been recently posted) and #8 (the did not mention the
tree)
Additional or Continued Points from Dec 2021 letter:
1. The Trustees and I have not communicated about any of the points raised at the Dec
2021 Planning Board meeting.
2. The noise from the amplified music continues to be unacceptable and unreasonable.
have stopped complaining to the Trustees about the noise - as EVERY complaint I made to them
directly over the course of five+years has yield NO noticeable change. The past two weekends
(Friday and Saturday) the amplified concerts have been so loud, we have turned off our own
music on our porch or moved inside. The only way to hear our music over the amplified music
from the Trustees was to turn ours up so loud it was impossible to have a conversation and a
Battle of the Bands was not how we wanted to spend our evening.
While I do know I need to be more proactive with feedback/complaints directly to the
Trustees -the lack of action has made it very unappealing/futile. The only time a
change in location to events (to help with noise) has been made is when
SelectBoard/Town has asked them to move.

The noise goes well beyond their stated property hours of 10 am - 6 pm.
3. The light from the business is very out of character of any other property in this
residential zone. Please have them perform the photometric analysis to determine
actual lumen intensity vs. planned lumen intensity as requested - particularly during the
extended lighted hours.
4. The Trustees have continued to use Wood Lane for their equipment access. The
last time (that was noticed) was on June 24th at 1:48 pm. I can provide more details via
a picture if needed. I thought the Trustees were not supposed to have equipment
access down Wood Lane?
5. The planting buffers are not sufficient to block the business/noise/customers. They
are so in adequate that we allowed our weeds to grow around our fence property to
give our children some privacy in the yard. That is the only thing offering any shielding.
6. The car parking lots are still visible. And the parking lots are certainly active
after their stated property hours of 10 am - 6 pm.
7. The plantings at the new end of Wood Lane are very minimal and do not meet the
request or need. See the picture below from today. That is the end of Wood Lane.

allow for the repurposing of an existing 24'x 60'stied to become a Visitor Center,parking for 60 cars and associated
landscaping.The property is located in the R-3,Zoning District,
I felt it necessary to share this video demonstrating the conditions described by abutters at previous meetings and in
letters of concern addressed to the Planning Board on prior dates. This sufficiently demonstrates the impact on abutters
with current conditions after a moderate rain and I feel strongly that should the extent of the proposed application seeking
approval be approved with or without conditions, North Andover stormwater drainage will be compromised, abutters will
have extreme consequences and the water volume and runoff both underground and surface will have far-reaching
impact to roadways and residences beyond the abutters. There are many abutters as this is one of the largest open space
parcels in North Andover extending from Osgood Street on the common side to Chickering Road on the east and west
sides of the roadway, I know you are aware of the high water table but the existing drainage will be impacted and
disturbed with the proposed moving of a building, rebuilding, paving, gravel and field parking and the stormwater
managements proposal is likely insufficient based on realities and scope of this proposed project.

Thank you Susan for sharing the video. Just after 8AM on Saturday, Dec 14th, 20191 took some video and
pictures of what happens to the Old Village Lane residents' properties when it rains. Please see the
attached Youtube links below. In a separate email, l will send some pictures of water building up next to
where the infiltration pond and overflow parking lot are proposed.

The property between Susan's and and the Fleury's looks like a pond. The level of the water is dangerously
close to level with the floor of our garage. Any material increase in this water level will result in an
uninhabitable home at 114 Old Village.
With the greatest sense of urgency, please deny this application. The addition of this infiltration pond is
tantamount to a ticking time bomb. It will be just a matter of time when our homes will be uninhabitable,
or irreparably damaged. At which point, what recourse will we have?

Good Morning,
I have attached 2 pictures to show where the water goes when it rains. These images show that the land in
and around Old Village Lane cannot handle any more re-directed rain/water without materially endangering
our properties.
IMG�5492 shows how the water is pooling between 100 and 114 Old Village lane. This comes from both
surface and underground sources. This water flows toward the street and into the North Andover storm
drains. If the action of the Trustees forces this water level higher, the flow could be re-directed into my
basement and home. That would be a catastrophe since it would literally fill our basement with water.
IMG 5496 is taken near the proposed infiltration pond and close to the proposed overflow lot (just outside
114 Old Village Lane property line). This picture shows that this ground is easily saturated during a rain
storm. If any more water is re-directed toward our property lines, the ground will not be able to absorb it
and the excess water will flow toward our homes and into town drains.

