(HW) is pleased to provide the North Andover Planning Board with this letter report summarizing our second review of the Site Plan and Drainage Report for the proposed drive and parking lot at Chickering Road, Route 125, North Andover, Massachusetts. The plans were prepared for The Trustees of Reservations (Applicant) by Hancock Associates. We understand that the project involves a new visitor gravel access drive and a 60-car gravel parking area, as well as the refurbishing of a 1,450 square foot (sf) building, with associated walking path, landscaped areas, utilities, and an infiltration basin and a grass swale for stormwater management. In accordance with Section 8.3 of the zoning Bylaw the proposed project requires approval under Site Plan Review which requires a Stormwater Management Plan. The Stormwater Management Plan shall be designed to fully comply with the criteria of the MSH as well as additional criteria presented in the North Andover Stormwater Regulations, These regulations will govern where applicable. The comments below correlate with the MSH standards and where the more stringent Town requirements are applicable additional comments are noted. The following comments correlate to the initial peer review dated September 17, 2019. Follow up comments are provided in bold font. 1. Standard 9 states that no new stormwater conveyances may cause erosion in wetlands of the Commonwealth. a. The majority of the Project site currently sheet flows from south to north, toward an existing wetland next to Chickering Road labeled as Discharge Point 1 (DP1). HW recommends that the boundary delineation be verified, specifically in the vicinity of the proposed Welcome Center, the watershed areas EX1 and PR1 may need to be further subdivided to verify that the proposed improvements including the Welcome Center and the area to the east of the Welcome Center do not increase the stormwater runoff to the north of the limit of work. The Applicant has reviewed its watershed delineation and is comfortable with the catchment areas. HW accepts the delineation provided. b. The Applicant is intending to maintain DP1 at the northern corner of the site. Best management practices and two infiltration basins are proposed to provide treatment before discharging and are connected by a grass swale. HW recommends that the Applicant evaluate installing riprap at the outlet to the proposed swale to minimize erosion along the edge of the overflow parking area. The Applicant has provided riprap as recommended. No further comment is needed. HW recommends that the Applicant provide riprap sizing calculations for the outlet from Infiltration Basin #2 prior to discharging towards the existing wetland resource area. The Applicant has provided the requested sizing calculations in the Stormwater Report. No further comment is needed. d. The narrative provided in the Stormwater Report states under Standard 1, that the stormwater system will provide water quality treatment via rain gardens. HW recommends that the Applicant adjust the narrative to be consistent with the proposed design utilizing infiltration basins to manage and treat the stormwater runoff. The Applicant has revised the narrative as recommended. No further comment is needed. 2. Standard 2 requires that post-development runoff does not exceed pre-development runoff off site, for a redevelopment project per MassDEP this standard must be met to the maximum extent practicable. The Applicant has increased impervious area on the site and provided two infiltration basins to prevent post-development runoff from exceeding pre-development runoff, however, HW has the following recommendations regarding the HydroCAD model: a. In accordance with Section 7.2 B. b)of the Stormwater Regulations the Applicant has provided analysis for the 2-, 10-, 25-, and 100-year storm events. HW recommends the Applicant utilize the 24-hour storm event provided in the North Andover Stormwater Management and Erosion Control Regulations for the 100-year storm event as well as use a Type III rainfall. The Applicant has adjusted the HydroCAD model as requested. No further comment is needed. b. The Applicant has noted in the Stormwater narrative under Standard 2 and Standard 3 that the soil logs indicate that the site consists of hydrologic soil group (HSG) C soils and therefore chose an exfiltration rate of 1.02 inches per hour (!ph) as indicated on the Rawls Rate Table. However, in accordance with the Rawls Rate Table found in the MSH Volume 3, Chapter 1, page 22, HSG C soils have an exfiltration rate of 0.17 or 0.27 iph. HW recommends that the Applicant clarify its choice of exfiltration rate and adjust the model as needed. The Applicant has clarified its use of 1.02 !ph for the exfiltration rate. No further comment is needed. c. In accordance with Section 7.2 B. b) of the Stormwater Regulations the Applicant is required to provide the analyses for the 1/ inch storm. HW recommends that the Applicant provide these additional calculations and verify that the proposed design attenuates the inch storm event. The Applicant has provided calculations documenting that the of precipitation times the impervious (gravel) area will be attenuated in the grass swale. No further comment is needed. HW recommends that the Applicant provide the flow paths for the Times of Concentration (Tc) on the drainage maps. The Applicant provided HW