Hancock Associates submitted the following documents on behalf of The Trustees of Reservations, which TEC reviewed for conformance with the Town of North Andover Zoning Bylaws and generally accepted industry standards: • Site plan entitled "Permit Site Plans- Chickering Road, Route 125, North Andover Massachusetts 01845 prepared by Hancock Associates dated August 15, 2019; • Special Permit-Site Plan Review Application, Owners of Land: The Trustees of Reservations dated August 22, 2019 (received) Upon review of the documents and plans, TEC has compiled the Following comments for the Board's consideration: 1. The Record Conditions Plan (sheet 2 of 9) shows what appears to be an existing right-of-way that cuts through the center of the Trustees property. Based on North Andover's GIS website, this is a public right-of-way associated with Wood Lane. The Site Plans should consistently show the limits of this right-of-way, label the street, and add setbacks as appropriate. 2. TEC recommends a traffic peer review for the proposed intersection on Chickering Road. 3. The proposed driveway connection to Chickering Road will likely require the filing of a MassDOT Access Permit Application, 4. The Applicant should note the width and radii of the proposed Entrance/Exit. 5. The turnaround area at the end of the proposed parking is proposed at 12-feet wide. Turning templates should be provided to show that the largest design vehicle can maneuver in this area. i 6. The Applicant includes spot grades along the center line of the proposed road on Sheet 3. The Applicant should note the width of the "Reinforced Turf Fire Lane." The fire lane should be coordinated with the Fire Department to be sure it meets requirements for access. 8. The Applicant provides information Inconsistent on Sheets 6 and 7. The inconsistences include: • The dimensions of the parking area drive aisle • ADA parking space size • ADA parking signs • The size of the overflow parking area • The locations of the proposed trees • The detail reference labels • Contour lines/elevations • Parking wheel stops • The level of detail on the existing conditions X-ref • Level of detail for the Rain Garden 9. Additional detail should be added or clarified on the site plans to include: • Snow storage areas • Trash removal/dumpster locations • Existing trees to be removed • Existing trees to remain • Parking lot lighting 10. The scales on Sheet 8 "Site Details" do not correspond with all the dimensions shown. 11. The "Section of Zoning Bylaw that Special Permit is Being Requested: Section 8.3.2a.iii" is not a section within the Zoning Bylaws. 12. The Application includes that Proposed Lot Building Height is 16' +/-, however the existing building to remain on site is 23' +/-. The Applicant's response to comments is shown as bold; TEC supplemental responses and follow-up comments are shown as italic: 1. The Record Conditions Plan (sheet 2 of 9) shows what appears to be an existing right-of- way that cuts through the center of the Trustees property. Based on North Andover's GIS website, this Is a public right-of-way associated with Wood Lane. The Site Plans should consistently show the limits of this right-of-way, label the street, and add setbacks as appropriate. HA Response: The Record Conditions Plan has been revised which eliminates the ROW. Elimination was determined from a 1931 town vote to discontinue "the unused portion of Wood Lane from Andover Street to a point to the North along the Lane beyond the place where the new State Highway will crass it". TEC recommends a traffic peer review for the proposed intersection on Chickering Road. HA Response: A Traffic Study has been prepared by Vanasse &Associates and sumbutted to the Town for review. TEC: Comment addressed. 3. The proposed driveway connection to Chickering Road will likely require the filing of a MassDOT Access Permit Application. HA Response: The Applicant will be filing a MassDOT access permit. TEC: Comment addressed. TEC recommends that the Board require a copy of the Access Permit as a condition of approval. 4. The Applicant should note the width and radii of the proposed Entrance/Exit. HA Response: The plans have been revised to show this information. TEC: Comment partially addressed. It appears that the radii have been added to the plans however it is not legible. TEC recommends that the Board consider adding these notations as a condition of approval. 5. The turnaround area at the end of the proposed parking is proposed at 12-feet wide. Turning templates should be provided to show that the largest design vehicle can maneuver In this area. HA Response: The plans have been revised to show a Swept Path Analysis considering North Andover Fire Department equipment. TEC: It appears that the driveway has been widened to 20-feet to accommodate a fire apparatus. TEC defers to the Town of North Andover Fire Department to determine If the provided turnaround is adequate for their equipment. 6. The Applicant includes spot grades along the center line of the proposed road on Sheet 3. The spot elevations do not align with the proposed contour lines. HA Response: The plans have been revised to address this Inconsistency. TEC: Comment addressed. 7. The Applicant should note the width of the "Reinforced Turf Fire Lane." We are in the process of responding to the Fire Department comments In a separate correspondence that will be shared with the Planning Board and TEC. TEC: TEC defers to the Town of North Andover Fire Department to determine if the proposed access is adequate. 8. The Applicant provides information inconsistent on Sheets 6 and 7. The inconsistences Include: • The dimensions of the parking area drive aisle • ADA parking space size • ADA parking signs • The size of the overflow parking area • The locations of the proposed trees • The detail reference labels • Contour lines/elevations Parking wheel stops • The level of detail on the existing conditions K-ref • Level of detail for the Rain Garden HA Response: The plans have been revised to address these Inconsistencies. TEC: It does not appear that the proposed parking lot meets the requirements for ADA parking spaces and access aisles. For a lot with 60 parking spaces, a minimum of 9 van-accessible space with 96"access aisle is required, a total of 3 accessible parking spaces are required, and all spaces require a minimum of 60"access aisle. Additionally, the ADA spaces are being proposed in a gravel or stone dust parking area which will require continued maintenance. A hard packed slip resistant surface sloped at 2% maximum is required within the parking spaces and aisles, The Applicant may want to consider using a paved surface treatment for the ADA parking spaces and aisles. TEC recommends that the minimum ADA parking spaces and aisles be provided as a condition of approval. 9. Additional detail should be added or clarified on the site plans to include: • Snow storage areas HA Response: The plans have been revised to show the location of snow storage area(s). There are approximately (10) trees at the entrance which will need to be removed. The drip line and the limit of work erosion control line will serve to protect the trees to be saved. TEC: TEC recommends that the Board include this as a condition of approval. The tree to be removed should be marked in the field and approved by the Town of North Andover, + Existing trees to remain HA Response: Due to the abundance of trees on the property, prior to construction, the trees to be removed will be flagged. There are approximately (10) trees at the entrance which will need to be removed. The drip line and the limit of work erosion control line will serve to protect the trees to be saved. TEC: Comment addressed. Parking lot lighting HA Response: The plans have been revised to detail the parking lot lighting. TEC: Comment addressed. 10. The scales on Sheet 8 "Site Details" do not correspond with all the dimensions shown. HA Response: This sheet has been revised, TEC: Comment addressed. 11. The "Section of Zoning Bylaw that Special Permit is Being Requested; Section 83.2011" Is not a section within the Zoning Bylaws. HA Response: The reference has been corrected and the revised application is attached. TEC: Comment addressed 12.
