Goldnnan Chairman:The Planning Board meeting for January 7,2025,was called to order at 7 p.m. 6 7 BOND RELEASE 8 115 Winter Street,Adrianne& Adam Ramos: Request for release of a$4,000 performance bond associated with a 9 Watershed Special Permit,which allowed for the construction of a 18'x 38' in-ground swimming pool within the 150' Non- 10 Disturbance Zone and 400'Non-Discharge Zone of the Watershed Protection District, 11 J. Enright: Construction for the pool&patio is complete;the site is stabilized. Tine required engineer certification letter and 12 as-built plan are in your packets. 13 MOTION: S. Kevlahan made a motion to release the bond fiords in the amount of$4K,plus interest,for 115 Winter Street, 14 Watershed Special Permit. P.Boynton seconded the motion. Tine vote was 5-0,unanimous in favor. 15 16 POTENTIAL MAY 13 2025 ANNUAL TOWN MEETING ZONING BYLAW AMENDMENTS: 17 Family Smite draft bylaw amendment—Article 4 Buildings&Uses Permitted and Article 2 Definitions 18 J. Enright:At the Board's recommendation,a date of July 1,2028 to sunset the existing bylaw and definition of Family Suite 19 in Residential 1,2,3 &4 Districts has been included in the draft bylaw amendment. 20 E.Goldberg: Explained the public hearing process,which will begin 2/4/25.Edits may be made to the proposed bylaw 21 amendments up until the warrant prints;prefers proposed edits be received as soon as possible so they can be discussed.Tine 22 public hearing will be noticed in the newspaper twice, it will note a summary of the particular bylaw being amended;the 23 public notice starts the clock for our public hearings which will be held during February,March and April continuing until 24 Town Meeting 5/13/25, Comments may be emailed or in person;draft bylaws are attached to the agenda. 25 Historic Barn Overlay District draft bylaw amendment 26 J,Enright:Amendment to include the boundary map as stated in the bylaw yet not attached to last year's warrant,No 27 comments received. There are also housekeeping amendments to the"information required"section of the bylaw. 28 Limited Site Plan Review draft bylaw 29 J. Enright: Includes new edits based oar state guidance and the Board's desire to require limited site plan review for proposed 30 ADUs on lots that contain two-family or multi-family dwellings. 31 Floodplain District draft bylaw amendment 32 J. Enright: Waiting on guidance regarding the map date. Board seeks clarification on who is required to submit information 33 and the stated six-month requirement. 34 Accessory Dwelling Units draft bylaw and update to Ch. 195 Attachment 2 Table I Dimensional Requirements 35 J. Enright: Reviewed recent incorporated edits to address the 2-family and multi-family concern. It is anticipated that utilities 36 guidance will be forthcoming in the final Regulations. 37 38 MEETING MINUTES:Approval of December 17,2024 meeting minutes. 39 MOTION:P. Boynton made a motion to accept the minutes for December 17,2024.J. Shnnons seconded the motion.Tine 40 vote was 5-0,unanimous in favor. 41 42 MEETING ADJOURNMENT: 43 MOTION: P. Boynton made a motion to adjourn the meeting.The motion was seconded by S. Kevlahan. The vote was 5-0, 44 unanimous in favor.