1. The Stevens Coolidge Place property was bequeathed to The Trustees of Reservations in 1962 for
the property to be used for the enjoyment of the public. The Trustees have provided a beautiful property
to be enjoyed and have welcomed the public through a variety of activities that further enable visitors to
enjoy the beauty of the gardens.This property is a true gene within North Andover and it should be
continued to be used for these purposes for all to enjoy. Unfortunately, in recent years,the Trustees have
been increasing the number and scope of events and are establishing the property as a commercial
enterprise as opposed to public gardens to be enjoyed by the general public. In addition to the increasing
number of ticketed events,they have been inviting other vendors to the property to entrance these events
and to further generate revenue.An increasing number of these events include music and alcohol sales.
The number of time that the word"events"has been used throughout the course of these hearings by the
applicant and its consultants is alarming and of great concern to the neighbors who purchased homes in a
residential district with no expectation of a commercial enterprise or event center being established
adjacent to us.
The application before this Board is another indication of the direction that the Trustees are moving
toward. They are intending to further increase scope and volume of events and are setting up the
infrastructure to accommodate these visitors. The property has been used for nearly 60 years without
these additional facilities and the new facilities are only required due to the expansion of the non-
conforming use of the property.
Sections 195-8.11.A(3)
By definition,Sections 195-8.11.A(3)requires Site Plan Review for any construction,site improvements,
new uses in existing structures or developments which contain new processes not normally associated
with the existing use and which result in changes in the potential nuisance to adjacent properoJ; traffic
ch-culation;storrmvater drainage onto or of of the site; and/or the application of the parking standards
of Part I indicate the need for•five or more new or additional parking spaces.
Pursuant to Section 10,7 of the North Andover Zoning By Law states that the special permit
granting authority shall not approve any such application for a special permit unless it finds that,in
its judgment,all the following conditions are met:
LaIThe specific site is an appropriate location for such a use,structure or condition;
khLThc use as developed will not adversely affect the neighborhood;
elThere will be no nuisance or serious hazard to vehicles or pedestrians;
kAl Adequate and appropriate facilities will be provided for the proper operation of the proposed
use;
LelThe special permit granting authority shall not grant any special permit unless it makes a
specific finding that the use is in harmony with the general purpose and intent of this bylaw.
Throughout the hearings on these matters,there has been a significant amount of public comments
in opposition to the proposals brought forth by the Trustees of Reservation,
aaThe specific site is an appropriate location for such a use,structure or condition: The intended
structure and parking lot will be constructed at the end of a residential street. There are 5 residential
homes on the street(4 are occupied and 1 was occupied as a residence until July 2019).The proposed
parking lot for 60 spaces and structure will be located in close proximity to residential hones and these
new structures are not in harmony with residential uses. This site is not an appropriate location for the
use or the structures for a visitor center or commercial parking lot,particularly where these will be used to
further support a use that is not compatible nor permitted within the R3 Zoning District. The existing
structure to be excavated,moved and rebuilt and additions of impervious paved parking, gravel parking
and field parking are of particular concern as they relate to drainage,water runoff and disturbance of the
existing flow of water with a high water table and existing drainage system forcing water flow north and
dump into into the backyards of homes on Old Village Lane. Any small change in flow could flood
basements and undermine foundations of neighboring homes.
The use as developed will not adversely affect the neighborhood;The new structure and parking lot
will be creating a new entrance for the Stevens Coolidge Place with cars entering the site and parking
under 12' high light poles within 50' of the backyard boundaries of five homes on Old Village Lane.
Accordingly, all of the visitors to the estate,will be parking and then walking down paths which are
immediately adjacent to the existing residential homes on Wood Lane and Andover Street. This will
create an invasion of privacy,noise pollution,light pollution,and will generally adversely affect the
quality of life of the homes which have previously been sharing borders with vacant land and occasional
visitors walking through to enjoy the nature trails.
LcIThere will be no nuisance or serious hazard to vehicles or pedestrians;The parking area and visitor
facility will be located a long distance away from the event facilities, the main house and the gardens.
This will require the individuals to walk a significant distance to attend these events. This will make the
house and gardens in accessible to those requiring mobility assistance.This year's Winter Lights Events
has expanded to include a much larger portion of open space beyond the garden areas,compared with last:
year.This event, and others like it,increase traffic and noise. The Trustees have identified alternative
plans(i.e.parking at the Franklin Elementary School) and supplying shuttles,but despite these efforts,
visitors have still been parking along Andover Street and Wood Lane and walking down to the entrance.
Inclusion of a parking area and visitor center that is so far from the facilities,will only encourage visitors
to find alternatives and thus continue to park along Andover,Wood Lane or Chestnut Street.
(d)Adequate and appropriate facilities will be provided for the proper operation of the proposed use;
These facilities will not be sufficient for the proper use and operation of the proposed use given that there
will still be a need for a second overflow parking lot that is proposed for 100 cars in close proximity to
Old Village Lane. There will not be sufficient toilet rooms located at the property and portable toilets will

