The Plan outlines source control and pollution prevention measures and maintenance requirements of Stormwater best management practices (BMPs) associated with the new Visitor Center project at Stevens-Coolidge Place on Chickering Road in North Andover, MA. Stormwater runoff will be collected using Best Management Practices (BMP's), including grassed drainage channels, sediment forebays, detention basin, check dams and stone diaphragm. Stormwater will be collected in drainage swales and directed to a detention basin located in the northwesterly section of the Property. To control erosion and minimize delivery of sediment and other pollutants into the atmosphere and adjacent wetlands, Best Management Practices (BMP's) have been provided within the site's stormwater management system. These practices include but are not limited to: • Detention Basin • Sediment Forebay • Grassed and Rip-Rapped Channels • Level spreader • Stone Diaphragm This manual is designed to help responsible parties become aware of urban non-point pollution problems and to provide detailed information about operating and maintaining stormwater management practices. The success of the Best Management Practices is dependent on their continued operations and maintenance. Stonnivater Operations and Mainlenance Plan Stevens-Coolidge Place The.Trustees of Reservations April, 2021 North Andover,Massachusetts Page I 2.0 SITE OWNER'S AGREEMENT 2.1 OPERATION AND MAINTENTANCE COMPLIANCE STATEMENT Site Owner/Operator: The Trustees of Reservations 200 High Street Boston,MA 02110 Responsible Party: Stewardship Manager Stevens-Coolidge Place The Trustees of Reservations or their successors shall maintain ownership of the on-site Stormwater management system as well as the responsibility for operation and maintenance during the post-development stages of the project. Future responsible parties shall be notified of their continuing legal responsibility to operate and maintain the BMPs. The operation and maintenance plan for the Stormwater BMPs is being implemented. The Trustees 11/12/2021 Responsible Party Date 2.2 STORMWATER MAINTENANCE EASEMENTS No off-site Stormwater control areas are utilized; therefore, no Stormwater management easements are required. The Site Owner will have access to all Stormwater practices for regular inspections and maintenance. 2.3 RECORD KEEPING The Site Owner shall maintain a rolling log on-Site, in which all inspections and maintenance activities for the past three years shall be recorded. The Operation and Maintenance Log includes information pertaining to inspections, repairs, maintenance, and disposal relevant to the project's Stormwater management system. The Log is provided herein. The Operation and Maintenance Log shall be made readily available to the North Andover Conservation Commission and the Massachusetts Department of Environmental Protection (MassDEP)upon request. The Conservation Commission and the MassDEP shall be allowed to enter and inspect the premises to evaluate and ensure that the responsible party complies with each BMPs maintenance requirements. 2.4 TRAINING Employees involved in inspections, maintenance, and emergency response will be educated on the general concepts of Stormwater management and groundwater protection. The employees will be trained on the proper course of action for specific events expected to be incurred during routine maintenance or emergency situations. 3.0 LONG-TERM POLLUTION PREVENTION PLAN This section outlines source control and pollution prevention pleasures to be employed on-site following construction. The measures are in compliance with Standard 4 of the 2008 DEP Stormwater Management Handbook. 3.1 STORAGE OF MATERIALS AND WASTE The Site shall be kept clear of trash and debris at all times. Certain materials and waste products shall be stored inside or outside upon an impervious surface and covered, as required by local and state regulation. 