with revised HydroCAD modeling calculations on November 4, 2019. The Tc values presented appear reasonable. No further comment is needed. e. The proposed Site Plan indicates invert elevations, and pipe lengths that are inconsistent with the pipe elevations and lengths in the Stormwater Report. Furthermore, the Detail Sheet labels the stormwater basins as detention basins while the Site Plans and HydroCAD model label them as infiltration basins. HW recommends that all elevations and labels between the drawings and the report 1 calculations be reviewed and adjusted as needed for consistency. The Applicant has adjusted the elevations and pipe lengths on the drawings and in the HydroCAD model for consistency. No further comment is needed. f. The outlet control devices for Infiltration Basin #1 and #2 are not consistent between the plans and the HydroCAD model. HW recommends that the Applicant review and revise for consistency. The Applicant has adjusted the outlet control device labeling for the forebay and the infiltration basin for consistency between the drawings and the HydroCAD model. No further comment is needed. g. The Applicant has provided Site Plans and Layout and Material Plans that are not consistent. HW recommends revising the plan set for consistency and to avoid any confusion on the types of stormwater practices being proposed. For example, the proposed plan indicates that a grass treatment swale is located to the north of the parking lot on Sheet 4. On Sheet 6 this is referred to as a 9-inch deep rain garden. Additionally, the dimensions between the grass drainage swale detail on Sheet 5 and the drainage swale detail on Sheet 7 are inconsistent. The 6-foot width indicated on the detail on Sheet 7, is not enough room for a 2-foot depth at a 3:1 slope. HW recommends revising the details and having consistent information throughout the plans. The Applicant has adjusted the plan details for consistency. No further comment is needed. h. The Site Plans indicate an emergency overflow in the details for Berm at Detention Pond #1 and#2 on Sheet 5. HW recommends that more information be provided about these overflow structures pertaining to size and location. The Applicant has clarified the emergency overflow. Per the HydroCAD model the emergency overflow is not expected to discharge for any of the storm events modeled. No further comment is needed. i. The Site Plans indicate that (2) 12" pipes will extend under the temporary grass overflow entrance. Contours on the plan indicate that the top of this pipe will be exposed for approximately 20 feet. Additionally, the pipe trench detail on Sheet 5 indicates a deeper minimum pipe cover. HW recommends revising the layout and grading to ensure that the pipes have adequate coverage. No further comment is needed. 3. Standard 3 requires that the annual recharge from post-development shall approximate annual recharge from pre-development conditions. a. In accordance with MassDEP `there must be at least a two-foot separation between the bottom of the infiltration structure and the seasonal high groundwater table (ESHGW).' In the stormwater report provided, the test pit performed for Infiltration Basin #1, is noted as being at elevation 209, which is only one foot below the bottom of the basin at 210 and is not consistent with Appendix V. Soil Logs. Additionally, the Stormwater narrative indicates that all test pits for Infiltration Basin 2 have an ESHGW at elevation 204, which is not consistent with Appendix V. Soil Logs. HW recommends that the Applicant verify the test pit information, narrative, and site plans are consistent and that a minimum of two feet of separation above the ESHGW table is provided. The Applicant has revised the bottom of the basin to maintain the required two feet of separation. No further comment is needed. b. As noted above HW recommends that the Applicant revise the calculations to utilize the exfiltration rate for HSG C as listed in the Rawls Rate table. The Applicant has adequately clarified the exfiltration rate utilized. No further comment is needed. 4. Standard 4 requires that the stormwater system be designed to remove 80% Total Suspended Solids (TSS) and to treat 0.5-inch of volume from the impervious area for water quality. a. The Applicant has indicated in the Stormwater Report that a grass swale will be utilized as the first portion of the treatment train and has utilized a 70% TSS removal for the swale. According to MSH Volume 2, Chapter 2, page 73 the TSS removal for Grassed Channel should be 50% with adequate pretreatment. HW recommends that the treatment chain be revised or terminology coincide with the swale being used for treatment. The Applicant has adjusted the TSS removal rates as requested. No further comment is needed. b. In accordance with Section 7.2 D. b) and c) of the Stormwater Regulations the Applicant should provide the water quality volume for the '/Z inch storm, HW recommends that the Applicant provided the required calculations in accordance with the MSH Volume 3, Chapter 1, page 32. The Applicant has provided the required WQV calculation. No further comment is needed. c. It appears that the Applicant has not provided sizing calculations for the grass treatment swale. No further comment is needed. 5. Standard 5 is related to projects with a Land Use of Higher Potential Pollutant Loads (LUHPPL). a. A small parking area is not considered a LUHPPL, therefore Standard 5 is not applicable to this project. No further comment is needed. 