(VAI) has prepared a review of the traffic operations associated with a new access and parking facility proposed for The Stevens-Coolidge Place (the "Project") which is located at 137 Andover Street in North Andover, Massachusetts. Our review focuses on existing area conditions, sight distance at the proposed Project driveway, vehicle crash history on Chickering Road (Route 125), a review of Project trip generation,and intersection operations, Our findings are that the re-distribution of vehicle trips from the current location on Andover Street to the new location on Route 125 is expected to result in minor delays for movements exiting the new site driveway, but that these delays are within acceptable levels (LOS E or better). Vehicle crash history is below guidelines for similar roadways, and sight distance along Route 125 at the proposed driveway location exceeds requirements for both the posted and the observed speeds. In summary, while the Project represents an increase in traffic levels on Route 125, this increase can be accommodated and it is expected that traffic flow in the area will not be noticeably affected by the Project. EXISTING CONDITIONS The Stevens-Coolidge Place (the "Site") is a 91-acre garden and historic home located at 137 Andover Street. The property extends from Andover Street at the Chestnut Street intersection north and west to Route 125. Parking for the Site is provided at a municipal parking lot at the Andover Street/Chestnut Street intersection. This parking lot is also utilized by visitors to nearby trails and other public lands. Route 125 Route 125 at the proposed driveway location runs in a generally north-south orientation and provides one 12-foot wide travel lane per direction,with a 5-foot wide shoulder southbound and a 6-foot wide shoulder northbound. A 5.5-foot wide sidewalk is provided on the southbound side of the street. Land use it) the vicinity of the Project consists of agricultural and rural uses. Traffic volumes were measured via the use of Automatic Traffic Recorder (ATR) counts placed on Route 125 for a 96-hour (weekday and weekend) period in May 2019. The speed limit on Route 125 was posted at 40 miles per hour(mph). Table 1 presents a summary of the observed weekday and weekend traffic volume data. A review of seasonal traffic characteristics using Massachusetts Department of Transportation (MassDOT) traffic count datal indicated that May-month volumes are approximately 4 percent higher than average-month volumes in this area, To present a conservative (numerically higher) analysis condition,the observed volumes were used without adjustment. Speed measurements were also conducted on Route 125 to identify general compliance with the posted speed limit of 40 miles per hour (mph), Speed measurements are used to establish sight distances for vehicle maneuvers such as those exiting from side streets. The speed data is summarized in Table 2. T:59244 North Andover•Sievens Coolidge Gstale\Reponffrafc StudyTinal Traffic Memo 14Aug2019.docx 2 Sight Distance Evaluation Sight distances were reviewed at the location of the proposed driveway where it would intersect with Route 125 in accordance with MassDOT and American Association of State Highway and Transportation Officials (AASHTO)2 standards. Both Stopping Sight Distance (SSD) and Intersection Sight Distance (ISD) were reviewed, SSD is the minimum distance for a vehicle to come to a stop to avoid hitting an object in the roadway while ISD reflects the distance required for a driver to turn left or right without causing approaching vehicles to reduce speed by more than 10 mph, and upon turning left, to clear the near half of the intersection without conflicting with the vehicles approaching from the left. The results of the analysis are shown in Table 3. Crash Data Review A review of crash data on Route 125 in the vicinity of the Project was conducted, Data from the most recent available five year period of 2013-2017 were examined to determine any safety issues that may exist in the area, During this period, there were no crashes recorded in the vicinity of the proposed Project driveway, There were 13 crashes recorded at the intersection of Route 125 with Dutton Street, where a retail plaza currently exists. There were another 7 crashes associated with the driveways to residential apartment/condominium buildings located at 190, 200, and 210 Route 125 and/or Farrwood Avenue, Calculations indicate that even with the incorporation of these crashes, this section of Route 125 would have a crash rate of 1,87 crashes per million vehicle miles traveled (MVMT), which is below the urban principal arterial crash rate of 3.42 crashes per MVMT for minor arterial roadways. Of the crashes, 6 were found to be single-vehicle crashes; 3 were found to be angle crashes; 10 were found to be rear-end crashes; and 1 was found to be a sideswipe crash.A total of 12 crashes were found to be property-damage only; 4 were found to be of the type where personal injuries were noted, these were observed to be non- incapacitating. TA8244 Nart€r Andover-Slevens Coolidge Estate.tRe rtsUraff:c Slud 4Ainal Traffic Menlo 14Aug20l9.docx 3 Po Y PROPOSED CONDITIONS The Project involves the relocation of visitor traffic flow from the existing municipal parking lot at the intersection of Andover Street and Chestnut Street to a new dedicated driveway and parking lot for the Site, which will be accessed from Route 125. The parking facilities will consist of one paved lot of 60 vehicles