HomeMy WebLinkAbout2024-12-12 Community Preservation Committee Minutes Community Preservation Committee Minutes of December 12, 2024 Present: John Mabon, John Simons, Rick Green, Adam Bagni, Tim Tschirhart, Ron Rudis. Absent: Tracy Watson, William Callahan, Terrance Holland. Staff: Zach Melcher Adam Bagni called the meeting to order at 7:00 pm. Notice of Project Intent applications Cochichewick Lodge - Sean Smith of the Cochichewick Lodge gave a brief history of the Lodge and how they work with many charitable organizations and the Town of North Andover. They will be submitting an application to re-shingle the main roof of the building. A. Bagni asked about public access to the lodge. Mr. Smith listed various organizations that currently meet there regularly free of charge. The building is on the State Registry. The total application will be for between $12,000 to $18,000. R. Rudis questioned board members if a preservation restriction would be required. Yes. Historical Commission — Old Burying Ground - R. Rudis spoke about the need for tree removal at the Old Burying Ground. The Historical Commission will be submitting an application for removal of 10 healthy trees totaling approximately $25,000. Master Plan Implementation — R. Rudis spoke about the Historical Master Plan. The three components of the application are drafting design guidelines, historical education materials, and MACRIS registration. He is not sure the first two would qualify for CPA funding. T. Tschirhart questioned if something like this was covered previously. This is to get properties on the State Registry. Historic Barn Letter—Z. Melcher spoke about a letter submitted by John Smolak regarding Potential Historic Preservation Projects. NA Housing Authority seat—The Housing Authority meets next week, R. Rudis anticipates the Housing Authority will appoint him to be a representative of the Housing Authority for the CPC and will therefore resign his at-large position. He also believes the Select Board recently interviewed a potential new member for the CPC. CPA Plan —Z. Melcher believes he can work on a comprehensive plan. He will ask for input from the Board as he works on the plan. Financial Reports— Not much has changed on financials. T. Tschirhart asked that the 1836 Meeting House project be moved from Community Housing to Historical Restoration. Zach spoke with the Accounting Office and they are working to correct it. J. Simons questioned older projects, using Rolling Ridge as an example. Members would like to clean up or close older projects. J. Simons stated that If parking at Rolling Ridge is complete, the project should be closed out. We should reach out for status update. Z. Melcher will work on it. Meeting Minutes— MOTION made by Adam Bagni to approve November 14, 2024 meeting minutes, seconded by R. Green. J. Mabon-yes, J. Simon-yes, R. Green-yes, Adam Bagni,T.Tschirhart and R. Rudis-yes. 6-0 vote. MOTION - Adam Bagni made a motion to adjourn, seconded by R. Green. All in favor, vote 6-0.