6. Standard 6 is related to projects with stormwater discharging into a critical area, a Zone 11 or an Interim Wellhead Protection Area of a public water supply. a. The site does not appear to discharge to a critical area therefore, Standard 6 is not applicable to this project. No further comment is needed. 7. Standard 7 is related to projects considered Redevelopment. a. The proposed project increases impervious area therefore is considered a new development and Standard 7 is not applicable. No further comment is needed. 8. Standard 8 requires a plan to control construction related impacts including erosion, sedimentation or other pollutant sources. a. The Applicant has included Erosion and Sediment Control Notes in the stormwater report. HW recommends that the erosion and sediment control notes be included on the site plans for use by the contractor. The Applicant has added the erosion control notes to the site plan as recommended. No further comment is needed. b. In accordance with Section 8.0 of the Stormwater Regulations, if a SWPPP is required per the NPDES General Permit the Applicant is required to submit a complete copy of the SWPPP as part of its application. HW recommends that the Applicant provided the SWPPP to the Town for review and verify that the Erosion and Sediment Control Criteria listed under Section 8.2 of the Stormwater Regulations is clearly referenced. The Applicant is prepared to provide the SWPPP 14 days prior to land disturbance. The Planning Board and/or the Conservation Commission may choose to make this a condition of approval. c. In accordance with 8.2 a) of the Stormwater Regulations the Applicant should minimize the total area of disturbance and minimize unnecessary clearing and grading from all construction sites. HW recommends that the Applicant provide a clear limit of disturbance on the Site Plans. The Applicant has clarified the limit of disturbance and acknowledge that approximately 10 trees at the entrance will need to be removed. No further comment is needed. In accordance with Section 8.2 j) BMPs to be used for infiltration after construction shall not be used as BMPs during construction. The Stormwater Report indicates that the infiltration basins will only be monitored and cleared after construction practices are complete. HW recommends that further protections be taken during the construction period. The Applicant has provided additional procedures for the contractor to follow regarding the stormwater basin. No further comment is needed. e. HW recommends the silt sock erosion control layout be adjusted near the Chickering Road entrance to ensure it surrounds all disturbed areas. Additionally, HW recommends that the Applicant verify that no low points are created that allow stormwater to overtop into the wetlands. The Applicant has extended the erosion control barrier and addressed the concern of potential runoff into the wetlands. No further comment is needed. f. HW recommends that the Applicant indicate that the siltation barrier will be staked into the ground on the detail provided, The straw wattle installation detail provided on Sheet 5 includes stakes. No further comment is needed. 9, Standard 9 requires a Long-Term Operation and Maintenance (O & M) Plan to be provided. a. In accordance with Section 9.1 a) the O&M Plan shall be a stand-alone document. HW recommends that the O&M plan in the Stormwater Report be provided as its own document and include the signatures of the property owners, as well as, names and addresses of persons responsible for operations and maintenance. The Applicant has provided a stand-alone O&M Plan. The Planning Board and/or Conservation Commission may choose to require the property owner to sign the O&M Plan prior to land disturbance. b. HW recommends that the Applicant include a simple sketch that illustrates all stormwater practices that require maintenance to be utilized by the property owner. The Applicant has provided the simple sketch as recommended. No further comment is needed. c. The Stone Diaphragm is currently not included in the O&M Plan. HW recommends that the Applicant provide additional information related to the operations and maintenance of the stone diaphragm, as well as distinguish between maintenance of the planted rain garden I treatment swale and the grass swale. The Applicant has provided additional guidance regarding the stormwater practices proposed for the project site. No further comment is needed. 10. Standard 90 requires an Illicit Discharge Compliance Statement to be provided a. The Applicant has included an illicit discharge statement that has a location to be signed by the property owner. HW recommends that the statement be signed by the property owner prior to land disturbance. Miscellaneous Comments Regarding the Site Layout a. The proposed plans have conflicting information about the extent of the overflow parking, with the area on Sheet 3 different from the area on Sheet 6. The overflow parking indicated on Sheet 6 appears to overlap with Infiltration Basin #2. HW recommends having consistent information throughout the sheets. The Applicant has revised the documents for consistency. No further comment is needed. b. The Applicant is proposing to save some of the existing site trees. HW recommends