3.2 VEHICLE WASHING No commercial vehicle washing shall take place on Site. 3.3 ROUTINE INSPECTION AND MAINTENANCE OF STORMWATER BMPS See Section 4.0 Long-Term Operation and Maintenance Plan, for routine inspection and maintenance requirements for all proposed Stormwater BMPs. 3.4 SPILL PREVENTION AND RESPONSE A contingency plan shall be implemented to address the spill or release of petroleum products and hazardous materials and will include the following measures: • Equipment necessary to quickly attend to inadvertent spills or leaks shall be stored on- Site in a secure but accessible location. Such equipment shall include, but are not limited to the following: safety goggles, chemically resistant gloves and overshoe boots,water and chemical fire extinguishers, sand and shovels, suitable absorbent materials, storage containers and first aid equipment(a spill containment kit or equivalent). • Spills or leaks shall be treated properly according to material type, volume of spillage, and location of spill. Mitigation shall include preventing further spillage, containing the spilled material in the smallest practical area, removing spilled material in a safe and environmentally-friendly manner, and remediation of any damage to the environment. • For large spills, the Site Owner's Licensed Site Professional (LSP) shall be notified and the MassDEP Hazardous Waste Incident Response Group shall be notified at (888) 304- 1133. Stormwater Operations and Maintenance Plan Stevens-Coolidge Place The Trustees of Reservations April, 2021 North Andover,Massachusetts Page 3 • In the event of a spill, care shall be taken to protect all catch basins, area drains, and water quality inlets fiorn receiving hazardous material. 3.5 MAINTENANCE OF LAWNS,GARDENS,AND OTHER LANDSCAPED AREAS Lawns, gardens, and other landscaped areas shall be maintained regularly by the Site Owner. Vegetated and landscaped BMPs will be maintained as outlines in Section 4.0. • Leaf litter shall be removed from the site in the fall and spring each year, at a minimum. • Special care should be taken to ensure that all vegetation is maintained in accordance with the design specifications for each BMP structure. • Where possible, use native and draught-resistant vegetation. Vegetation should be irrigated regularly during the establishment phase and if necessary, during excessively dry periods for long-term maintenance, • Weedy and dead vegetation should be removed regularly to prevent clogging of BMP structures and to encourage the growth of desired vegetation. 3.6 STORAGE AND USE Or FERTILIZERS,HE'RBICIDES,AND PESTICIDES Fertilizers that contain phosphorus shall not be used on-Site. No pesticides are to the used unless a single spot treatment is required for specific control application, All fertilizers, herbicides, and pesticides shall be stored in accordance with local, state, and federal regulations. 3.7 PET WASTE MANAGEMENT Pets are anticipated to be on-Site. Pet owners shall be required to pick up after their animals and dispose of waste in the trash. 3.8 ,SNOW AND DEICING CHEMICAL MANAGEMENT Snow removal and use of deicing chemicals shall comply with the following requirements: • Plowed snow shall be placed in the areas outside of the wetland boundaries and the Stormwater BMPs. The following maintenance measures shall be undertaken at all snow disposal sites: o Debris shall be cleared from an area prior to using it for snow disposal o Debris and accumulated sediments shall be cleared from the site and properly disposed of at the end of the snow season and no later than May 15"', Stormwate►•Operations and Maintenance Plan Stevens-Coolidge Place The Trustees of Reservations April, 2021 North Andover,Massachusetts Page 4 1 i • In accordance with the Massachusetts General Laws, Chapter 85, Section 7A, de-icing chemicals will he stored in an indoor location. Deicing chemicals shall be stored in accordance with Massachusetts General Law. • Sand piles shall be contained and stabilized to prevent the discharge of sand to wetlands or water bodies, and, where feasible, covered. Sand piles shall not be placed in close vicinity to the wetland boundaries or the Stormwater BMPs. • The application of de-icing chemicals on the proposed parking areas and driveway shall at no time exceed state or local requirements. • Limits of gravel drives and parking areas shall be identified to ensure snow plowing is contained within paved areas of the Site within wetland resource areas (including buffer zone to Bordering Vegetated Wetland, at a minimum. • Snow plow operations shall ensure that snow is not dumped or pushed beyond the limits of pavement towards wetland resource areas. 