HomeMy WebLinkAbout1990-11-21 Conservation Commission Minutes 1 • minutes of NACC Meeting of Nov 21, 1990 Present Paul Tariot, Chair Alison Brewster Vice Chair George Reich Don Stanley Carl Schoene Richard Doucette Admin George Reich motioned to accept the minutes of November 7 1990, Carl Schoene seconded motion carried GREATER LAWRENCE SANITARY DISTRICT A negative RDA has expired for an ash disposal facility No need to file a new one TEOMA ESTATES (#242-269) REQUEST FOR COMPLIANCE Joe Borgesi represented the applicant Revised As-Built (showing) stormwater detention volume was submitted Alison Brewster motioned to issue a Certificate of Compliance, George Reich seconded motion carried LOT 1 ESSEX STREET (#242-259) DISCUSSION Discussion of (1) shortening no-cut zone from 30' to 10 ' near the home to increase lawn size (2) Release of bond to replant no- cut zone now otherwise it will wait until Spring The • Commission is not in favor of releasing the bond early or lessening the no-cut zone The OOC has expired Alison Brewster motioned to issue an Enforcement Order to replant no-cut zone George Reich seconded, motion carried LOT 41 BEAR HILL ROAD (#242-158) REQUEST FOR PARRTIAL CERTIFICATE OF COMPLIANCE Mr Alexanian attended the meeting George Reich motioned to grant a partial Certificate of Compliance for Lot 41 Bear Hill (#20 Kittridge Rd ) Don Stanley seconded motion carried LOTS 3 ,4 , & 5 SOUTH BRADFORD STREET (#242-519) MODIFICATION Mr Buttrick represented the applicant Modification request 1 Move house closer to wetland 2 Change shape of driveway near house 3 Change location of a portion of the compensatory flood storage 4 Install a retaining wall in the front of the house George Reich notioned to issue the modification and accept the revised plan dated 11/20/90 Don Stanley seconded motion carried LOT 3A WILLOW STREET (#242-538) CONTINUED PUBLIC HEARING • Thomas Neve submitted revised plan showing new wetlands line and associated reconfigured parking Discussion of transportation of hazardous chemicals to/from the loading dock Discussion of • drainage rip-rap along rear of parking and sedimentation basin Alison Brewster motioned to close the public hearing and issue an Order of Conditions, George Reich seconded motion carried BOXFORD STREET (#242-537) CONTINUED PUBL=C HEARING Robert Higgins submitted showing plans of regrading and retaining wall Discussion of CBA George Reich motioned to close the public hearing and issue an Order of Conditions within 21 days Don Stanley seconded motion carried LOT 28 VEST WAY (#242-539) CONTINUED PUBLIC HEARING Al Shaboo of Design Engineers attended the meeting House, septic system and retaining wall are in buffer zone Plans show house driveway and retaining wall immediately adjacent to the wetlands line A Variance has been granted by the Board of Health to allow the septic system to be placed within 75 feet of the wetland Abutters spoke in opposition Mr Miller expressed concerns regarding the septic system and future filling by the homeowner Mr Ferarro and Mr Marcos expressed concerns surrounding work much too close to wetlands The Commission expressed concerns regarding the proximity of work • to the wetlands The applicant stated that various reconfigurations of house and grading had been tried and that this one was felt to be the best Carl Schoene motioned to close the public hearing and issue an Order of Conditions within 21 days after the receipt of a letter indica tang that the house location has been staked in the field Alison Brewster seconded, Vote was 3-2 in favor of closing the public hearing motion carried LOT 8 MILL ROAD (#242-368) REQUEST FOR CEPTIFICATE OF COMPLIANCE No one appeared before the Commission George Reich motioned to deny the Certificate of Compliance due to the fact that the gravel driveway was found to be washing into the wetland Don Stanley seconded, motion carried COMMISSION VACANCY The Selectmen will be interviewing the applicants for the vacant position on the Commission on 12/3/90 CONSERVATION IFTERNS Two part-time interns have been hired by the Administrator One to start the week of Nov 26th and the other to start in January 1991 • LOT 3A WILLOW STREET SOUTH (#242-538) DECISION Alison Brewster motioned to accept the decision on Lot 3A Willow St. , South, George Reich seconded. MAZURENKO FARM CONSERVATION AREA A list of proposed rules and regulations for the Mazurenko site will be submitted to the Selectmen next week. These rules will be discussed at a public hearing before the Conservation Commission following the Selectmen's input. ABBOTT VILLAGE DISCUSSION Bonding language submitted by Mr. Osgood was discussed.