utilizing tree protection fencing to ensure construction does not extend too close to the roots or canopy of these trees. The Applicant has provided a tree protection detail on Sheet 5. No further comment is needed. Conclusions HW is satisfied that the Applicant has adequately responded to and addressed our initial comments regarding the proposed stormwater management. The Applicant is advised that provision of these comments does not relieve him/her of the responsibility to comply with all Town of North Andover Codes and By-Laws, Commonwealth of Massachusetts laws, and federal regulations as applicable to this project. The design point that was analyzed by the Applicant is this wetland. In my opinion the proposed design will not create additional flooding issues along Chickering Road or to the neighbors north of the infiltration basin. I agree with John Borgesi that requesting the Applicant to work with MassDOT to clean the culvert would be beneficial to the Applicant as well as the neighbors. If the culvert is clogged the existing wetland may begin to increase in size on the Trustees property as well as the adjacent abutters. Hancock Associates and the Trustees look forward to continuing working with the Planning Board and peer reviewers to confirm that the designed system meets all required regulations. Visitor Center Location The locations of the proposed 60 car parking lot and Visitor Center have evolved over time in response to both site conditions as well as feedback received from our Wood Lane nelghbors. The initial Vision Plan(page 4), drawn in August 2017 by Gary Smith Design, located the parking lot in the Ox Pasture,This location was determined to be unsuitable due to access issues as well as the condition of the pasture as a wet meadow, This plan also illustrates the initial proposal to repurpose an existing building, 5 Wood Lane, as a Visitor Center, An in-progress master plan (page 5), by Mikyoung Kim Design in April 2019,shows the parking located In Downing Field.This location was determined unsuitable due to concerns we heard from Wood Lane neighbors of the proximity of the lot to their homes,We understood that this location would mean a loss by these neighbors of the visual of the meadow behind their houses.This drawing also Illustrates the separation of the Visitor Center(repurposed tractor shed)from 5 Wood Lane, which was determined to be not suitable for public orientation and workshop programs. Maintaining Helen's Meadow as a large, open,ecologically significant field speaks to the history of the site as a gentleman's farm and is an opportunity to educate our visitors on the value and beauty of pollinators to our larger community. The location of the Visitor Center is also tied to the parking lot and to 5 Wood Lane through regulatory distance limitations and utility connections.The Visitor Center must be within 200'of the ADA parking to meet accessibility requirements.To avoid an expensive addition to 5 Wood Lane, the current design proposes that the accessible restrooms in the Visitor Center support the users of 5 Wood Lane, limiting the distance between the two structures. Finally, the Visitor Center must be in proximity to both 5 Wood Lane and Wood Lane itself due to the need to tie into existing utilities.The center ties into existing sewer and power lines that end at the terminus of Wood Lane.A water line will run from 5 Wood Lane. Given the constraints of overall flow and sequencing, existing site conditions, regulations,and utilities, the'Trustees believes the current proposal is the preferred design. However, in accordance with the Rawls Rate Table found in the NISH Volume 3, Chapter 1, page 22, HSG C soils have an exfiltration rate of 0.17 or 0.27 iph. The 6-foot width indicated on the detail on Sheet 7, is not enough room for a 2-foot depth at a 3:1 slope. In the stormwater report provided, the test pit performed for Infiltration Basin O, is noted as being at elevation 209, which is only one foot below the bottom of the basin at 210 and is not consistent with Appendix V. Soil Logs, HW recommends that the Applicant verify the test pit information, narrative, and site plans are consistent and that a minimum of two feet of separation above the ESHGW table is provided. Response: Site plans have been revised to provide a minimum of two feet of separation above the ESHGW.Test Pit#3 located at the uphill extent of Proposed Infiltration Basin has ESGW a 205.The bottom of the basin has been revised to reflect the gradient nature of the ESHW providing the required 2' separation. b. As noted above HW recommends that the Applicant revise the calculations to utilize the exfltration rate for HSG C as listed in the Rawls Rate table, Response: The test pit soils encountered are not indicative of HSG C soils. Sanely Loam soils were encountered and therefore we designed based on a Rawl's Rate of 1.02 inches per hour, 4) Standard 4 requires that the stormwater system be designed to remove 80%Total Suspended Solids (TSS) and to treat 0.5-inch of volume from the impervious area for water quality, a. The Applicant has indicated in the Stormwater Report that a grass swale will be utilized as the first portion of the treatment train and has utilized a 70%TSS removal for the swale. According to MSH Volume 2, Chapter 2, page 73 the TSS removal for Grassed Channel should be 50% with adequate pretreatment.