and an unpaved overflow lot for an additional 100 vehicles. As in the past, for events that are expected to require additional parking beyond that of the on-site facility, a remote parking lot will be utilized and visitors will be transported using shuttle buses to and from the site. The driveway will provide a drop-off area and dedicated ADA-compliant parking spaces, which do not currently exist at the municipal lot. The driveway will intersect the east side of Route 125 at an unsignalized intersection. Two new staff members are proposed, Project Trip Generation Trip generation calculations were conducted for the Project. Typically,vehicle trip generation is based on the Institute of Transportation Engineers (ITE) publication Trip Generation Manual; however, the only land use similar to the Project is ITE LUC 411 (Public Park) which is not an appropriate source on which to base all trip generation estimates, given the Site's event calendar. However, the ITE data was used to develop some portion of entering and exiting peak hour traffic, The Site has a number of events of varying sizes throughout the year, and has established the following future attendance goals: • 9S-100 public programs a year for 10-100 participants, • 10-14 public programs per year for 100-500 participants, • 6-8 large events per year for 500 to 2,000 participants, and • 23 nights of Winterlight events for 800 participants per night. Parking lot counts for several of the 100-500 participant programs and several of the large events exist for some events in 2018. The counts include all users of the parking lot, which may include visitors to other public lands and not solely visitors parking for the events. However, the events typically run from 10:00 AM to 4:00 PM on weekends so traffic peaks can be identified, with the caveat that some additional non- event parkers will be included in the counts. By including an additional hour before the start of the event and two additional hours after the conclusion of the event, early arrival and late departure traffic can also be included in the analysis. Count data was observed for several events that occurred on Saturdays and Sundays which are summarized below in terms of date, attendees, vehicle counts, and occurrence of peak hours. The Biergarten event was observed to have the highest daily number of vehicles entering and exiting over the time period for the event; however, the Father's Day BBQ was shown to have the highest hourly peak-hour trip total. These are shown in Table 4. These data were based on hourly averages and are not as well defined as the above event information; however the same approach was used to identify a daily vehicle trip total, peak-hour trips, and peak-hour time period. This is shown in Table 5 for the average summer weekday and weekend time periods. Therefore, trips were assigned to the roadway in this manner. This was developed in order to provide an analysis scenario. Capacity Analysis An analysis of operations of the proposed Site Driveway intersection with Route 125 was conducted for the future (2020) Design Year condition with the Project traffic and minor increases in roadway volume included. Analysis was based on the policies and procedures identified in the HCM63 for unsignalized intersections. The results of the analysis are shown in Table 8. IL AL ( 1 TA8244 North Andover•Slevens Coolidge Estate�ReportsWraffic SwdyTinal Tiaffic Memo l4Aug2019.docx 6 RECOMMENDATIONS AND CONCLUSIONS Our findings are that the re-distribution of vehicle trips from the current location on Andover Street to the new location on Route 125 is expected to result in minor delays for movements exiting the new site driveway, but that these delays are within acceptable levels (LOS E or better). VAI recommends the following: • The site driveway onto Route 125 should be placed under STOP-sign control, with a painted STOP-bar on the drive at the STOP-sign location. A conceptual-level plan is graphically depicted on Figure 1. • The driveway should be designed to provide a shared left-iright-turn lane exiting the Site. • Any landscaping or signage at the intersection of the Site driveway with Route 125 should not exceed 24 inches in height or should be placed out of lines of sight for motorists exiting the Site or approaching the driveway from Route 125. • During major events, it is recommended that the North Andover Police Department be contacted to coordinate a police detail to assist with entering and exiting traffic movements, • To assist with efficient parking of visitors, staff should be employed to direct motorists to the on- site parking lots and determine when use of the overflow lots becomes necessary. This will minimize excess vehicle circulation and delays for visitors within the site. • As in the past, for events that are expected to require additional parking beyond that of the on-site facility, a remote parking lot will be utilized and visitors will be transported using shuttle buses to and from the site. In summary, while the Project represents an increase in traffic levels on Route 125, this increase can be accommodated with implementation of the above recommendations and it is expected that traffic flow in the area will not be noticeably affected by the Project. Excess paint will not be discharged to the storm sewers,but will be properly disposed according to the manufacturer's instructions. .infiltration basin Any accumulated silt, trash,or debris shall be removed from the infiltration basin.
