Monica,
I have reviewed the attached plan.
We will forward to MADOT and bring it to their attention.
The culverts are the responsibility of MADOT. When we met with them last month, they stated that they would look into
possibly cleaning the existing culverts.
In regards to the existing conditions at the Trustees properties and the abutters' properties, our Client is charged with
reviewing existing and post development conditions and develop a stormwater management system such that we meet
the MADEP:
Standard 2. Stormwater management systems shall be designed so that the post-development peak discharge
rates do not exceed pre-development peak discharge rates.
We have exceeded this standard and based on the drainage calculations, the post-development discharges rates and
volumes were actually reduced in the northern portion of the site.

Town Engineer,John Borgesi proposed on December 17 that a condition be included in the drafted
Order of Conditions requiring: "the Trustees clean out this existing swale along the length of the
property line and make any repairs necessary...to confirm the swale is functioning properly."
Trustees staff has walked the Swale and we believe that adjustments can be made to the existing swale,
running west parallel to the boundary line, in order to direct water away from abutters and towards the
existing culvert.The Trustees will maintain the long-term functionality of this swale through clearing of
leaves, debris and large woody plant material.

As we discussed last week on-site, after reaching out to the conservation commission they had concerns about
constructing a swale within the no-disturb area and also indicated that based on the drainage calculations the peak flow
and volumes were actually reduced in the northern portion of the site therefore there was no need for this type of best
management practice.
That said I do recommend a condition be included requiring that the applicant work with the MassDOT on having the
existing culvert pipe, inlet, and outlet, that crosses Chickering Road/Rte.125, cleaned out and confirmed it is operational
and written confirmation be provided to the Town indicating that the work has been completed.

As we discussed on-site yesterday during our site visit at the Trustees property, based on the proposed drainage design it
appears that the infiltration basin outlet is currently as designed outletting towards the northern portion of the property
towards the backside of the Old Village Lane properties. The design engineer indicated that any discharge would be
directed towards an existing culvert that crosses under Route 125 towards the west. The design engineer also indicated
via email that this culvert pipe has collapsed. Upon inspection the culvert pipe appears to be a clay pipe that a piece was
broken off but does not appear to have collapsed and looks to just need to be cleaned out and likely would function.
Upon walking this area the existing clay culvert appears to be located approximately 240 feet away from the
proposed discharge area behind an existing stone wall and there is no defined swale to direct any discharge towards the
clay culvert inlet. If this proposed design is approved, my recommendation is that a more defined swale I'deep be
graded from the discharge pipe directly towards the inlet of the clay pipe. This will require the removal of a portion of the
existing stone wall to direct any discharge directly to the culvert. Furthermore, this culvert inlet will also need to be
cleaned out and the culvert itself inspected for functionality as part of the proposed work.
Alternatively upon further review of the proposed roadway and southerly portion of the site, there is a second
(approximately 4'x 4') box culvert located approximately 130 feet from the proposed infiltration basin. It appears that the
infiltration basin outlet control structure could be relocated to the southerly side of the basin (opposite from the Old Village
Lane properties) and the outlet pipes be installed under the proposed access drive and outlet towards the box culvert
inlet. This option seems to be easier to construct and requires less clearing than the first option of discharging towards
the north and having to install a swale up to the northerly culvert.

Hours of operation
Surfacing, drainage, and curbing. Parking areas shall be graded, surfaced with asphalt,
concrete, or other suitable nonerosive material, and drained in a manner deemed adequate
by the Planning Board to prevent nuisance of erosion or excessive water flow across public
ways or abutting properties, and natural drainage courses shall be utilized insofar as
possible. Curbing, with the addition of guardrails wherever deemed necessary by the
Planning Board, shall be placed at the edges of surfaced areas, except driveways, in order
to protect landscaped areas and to prevent the parking of vehicles within required setback
areas. Entrance and exit driveways shall be clearly defined by curb cuts, signs, and striping.
All curbing installed within the public way of such driveways shall be of granite. Design
standards and specifications for parking surfacing, drainage and curbing shall be those set
forth in the Rules and Regulations Governing the Subdivision of Land in the Town of North
.Andover, as amended, unless waived or modified by the Planning Board in accordance
with § 195-8.7,

Planning has received Application for a Site Plan Review Special Permit under sections 195-8.11.A(3)and 10.7 of the
North Andover Zoning Bylaw. The Applicant seeks requests a Special Permit to allow for the ropurposing of an existing
24'X60' shed to become a Visitor Center, parking for 60 cars and associated landscaping. The property is located in the

The FD has reviewed the submission and offers comments below. Note that I had an email exchange with Elizabeth
Keary Soule regarding this project over the course of a couple weeks in early August. The questions/comments below are
from myself[the wording may not coincide with the two does that are attached to your original email from yesterday] and
are cut and pasted from those emails.While some of the issues seemed to be resolved through that exchange process,
questions still remain which I'd like to see addressed formally by a registered designed profession and on letterhead or a
stamped plan[s] before this project is approved.
• I see the note about the'Minimum Turning Radius for Fire Truck Pumper' however I can't ascertain from the plan
whether or not the template I attached to my earlier email was employed. One reason for me questioning is that
the drawing shows a section of the fire access road as being '38' MIN (length of one fire truck)'.We use our Ladder
truck for the template as it is our largest piece of apparatus and is 40'2.25" long,so the distance stated doesn't
accurately reflect our largest vehicle. Can you confirm that our template was run on the paved section of the plan?
• Will the surface be capable of supporting an imposed load from fire apparatus of up to 75,000 lbs?
• Could you advise as to the dimensions of the proposed reinforced turf lane, in terms of length, width and overall
square footage? While the drawing shows the width and square footage of the proposed lane, it doesn't provide
the length.With regard to the width shown on the plan (12'), per 527 CMR 18.2.3.4.1.1 Fire department access
roads shall have an unobstructed width of not less than 20 feet(6.1 m). Additionally, knowing the length of the
proposed access road is critical as per 527 CMR 18.2.3.4.4 Dead Ends. Dead-end fire department access roads in
excess of 150 ft(46 m)in length shall be provided with approved provisions for fire apparatus to turn around.
Using simple math and not considering the larger area adjacent to the welcome center, 3415/12=284.58 ft.
Please advise of the length so we can determine if a'turnaround'will need to be added.
• Will you provide us with stamped drawings and documentation of the surface design by a registered design
professional?
• How will the fire lane be marked so it is evident to our members where apparatus can and cannot travel? Signage
indicating where the fire access road begins would be required but I'd also like to see the lane defined for its entire
length/width etc so it is obvious to our personnel where our apparatus can safely go. Bearing in mind the intended
use of the location, I'd be open to considering some type of natural indicator, say planters or shrubs etc, that when
maintained properly will define the lane and be visible to us while keeping it functional and accessible.Additionally,
how will the road be maintained during the winter months, in particular after snow?Will plowing it damage the
surface and eliminate it rating?
• if approved, the surface will need to be maintained in proper working order while used as a required fire lane.

The Applicant will have to obtain water&sewer connection permits from DPW and pay the fees at building permit
application time.
Sewer mitigation fees also apply.
A street opening permit will also be necessary to allow for excavation work in Wood Lane.