be required for some of the larger events. In addition, the proposed application only addresses a portion of I
the changes proposed by the Trustees and the application should be reviewed in its totality with the
expansion and use changes proposed for open space on the west side of Chickering Road,
The special perurit granting authority shall not grant any special permit unless it makes a specific j
finding that the use is in harmony with the general purpose and intent of this bylaw. The property is
located within an R3 Residential District. The intended use for visitors,events,and a convnercial
enterprise is not consistent with nor permitted within the R3 Residential District.
Accordingly,since all of the required conditions for Issuance of the Special Permit have not been
satisfied,we would respectfully request that the Board decry the Application.
As a note, the Board has implied that the provisions of the Dover Amendment may apply to this property.
There has ben no claim of this by the Trustees. The application itself would indicate that Dover is not
applicable in this instance. Further,while the property may include components of a protected use(i.e.
educational purposes),this is merely incidental to the primary purpose of the property. Incidental uses are
not sufficient to invoice the protections of the Dover Amendment,
II.If this Board does not agree with the foregoing and chooses to approve the application,then we would
ask you to review the authority granted to the Board pursuant to Section 10.7.A.2 of the North Andover
Zoning By Law which provides that"In approving a special permit, the special permit granting authority
may attach such conditions and safeguards as are deemed necessary to protect the neighborhood, such as,
but not limited to, the following:
(a) Requirements of front, side, or rear yards greater than the minimum required by this bylaw.
(b) Requirements of screening parking areas or other parts of the premises from adjoining premises
or from the street,by walls, fences,planting,or other devices as specified by the special permit
granting authority
(c) Modification of the exterior features or appearances of the structure.
(d)Limitation of size,number of occupants,method or time of operation,or extent of facilities.
(e) Regulation of number, design and location of access drives or other traffic features."
We would respectfully request that the Board establish conditions that would insure the
protection of the neighboring properties. These conditions would include:

1) A review of the use of the relevant property should be required to be performed by the
Zoning Board of Appeals to confirm compliance,
2) No construction vehicles or other vendors shall be permitted to use Wood Lane for access.
3) The new structure and parking lot should be located as far from the residential lots as
practicable.
4) The new structure,parking lot(s)and any events should be appropriately screened to limit the
visibility and noise of all three from the adjacent residential homes. At a minimum,there
should be evergreen trees around the parking lots, around the visitor center and following
down the dirt path toward the"formal"estate property. These should be year-round to mask
the nuisance but should not interfere with sunlight or wildlife. The beautiful view that
currently exists will be destroyed by the new parking lots and structures and perhaps further

discussion and input could be obtained by the neighbors in order to finalize this plan. In
addition, all trees (both new and existing) should be inspected annually by a professional
arborist to be properly maintained.
5) Any lighting should be screened to avoid direct light shining toward the residences on Wood
Lane and Old Village Lane.Proper screening includes,but is not limited to,being shielded
and only casting light downward. The pole height should be limited to five feet and tine light
poles should be limited to six in number with no more lighting than is used in the surrounding
residential homes. Further,this lighting should be used only at limited times to avoid any
light pollution to the surrounding residences.
6) Requiring a review of the sewer line should be completed to ensure that the existing lines
(constructed to support 5 residential homes) are capable of supporting the increased capacity
of additional bathroom fixture units and usage by additional visitors.
7) All events should be centered in the core of the property to minimize nuisance to abutters. In
addition, amplified music/activities should not be directed towards abutting properties.
8) Outside vendors should be limited to nonprofit vendors. The use of for-profit vendors is a
clear cross over to a conunercial enterprise which is not permitted in the R3 District,
9) A limitation on the number of events which sell tickets,serve liquor or have live or loud
entertainment should be imposed. These should be permitted only during the months of May
through August;not more than 3 events per calendar month and the events(including any
music played) should end by 8 p.m. Ticketed events should be capped at 700 tickets per week
and 400 per day(assuming one ticket per person).
10) Vendor traffic including deliveries and trash removal of dunipsters should be limited to
Monday-Friday 9 a.m. -4 p.m.
11) Portable Toilets should not be permitted at any events. The Trustees should not be permitted
to use the property in a manner that is not supported by the facilities on their site.
12) The residents have identified specific concerns with drainage.Any redevelopment plans
should include a requirement to rennediate the existing swales and redirect water runoff from
the subject property away from the Old Village Lane and Wood Lane abutters.In addition,
the infiltration pond should be moved away from the abutting properties.
13) The overflow parking should be eliminated. This lot will be a fitrther nuisance to the native
vegetation and to the neighbors. An existing parking lot already exists and should be used for
the overflow parking rather than further burdening the neighborhood with the additional noise
and light of 100 more cars,
14) Signage for events and activities should be limited to one sign at each entrance,not to exceed
3 signs. The amount of signage that has been placed for recent events is far more consistent
with a commercial use than a use within a residential neighborhood.
15) Photos or likenesses of abutter's homes and/or property will not be used in social media posts
or printed materials.

