North Andover Historical Commission December 4, 2024 meeting
Present: Ron Rudis (chair), Jay Dowd, Jim Wefer, Stan Limpert, Kathy Szyska, Anne Ericson. Stan Limpert
exited the meeting at 6:00 pm.
1. Meeting called to order at 5:02 pm.
2. There were no public comments or correspondence
3. Peter Benton from Heritage Strategies met with the Commission to discuss the Historic Preservation
Master Plan draft recommendations and to answer questions from the Commission. The following
points were discussed:
a. Concern that the scope of the recommendations exceeds the capacity and expertise of the
current Commission.
b. Should a separate town commission be created to serve as an advisory body tasked to work
closely with Town Officials, the Planning Board and the Select Board to prioritize Historic
Preservation Master Plan recommendations for implementation and funding (similar to the
Master Plan Implementation Committee).
c. Can the Historical Commission be expanded beyond 7 members – Peter indicated that state
law limited the size of the board to between 3 – 7 members.
4. Letter of Intent applications to the CPC for Historic Preservation Plan implementation and Old Burial
Ground tree removal were discussed and approved.
5. Dowd made a motion, seconded by Ericson to approve a letter to the town recommending the
removal of trees at the Old Burial Ground. Approved 5-0.
6. A letter to the owner of 48 Water Street expressing appreciation for the exterior restoration work
that was recently completed was approved.
7. The Commission will request an update from the town on the status of the Schofield Mill.
8. Szyska made a motion, seconded by Dowd to approve the November 6, 2024 meeting minutes.
Approved 5-0.
