HomeMy WebLinkAbout1990-08-22 Conservation Commission Minutes Ik o`_ Minutes of NACC's 8/22/90 Meeting Present P Tariot, Chair D Stanley C Schoene R Doucette Admin A Brewster, Vice chair B Mansour (7 55 P M ) G Reich Alison Brewster motioned to accept the Minutes of August 15 1990 G Reich seconded, motion carried JERAD PLACE - PHASE II (#242-461) REQUEST BOND RELEASE Thomas Neve requested a partial bond release and also discussed the status of work on the subdivision The work has not been completed in conformance with the approved plans Mr Neve recommends additional work that this work be bonded and that any excess bond money be returned to the applicant Mr Neve recommends the NACC retain $3 000 00 The Sugarcane Lane construction and bond will wait G Reich motioned to reduce bond by $7, 003 00 to modify detention ponds and to waive the posting of Sugarcane Lane bond A Brewster seconded motion carried LOT 25A EQUESTRIAN (LACONIA DRIVE) (#242- 257 & 296) REQUEST FOR CERTIFICATE OF COMPLIANCE Certificate of Compliance requested by Tom Neve A Brewster motioned to grant the Certificate of Compliance Don Stanley seconded, motion carried 1070 OSGOOD STREET (#242-419) EXTENSION REQUEST James Bourgeois provided an overview of the project The applicants hale completed some work but cannot complete it until the Planning Board litigation is settled File #242-419 expires September 4 1990 Wetland replication is now under construction C Schoene motioned to grant a one month extension to October 4 1990 G Reich seconded R Mansour abstained, motion carried R Mansour now in attendance LOT 3AA LACONIA CIRCLE (EQUESTRIAN ESTATES) (1242-257) REQUEST FOR CERTIFICATE OF COMPLIANCE A Brewster motioned to grant a Partial Compliance on Lot 3AA Laconia Circle G Reich seconded motion carried LOT E BERRY STREET NOTICE OF INTENT - CONTINUED PUBLIC HEARING Due to the fact that the public notice for the continued public hearing was rot advertised the project will be presented and the public hearing will be held at the next meeting on September 5, 1990 There was discussion of a stream channel restoration NACC requested an updated delineation and one-hundred year flood J plain information R Mansour motioned to continued the public hearing in two weeks G Reich seconded motion carried LOT 70A BRIDGES LANE (#65) DETERMINATION - PUBLIC HEARING Richard Stanlev presented plans for landscaping and future plans for a split rail fence G Reich motioned to grant a Negative Determination with hay bales be maintained until grass is grown Don Stanley seconded, motion carried LOT 1 GREAT POND ROAD (#242-534) NOTICE OF INTENT - PUBLIC HEARING Deborah McCartney presented plans for a single family home in the watershed Discussion of water quality of runoff Questions Re distance of work to wetlands - 20 ' Delineation may proceed from flag B25 to flag 7 Flags 8 9 10 11 may need to be moved as well as Flags B24 23,22 21 20 19 might need to be moved as well Applicant will send copies of 2 references mentioned in the NOI Mansour motioned to continue the public hearing in two weeks G Reich seconded motion carried LOT 5A SHANNON LANE (#242-279) REQUEST FOR PAFTIAL COMPLIANCE Work is closer to wetlands than approved R Mansour motioned to grant the partial Certificate of Compliance G Reich seconded motion carried • LOT 1 NORTH ANEOVER BUSINESS PARK (#242-484) DISCUSSION James Bourgeois discussed a potential wetland crossing for Lot 1 North Andover Business Park The Commission was not in favor of any wetland filling due to possible upland access TUCKER FARMS (#242-242) DISCUSSION Roadwork needed Order of Conditions has expired R Mansour motioned to issue an Enforcement Order to allow roadwork and other NACC work to be done G Reich seconded motion carried LOT 4 CROSSBOW LANE (#242-55 & 78) REQUEST FOR CERTIFICATE OF COMPLIANCE G Reich motioned to grant two Partial Certificates of Compliance on Lot 4 Crossbow Lane, A Brewster seconded, motion carried C Schoene voted against motion G Reich motioned to ad]ourn 10 25 P M D Stanley seconded, motion carried Paul L Tariot