The Stevens-Coolidge Place.The Trustees has owned and stewarded The Stevens-Coolidge
Property and been a member of the North Andover Community for 57 years.
Founded in 1891, The Trustees cares for 118 properties across Massachusetts, including 11
public gardens: Castle Hill on the Crane Estate in Ipswich, Naumkeag in Stockbridge, and The
Bradley Estate in Canton, to name a few. Our mission is to preserve, for public use and
enjoyment, properties of exceptional scenic, historic, and ecological value in Massachusetts. A
key element in our mission is for our properties to be used "for public use and enjoyment".
As with many public gardens and parks, engaging the general public in programs, events, and
activities is a current strategy to build audience and support.
The Stevens-Coolidge Place is a gathering place to revel in the physical and spiritual sustenance
that plants and people bring into our lives, with a sequence of inspiring display gardens, an
historic house brought to life with contemporary programming of its many family stories, and a
full calendar of activities, events, and celebrations.
Our events and programs bring people together to enjoy this beautiful place, Kids love Monarch
Story Hours, Nature Play Group, Pumpkin Trail and Winterlights, Special Teas in the House, Yoga
in the Garden, and designing floral bouquets are enjoyed by area adults.

At The Trustees, our goal is to build The Trustees of the future and sustain our properties.
Estimated program participation for 2019 is approximately 34,000 participants,which averages
to 93 visitors per day.These include family programs, education programs, skill building
(horticulture), and the many events that North Andover residents enjoy as part of their
community. Our growth expectation is 10 % a year.
Of the events that we offer to the public, 10% offer alcoholic beverages. In the case of these
events, The Stevens-Coolidge Place pursues an alcohol license per North Andover regulations.
All liquor permits are applied for with the Board of Selectmen and approved, accompanied by a
map of the event location and a police detail.
As Director of The Stevens-Coolidge Place, I joined the organization in June. Since that time,this
administration has responded to neighbors' concerns regarding stage, noise, audience seating,

and portable toilet locations.The diagram below illustrates where we have moved our event
activities away from property lines.
The Stevens-Coolidge Place works very closely with the Town Government of North Andover to
comply with permits and licenses. We have an Entertainment license with the Town of North
Andover.This license permits The Stevens-Coolidge Place to host events between the hours of
S am and 9 pm, Monday through Sunday. (Recently, the end time changed to 7 pm, due to EEE.)
All liquor permits are applied for with the Board of Selectmen and approved, accompanied by a
map of the event location. When requested by the Board of Selectmen, The Stevens-Coolidge
Place utilizes police details to ensure the safety of our visitors and neighbors. Individuals are not
allowed to bring alcoholic beverages on the property.The site has hosted 4 wedding
ceremonies in 2019, none larger than 50 people. We do not permit wedding receptions to be

hosted on site. Our private rental enterprise is minimal and solely comprised of these small
ceremonies, bridal showers, or birthday parties.

