HomeMy WebLinkAbout1990-03-14 Conservation Commission Minutes NACC Meeting cf March 14 1990 Present Paul Tariot George Reich Carl Schoene Robert Mansour Aliscn Brewster Richard Doucette Adman MINUTES Minutes of February 28 1990 were approved HAWKINS LANE (#242-388) LIFTING OF ENFORCEMENT ORDER Enforcement Order can only be lifted once 1 a new construction sequence has been submitted 2 the elevation of the replication area is determined and the applicant agrees to replant the wetland replacement area has been determined The culvert size has never been fully resolved Mr McDonough will shoot the elevations, prepare a new construction sequence and be back before the NACC LOT 7 TUCKER FARM (#242-293) REQUEST FOR CERTIFICATE OF COMPLIANCE George Reich motioned to issue a Certificate of Compliance on Lot 7 Tucker Farm Road A Brewster seconded motion carried • LOT 2 LIBERTY STREET (#242-342) REQUEST FOR EX^ENSION The NACC will not address the extension request again until a new bond is posted The applicant does not have the funds to post the bond The Administrator will contact the applicant and inform him that the Commission will seek criminal penalties if no action is taken by the applicant HERITAGE ESTATES (#242-320) REQUEST FOR EX^ENSIGN The applicant is in litigation with an abutter regarding the Planning Board approval G Reich motioned to approve a one-year extension on Heritage Estates to April 28, 1991 R Mansour seconded motion carried WATERSHED BYLAW A draft revision of the Watershed Bylaw was discussed MAZURENKO FARM MANAGEMENT PLAN The need for a Management Plan for Mazurenko Farm to be completed in 1990 was discussed MEMO TO P NIMAN A memo regarding the water treatment plant was forwarded to Paul Niman Erosion and sedimentation are evident throughout the site • KENT MOVERS (#242-342) CONTINUED PUBLIC HEARING Carl Schoene motioned to close the public hearing on Kent Movers, seconded by George Reich, motion carried. LOT 27A FOREST STREET RE VEST FOR DETERMINATION William Barrett, the owner, attended the meeting. The driveway, lawn stabilization and septic system were discussed. Carl Schoene motioned to close the public hearing and issue a Negative Deternination with stipulations. R. Mansour seconded, motion carried. LOT 6 WOODBERRY LANE REQUEST FOR DETERMINATION William Rennicke the owner of Lot 6 Woodberry Lane, is proposing an addition to their home. This is within the Watershed District. They also plan to tie into public sewer. Carl Schoene motioned to close the public hearing and authorize the site visit team to make the determination. WETLANDS BYLAW The Wetlands Bylaw was discussed and numerous minor changes were made for insertion in the 1990 Annual Town Meeting Warrant.
