HomeMy WebLinkAbout1990-08-15 Conservation Commission Minutes v Minutes of August 15 1990 NACC Meeting • Present Paul Tariot, Chair Carl Schoene Alison Brewster Vice-Chair George Reich Donald Stanley Richard Doucette, Adman The minutes of July 25th were approved by P Tariot and seconded by C Schoene LOT 23 ANDOVER BYPASS Violation Over one acre of trees were stripped and some of the work has taken place in wetlands The owner stated he will not mow the stripped area To be used by horses only NACC to do a site visit in September to look at vegetation WATER & TREATMENT PLANT (#242-421) REQUEST FOR EXTENSION George Reich mctioned to grant an extension of one year (Sept 8 1991) Alison Brewster seconded motion carried No progress reports submitted to NACC LOT 1 ESSEX STREET (#242-259) Alison Brewster motioned to ratify the Enforcement Order George Reich seconded motion carried RPD to overview in accordance with his August 3 1990 letter SHANNON LANE (#242-279) REQUEST FOR EXTENSION The expiration date for this Order of Conditions is 8/22/90 Alison Brewster motioned to extend for one year (8/22/91) George Reich seconded motion carried BRUIN HILL (#242-448) DISCUSSION The Order of Conditions required Request for Determination on Lots 1 and 7 however the houses are 100 feet away from the wetlands so no filings will jDe necessary Request a Partial Compliance when houses are completed LOT 12 BEAR HILL, (#242-158) REQUEST FOR PARTIAL COMPLIANCE No filing required for this lot in original Order of Conditions Need a Partial Compliance to clear title Alison Brewster motioned to grant a Partial Compliance for Lot 12 Bear Hill (House #145) George Reich seconded motion carried LOT H ( 103)_ GRAY STREET (#242-426) REQUEST FOR CERTIFICATE OF COMPLIANCE George Reich motioned to grant a Certificate of Compliance on Lot s 0 H Gray Street Don Stanley seconded, motion carried LOTS 1,2 & 3 WHIPPOORWILL PARK DETERMINATION Curt Young attended the meeting and a discussion took place regarding isolated depressions with wetland plants Wet areas are small and shallow Tom Neve's calculations show that the wet areas are not jurisdictional Discussion of rare Salamander nearby Road/drives can be reconfigured to lessen filling George Reich motioned to continue the public hearing to September 5 1990, Alison Brewster seconded motion carried LOT E BERRY STREET (#242-534) REOPENING PUBLIC HEARING Phil Christiarsen attended the meeting and spoke about some filled/disturbed land with some wetland plants Carl Schoene expressed concern regarding delineation and soils Administrator will visit the site with the applicant's representative to look at soils and surrounding wetlands Mr Murphy abutter has seen some recent dumping on site Dumping must be cleaned up prior to any building C Schoene motioned to continue Lot E Berry Street to August 22 1990 Alison Brewster seconded motion carried LOT A FOSTER STREET (#242-531) DECISION George Reich motioned to accept the decision on Lot A Foster Street Alison Brewster seconded motion carried Requested owner to request waiver of foundation drain requirement LOT 25 & 28 GREAT POND ROAD DECISION George Reich motioned to accept the decision on Lots 25 & 28 Great Pond Road Alison Brewster seconded motion carried JERAD PLACE - PHASE II (#242-461) MODIFICATION This project be placed on the Agenda for August 22, 1990 Meeting adjourned at 11 00 P M Paul L Tariot, Chairman