My name is Mike Fina and I am a residence on 124 0!d Village Ln. My property abuts the Stevens Coolidge property.
Unfortunately, my property is within 70 yards of the proposed infiltration basin which will catch run off from the roadway
leading to the parking area.
One of the reasons that we bought our home on Old Village Ln. was the fact that we abutted the Stevens property. The
perception was that this property was conservation land and would not be disrupted. In actuality,we now understand that
The Trustees are not necessarily a `land conservation'organization as our state forests are. Their name, Trustees of the
Reservation, implies their"stewardship of the land", but clearly they are not and completely a separate entity. Sorry to
digress here, but just expressing concern.
During the fall and winter, we experience increased noise and can see headlights from traffic on Chickering Rd. The
increased activity at the Stevens Coolidge property has also led to increased noise.
There appears to be a new`event center' mentality at the property in the past two years and it is very noticeable.
Thank you for your attention in reviewing their proposal as it will effect several neighbors.

We have attended Selectman, Conservation and Planning meetings with Stevens Coolidge Estate
expansion and change of use proposal on the agenda and as residents of North Andover as well as
abutters, we want to express our escalating concerns for the protection of this property and its
current allowable use. The plans pose an undeniable threat to the 90+ acres, now largely dedicated
to open space, gardens, greenhouses that encourage planting for future gardens and its well-
documented natural beauty offering scenic views and access to abutters, visitors and passers-by all
four seasons. Rebuilding and relocation of the existing `storage shed' under review and the open
field areas and abundant wildlife habitat to become surface roadway, with accompanying drainage
infrastructure interrupting the natural water flow and simultaneously digging and destroying habitat
will have irreversible consequences. Your vote for a Special Permit for this property with their
new concept of use and trusteeship will change the subject property and surrounding properties
forever. North Andover will lose a coveted asset; preserved open space, scenic features, natural
beauty and history. This unique property cannot be replicated or replaced if a Special Permit and
subsequent approvals as proposed are granted.
My husband and I have lived at 100 Old Village Lane for 21 years. All this is just beyond our
backyard boundary which will be transformed by the proposed changes before you in favor of a
year-round public and private event venue, more than 50,000 attendees and their vehicles ignorant
to its fields, gardens, and grasses, with parking lots for 160 in our backyard view, increased noise
and lights and the very real threat of even more backyard flooding and ultimately a changed quality
of life.
Stevens Coolidge is aggressively seeking numerous changes to the property transforming it long-
running use and intended purpose. Large stabilized portions of the land would have new uses.
Meadows and wild flowers sustaining and sheltering a wide variety of wildlife will be graveled
over 160 square feet at a time, multiplied by 60 and overflow parking for 100 added. Mature 50
year growth trees will be cut and replaced for new access driveways with insignificant starter trees
in their place. Rebuilding, excavation or demolition plans will disturb the slow-draining land
adding a significant water drainage impact towards Old Village Lane abutters over the length of the
common boundary from Chickering Road heading east.
We urge you to walk the property from Chickering Road proposed entry to include a site visit from
the back acres side with conservation and Selectman to fully appreciate the extent of changes
proposed. They have BIG plans beyond Phase 1 with both sides of Route 125 to be developed,
impacting road and pedestrian safety as well. We urge you to vote with the town's future in mind.

Thank you for your help and for considering the residents' concerns regarding the Stevens Coolidge
expansion.
Elizabeth Keary Soule from the Trustees send a letter to the Planning Board dater( Oct 29 2019. The letter
speaks to some of the concerns that were brought up at the September 17 2019 meeting. This letter does
not address the specific problems to the Old Village Lane residents. For example;
Stormwater management: The new gravel road proposed entering from Chickering Rd, along with the
infiltration pond proposed next to the Old Village Lane properties will bring significantly more water from
other parts of the Trustees property toward the Old Village Lane residents. Since the runoff from the
Trustees property already causes water problems for us, we are very concerned that this excess water flow
will cause unknown and unmitigated water problems that could prove expensive to fix (one neighbor has
already spent funds on this problem). For example, we have an in-ground swimming pool close to the
Trustees property line which could be in danger op "popping" out if the water table rises.
We respectfully suggest to have this gravel road moved farther down Chickering Rd, or have the gravel road
idea removed altogether.

Victor Fleury). We have lived at this residence for the last 20 years. We are grateful to live in such a
historically rich and aesthetic part of North Andover.