3.9 NUTRIENT MANAGE mr,,NT PLAN A nutrient management plan is required if a Total Maximum Daily Load (TMDL) has been developed that indicates that use of fertilizers containing nutrients or other specific pollutants must be reduced. The proposed project is not Iocated within an area which has a final TMDL issued for pathogens and nutrients. The larvicides shall be applied in compliance with the pesticide instructions during or immediately after wet weather,unless the product can withstand extended dry periods, To reduce the possibility of mosquitoes laying eggs in standing water, all manholes covers and inspection ports shall be secured close. 4.2.2 DETENTION BASIN At a minimum the detention basin shall be inspected after every major storm event (f- inch of rain or greater) for the first six (6)months, their in the spring and fall of every year, thereafter. Clean and mow as required. Based on inspection, other necessary corrective measures shall be taken immediately. Sediment and debris should be removed manually when detention basin is thoroughly dry, a minimum of once per year or when the sediment level reaches a depth of 3". At a minimum, inspect and clean pretreatment devices associated with the detention basin at least twice a year. Storm ivater Operations and Maintenance Plan Stevens-Coolidge Place The Trustees of Reservalions April, 2021 North Andover,Massachusetts Page 6 j • Check for signs of differential settlement, cracking, erosion, leakage in embankments, tree growth in embankments, condition of riprap, sediment accumulation and the health of the turf and inspect outlet structures for any evidence of clogging. 4.2.3 STORh16YATER OUMLMILEYEL SPREADERS Stormwater outfalls shall be inspected at least once per year and after any major storm event(rainfall greater than 2.5 inches in 24 hours). Inspection is necessary to ensure that the stability of the outlet area is maintained and cleared of debris such as trash, organic matter, and sediment. If downstream channel scour is observed, repairs shall be made immediately. 4,2.4 DRAjNAGE CHANNELS Drainage channels shall be inspected after every major storm event(I-inchof rain or greater) for the first few months after construction to make sure that there is no Tilling or gullying and that vegetation on the channels is adequate, then twice a year, thereafter. Repairs and reseeding should be done as necessary. • Drainage channels shall be mowed as necessary. o Grass clippings and accumulated organic matter should be removed to a non-sensitive area. • Sediment and debris accumulation in the channels shall be removed manually at least once a year. 4.2.S SLDIME'NT FOREBAY The forebays shall be inspected after every major storm event(I-inchof rain or greater) for the first six(6) months, then monthly thereafter. • Sediment and debris should be removed a minimum of twice (2) tinges per year, starting in the spring and late fall season. Sediment forebay should also be cleaned when sediment depth is between 1 to 2 feet. • Inspections should identify areas of rilling and gullying or other areas which need to be reestablished. Repairs and reseeding should be done as necessary. • Collected sediment and debris will be properly disposed of per local, state and federal requirements. Any sediment and debris removed from the sediment forebay deerned to be contaminated must be evaluated in accordance with the Hazardous Waste Regulations, 310 CMR 30,000, and handled as hazardous Stormjvater•Oper-atiotrs arld Mairitetiarice Plan Stevens-Coolidge Place The Trustees of Reservations April, 2021 North Andover,Massachusetts Page 7 waste. 4.2.6 STONE DIAPHRAGMS The stone diaphragms shall be inspected after every major storm event(1-inch of rain or greater). • Maintain and repair as needed. 4.3 ESTIMATED OPERATION AND MAINTENANCE BUDGET In compliance with the MassDEP Stormwater Management Policy, an estimated operation and maintenance budget was prepared to approximate the annual cost for inspections and maintenance. The annual cost was estimated for each proposed BMP based on the requirements noted in Section 4.2. • Detention Basin wl sediment forebay- $750 • Other Components $500 4.4 PUBLIC SAFETY FEATURES No proposed fuel containment areas are included in the project development. In the event that a containment area is necessary, a Stormwater management system will be designed to provide containment in the event of a leak or spill. The design will include an impervious berm to prevent seepage of contaminants and a closed drainage system requiring an employee to assess the area prior to allowing the Stormwater to discharge. 5.0 EMERGENCY CONTACTS In the event of an emergency, development of hazardous site conditions, or significant changes in the work plan, communications will be established.