The proposed Stevens Coolidge expansion plans pose credible concerns to us:
1) During heavy rains (especially in spring), the fields behind our property drain some of their runoff
through and between the properties along Old Village Lane. This runoff turns into a small stream that has
eroded part of our driveway between 114 and 100 Old Village Lane (a small part of our driveway has been
washed away).
The Stevens plan creates a water draining pond behind our properties. They will set up large pipes to bring
extra water from other parts of their property. We are concerned that this extra water will make the already
existing erosion problem much worse and could cause the runoff water to empty into our garage.
2) We have a pool in the back of our property that was built by the Kapelson family (original owners). If the
extra water saturates the ground and raises the water table, we are concerned that the pool will be more
prone to "popping out" of the ground (especially during repair when water is removed from the pool).
3) Right behind our house, during heavy rains especially in spring, water pools up within 20 feet of our
foundation. We are concerned that if this gets worse, our basement could be flooded.
4)The removal of some of the remaining old hardwoods and pines would disrupt the unique, important,
historical and scenic features of this Conservation land. The tree removals would also negatively impact the
everyday life of those of us near Route 125. There would be more road and crowd noise, as well as car
headlights shining into the back of our properties. The addition of parking lots and lights would further
deteriorate the neighborhood we have come to love and appreciate.

We were recently Informed that the trustees are under the Impression there are no concerns from abutters to the property
regarding this massive expansion project. I beg to differ! We are absolutely concerned]
Such a vast project so close to our homes will have a negative impact on our small residential area. We are talking
50,000 visitors per year,a parking lot now designated MUCH closer to our home than was originally discussed, additional
lighting, more noise from events just to name a few] Why does this have to be so BIG? can't they scale back to protect
the integrity of the neighborhood?
Please take this under consideration as this process moves forward. Several of us plan to attend whatever meetings are
held with regards to this project.

We live at 179 Andover Street and are writing In connection with the project that the Trustees are proposing for the
Stevens Coolidge Place.
We moved to our home In June 2017 after living in Andover for 19 years.We moved as a result of the redevelopment of
Merrimack College that had adverse affects on our neighborhood.We purchased our new home for the location and with
the expectation that the Trustee property would not be developed given that it has been Intact for hundreds of years and
with the knowledge of the Trustee's mission to preserve the land. It Is disheartening that we are again faced with a
proposed development that Is going to have severe impacts on our neighborhood and quality of life.
The SOP Is an extension of our neighborhood that we enjoy with many others that walk their dogs, picnic with their
children, photograph and paint the gardens, watch the birds and otherwise explore the beautiful gardens.Over the past
couple of years, the Trustees have been increasing the number and type of events that they have been having.The
concerts and beer gardens bring patrons that are there for different reasons than the traditional customers and we have
already seen an increase In traffic and noise and we are very concerned that the developments the Trustees propose will
only Intensify this. In addition, the Trustees propose to move their parking and ticketing center to an area that will only be
a few hundred feet from our home.The Trustees are proposing to Increase their guests to over 50,000 per year and this
Is alarming.
The Trustees are proposing to screen our street from the Estate In an effort to keep visitors away from our street(which is
necessary If this project Is to proceed)but this is not full proof and sadly, is going to completely change the landscape of
our neighborhood,The proposed parking areas and new visitor center will be so close to our home and people are
Inevitably going to be driving down our street to try to get there or just walking down In curiosity. In addition, people will
want to park on our street since it will be so close to the visitor center.
The staff and vendors are already regularly using Wood Lane to access the Estate. In preparation of events, the number
of vehicles Increases,Including food and beer trucks, equipment deliveries, and portable potty trucks,These vehicles are
often large and not capable of navigating the small street to access the property.They drive fast, over our lawn and the
island In Wood Lane and they have to do multiple adjustments to make the turn from Wood Lane to the Estate access
road.This Is disruptive and not safe, particularly when our small children are outside playing. As the events Increase, so
too will this traffic and disruption.
The proposed project is going to completely transform where we live and our way of life.We are not In favor of the
changes and would very much like for It to be completely denied. However, if the project Is to proceed, we hope that the
Board would consider measures that would have the least Impact on our,neighborhood and quality of life. Resident only
parking signs, an alternative means of ingress/egress for vendors(other than Wood Lane), limitations on the number of
annual events permitted (particularly where alcohol Is served), limitations on the hours of events. In addition,we are very
worried that Wood Lane will be used as the main access point for construction vehicles (It has already been used by
landscapers, surveyors and other contractors). For the same reasons that the vendor access Is a problem,we hope that
an alternative method of Ingress and egress Is used for these vehicles during any construction.

We do understand that our street Is public and that the SCP does not belong to us... but we do fool the proposed
changes are so dramatic and have a basis in revenue driving under the guise of enhancing the grounds For more to enjoy.

We abut the Stevens Coolidge Place property at 114 Old Village Lane (Alex, Christina, Jacqueline and
Victor Fleury), We have lived at this residence for the last 20 years, We are grateful to live In such a
historically rich and aesthetic part of North Andover,
The proposed Stevens Coolidge expansion plans pose credible concerns to us:
1) During heavy rains (especially in spring), the fields behind our property drain some of their runoff
through and between the properties along Old Village Lane, This runoff turns into a small stream that has
eroded part of our driveway between 114 and 100 Old Village lane (a small part of our driveway has been
washed away).

The Stevens plan creates a water draining pond behind our properties.They will set up large pipes to bring
extra water from other parts of their property, We are concerned that this extra water will make the already
existing erosion problem much worse and could cause the runoff water to empty into our garage.
2) We have a pool in the back of our property that was built by the Kapelson family (original owners). If the
extra water saturates the ground and raises the water table, we are concerned that the pool will be more
prone to"popping out" of the ground (especially during repair when water is removed from the pool).
3) Right behind our house, during heavy rains especially in spring, water pools up within 20 feet of our
foundation. We are concerned that If this gets worse, our basement could be flooded.
4)The removal of some of the remaining old hardwoods and pines would disrupt the unique, important,
historical and scenic features of this Conservation Land. The tree removals would also negatively impact the
everyday life of those of us near Route 125.There would be more road and crowd noise, as well as car
headlights shining into the back of our properties. The addition of parking lots and lights would further
deteriorate the neighborhood we have come to love and appreciate.

Dear Jean and E€tan,
Please share this with the members of the Planning Board. I did not step up to speak last evening but wanted to express
my thoughts as the meeting progressed last evening.
First, I want to thank you for your work as members of the Planning Board for our community. I left the meeting last
evening very concerned for the future of this very significant property.As you heard last night, this property consists of
approximately 93 acres and has been primarily dedicated to open space, wildlife and agricultural use for 100's of years.
The Trustee's proposal as roughly presented by their representatives could be described as an assault of people and
vehicles and noise on this property's unique and important natural, historical and scenic features.This must be protected
and the Planning Board and community of people is charged with that.
When asked about the#of events and attendance, Managing director of the property could not answer to the#of events
but referred to events currently bringing 30,000 people annually in her conservative estimate and referred to traffic studies
estimating 50,000-70,000. There was mention of event licenses, liquor licenses, revenue producing events aimed towards
better utilization of the full extent of the property.That leads me to ask, what is wrong with open space as an asset as
much as any of these other things?
What their representative talked about is just Phase 1 and the assault on wildlife, neighbors peace and quiet enjoyment,
road safety and the environment has already begun and taken hold before our eyes. The increase in road and foot traffic
to the property has dramatically changed over just 2 years. Events have gone from yoga, out gardens, painting, garden
and greenhouse tours and plant sales, farm animal visits and photo sessions to a Festival of Lights, Music events and
concerts, Beer Fests, Wine Events, Foodtrucks, that come with generators blaring, speaker systems, commercial lighting
and much more. This has happened in one year without this proposal in motion. Their multi phase, 3 year site plan
proposal can only be described as an aggressive assault on the environment, peace and quiet, wildlife habitat,
stormwater drainage and infrastructure. I cannot express enough that they have BIG plans beyond what we heard last
night. Both sides of Route 125 are in their plans. Can you imagine crossing Route 125 at that point in the road to enter left
or right to their property? We can't have parking lots designed for 60 cars overflowing to 82 and beyond for a Beer
Garden event 10 minutes in to the event. See attached photos from September 14, 2019 at 5:10 p.m.for a 5 p.m. event.
We can't have 50,000 cars and more pouring in and out of Rte 125, over flow parking area for roughly 100 cars, 50' from
our backyard borders with this property.
Please take a thorough look at what is being proposed short and long term. The project appears insensitive and
financially motivated and incongruous with the intent of this property by the family and descendants who entrusted this
unique property to be preserved and utilized by the Trustees of Reservation for the greater good. In limited dealing with
the representatives, they have talked about this as their plan and not their proposal and they have not shown themselves
to be neighborly in their responses to our feedback or concerns. The recent endowment earmarked for this property is
substantial and it's my hope that it's spent unselfishly with community, the people of the Town of(North Andover,
neighbors and the town's future in mind.

As I mentioned to you on the phone,
we live in North Andover at 58 Old Village Lane. From our backyard, we abut the Steven Coolidge Estate,
During the last few years, they have done (I would guess) a million dollars worth of grounds work. They added
gardens, structures, roads, parking lots, etc.
Since they have been working, our backyard has become almost flooded. It never dries (except maybe in the
height of the summer). You really have to see it to believe it. We have lived here for 30 years and cannot believe
how our backyard has changed so dramatically.

This is for abutter comment at tonight's (7/19/22) Planning Boars{ meeting for 137 Andover Street.
Dear Planning Board Members,
My name is Kelly Cormier and [ live at 169 Andover Street. I am writing again to ask you to please consider
not releasing the bond for 137 Andover Street, Stevens Coolidge Place at the 7/19/22 Planning Board
meeting. There are still numerous items outstanding, I am including my letter on the same from December
12, 2021 as all of the issues remain with the exception of#4 (the "Do No Enter" sign has not been recently
posted) and #8 (the did not mention the tree)
Additional or Continued Points from Dec 2021 letter:
1. The Trustees and I have not communicated about any of the points raised at the Dec 2021
Planning Board meeting.
2. The noise from the amplified music continues to be unacceptable and unreasonable. I have stopped
complaining to the Trustees about the noise -as EVERY complaint I made to them directly over the course
of five+years has yield NO noticeable change. The past two weekends (Friday and Saturday) the amplified
concerts have been so loud, we have turned off our own music on our porch or moved inside. The only way
to hear our music over the amplified music from the Trustees was to turn ours up so loud it was impossible
to have a conversation and a Battle of the Bands was not how we wanted to spend our evening.
While I do know I need to be more proactive with feedback/complaints directly to the Trustees -
the lack of action has made it very unappealing/futile. The only time a change in location to events
(to help with noise) has been made is when SelectBoard/Town has asked them to move.
The noise goes well beyond their stated property hours of 10 am - 6 pm.
3. The light from the business is very out of character of any other property in this residential
zone. Please have them perform the photometric analysis to determine actual lumen intensity vs.
planned lumen intensity as requested - particularly during the extended lighted hours.
4. The Trustees have continued to use Wood Lane for their equipment access. The last time (that
was noticed) was on June 24th at 1:48 pm. I can provide more details via a picture if needed. I
thought the Trustees were not supposed to have equipment access down Wood Lane?
5. The planting buffers are not sufficient to block the business/noise/customers. They are so in
adequate that we allowed our weeds to grow around our fence property to give our children some
privacy in the yard. That is the only thing offering any shielding.
6, The car parking lots are still visible. And the parking lots are certainly active after their
stated property hours of 10 am - 6 pm.
7. The plantings at the new end of Wood Lane are very minimal and do not meet the request or
need. See the picture below from today. That is the end of Wood Lane.

4. Traffic:Traffic management continues to be an issue. Numerous Trustee customers come down Wood Lane and have to turn around. It appears the
Trustees put another temporary"DO NOT ENTER"sign at the intersection of Wood Lane and Andover Street—this is not a solution as it has caused
deliveries to our homes to be cancelled. The Trustees inability to handle the heavy flow of their event center in a Residence District should not cause our
grocery and UPS deliveries to be diverted/rescheduled.
5. Noise:The Trustees committed to not having "events"on the edges of the property abutting homes (both during Selectboard meetings and during
walkthroughs of the planting plan). They now appear to have every customer walking along the property line next to our children's playset, our living
room windows,our kitchen windows and back porch.
6. Noise:The noise level is not at"acceptable levels". The noise as well as the music is loud—even with double windows closed. The music and noise can
be heard in our home. Not one night a month, not one night a week, but five nights a week for weeks at a time. Prior complaints about noise to the
business owners/managers have not helped. Their response that they will "maintain volume within the Town's approved decibel levels" has been truly
discouraging as it allows for the noise described above_ Any time that they have said they turned down the music—there has been no noticeable
change. We need to count on the Town to help with the nuisance caused by this business running a growing, massive event center in an R-3 residential
zone. The only noise testing that I was made aware of was done during the summer—when the business kept the majority of their customers in the
center of their property(as they committed to the SelectBoard but is no longer true).
7. Noise:A majority of the plantings that were put in are"see-through"and are currently offering no apparent noise or privacy relief.
S. Safety: we did request that the business cut down/treat the dying Norway Spruce to keep it from falling on our home. Given the history of 2 of the
business's 100+foot trees falling and crushing our living room—we attempt to stay very aware of the state of the trees. I only mention this as it was
listed in the "SCP Photos.pdf" document under"Wood Lane Project Mitigation Actions" and I am not sure why.
