Sunderland; Mr. Haws , Mr. Barker, Mrs . Osgood, Miss Batchelder , and Mrs. Tucker. Records : The minutes of the meeting—held on Dec. 13, 1955, were read and approved as read . Mr . Coram' s lilhe Trf,3asurer reported a problem which has been discovered salary : because of the retirement of or. Coram on Doe . 31 , 1955 , and whicl'.,i 1a,as arisen due to the fact that for many Fears it has been the custom of the Libr=7 Trustees to make salary payments bi -weekly regardless of the dates for WAch. payment is made . During most years the first pay roll of the year includes salary payments for some days durdng the preceding year ; and as tha Town Treasurer ' s book- keeping method is on as cash instead of an accrual basis, he has refused to pay the salury of ',dr. Uoi.,*am for the 11 weak ' pay due Yr . Coram ending Dec . 31 , 1955 , because the Town Treasur ar I s re c o r ds s ho w pay-me n t of a f u I I y e or I s salary to Yr. Goraw during the year 2955 . So thit at the present time we owe Yr. C o r a m $94. 69 . Q There is no way of curing this except by increasing this year 's request for the appropriation for salaries by some amount enough to bring everybody on the staff into line for the year . On Dec . 61 we will have to submit a partial salary list und then submit as voucher for pay roll paying everybody in full through Doc . 31 , and in Jan. submit another one . Gifts . Mr . Charles reported gifts of 8255. had been received as a i result of the circular letter sent to several people . He also reported two more gifts as follonz : Cheek from Mrs. Nancy L . (Yrs. Horatio Rogers 100 .00 $700 ,00. *-3 The Secretary was instructed to write letters thanking the donors for all of the above gifts. Pon% The Tenth I Muse Mr . uharles had with him Anne Bradstreet 's first printed work , 1650 edition, the Tenth 1-iluse ; which has been bought for the Trustees at a cost of 01665.00. Salary It was reported that the School Committee is expected to increases: recommend an increase for the school teachers of $700: $400 to be given in 1956 and $300 in 1957 , raising the maximum from �3800 to 44500. Upon motion duly made and seconded, it was VOTED : That if the school teachers ' salaries are increased the Trustees will ask the Advisory Board to approve a similar increase for the three salaried employees of the Library 7 . Coram has received during 1955 his full salary , which is not in accordance with the method of bookkeeping, used by the Trustees. Entrance I�Ir . Sunderland reported that Air. Thomas Pearson believes door . it impossible without spending a tremendous amount of money to put in an inside door to swing outward at the entrance to the Library building; the only way to do it would be to change the stone work , which would involve practically a major overhauling and construction job. However, Mr . Sunderland is to take up the matter with Mr . Pearson once more to see if there may be some way by which the doors will open more easily. Leaks in During the, recent heavy rains, Miss Batchelder discovered roof . two leaks in the roof : one where the skylight is and one near the Anne Bradstreet case . Newspapers had been put over it for the emergency. Leak in up- Miss Batchelder also mentioned a slow leak in the upstairs ' stairs , toilet . There has been a continuous leak there and new toilet washers have been put on , but it was thought best to get a plumber to take care Of it . .i1djourriluent Upon motion duly :trade anu ,:iecunded, it was VOTED: To adjourn. The 560th meeting of the Board of Trustees of the Stevens Memorial Library was held in the Trusteed Room at the Library at 8 :00 o 'clock P .M. Present.: Present were Mr. Charles , Chairman ; Mr. Sunderland; Mr. Barker ; Mr. Costello ; Mr. Howe ; Mrs . Osgood ; Miss Batchelder; and Mrs . Tucker; being all of the Trustees and the Librarian, which is the best attended meeting we have had for some months . Records : The Secretary 's report was read and approved as read . `l'reasixer's The Treasurer reported that the Advisory Board intends to report : recommend in case there is no increase in salaries given at the Town Meeting, an increase of �320 in the payroll to take care of the problem which arises in the payment of salaries during the last days of December; and if there are increases the recommendation will be for about 060; all in addition to the 4200 for extra help. It appears that the School Committee has recommended a 4400 increase for the teachers , but the article in the warrant with regard to the rest of the full time employees of the town asks for a $M 0 raise for each one , and it is understood that the article has been so phrased as to include the Library 's full time employees ; and if there is a general increase that will be the most which our employees can hope for through the town meeting ; but otherwise they would have had no increase. Buchan Feb. 7 , 1956. She was of great help on the staff . Upon motion duly made and seconded , it was VOTED: That we express out appreciation of Mrs. Buchan's faithful service to the Library and we will feel her loss greatly both from a 5 personal as well as a practical standpoint . Gift. Mr. Charles reported a gift from Mrs . A . Alexander Robie of �10.00. Prospectus Mr. Charles also showed for inspection and interest a of resources manuscript by the Department of Commerce , being a sort of prospectus showing the resources of tUs town and of Andover , a 1954 publication , for collection of local material . Gift. He also reported a gift of a book about Dartmouth by Richard Hovey for collection of his works. Custodian as The matter of requ6sting that the Custodian be a special special po- police officer was tabled again until another meeting. lice officer Floor wax. Miss Batchelder brought up the matter of buying wax . It appears that the Custodian uses about $3. worth of wax each week. It was suggested that she get in touch with some one whose address Mr. Sunderland will get for her and ask him to come to the Library and see what might be best for the floors. Cocoa mat. She also mentioned that the cocoa mat upstaits was pretty well worn and was given authority to have that put down- stirs wbsre it would help the floors where the children come in for the Children 's Room and to buy a new rug for upstairs to take the place of the old one . Mending by Miss Batchelder also informed the meeting that Miss Esther Miss Burnham Burnham is to work one morning and one afternoon each week and will do the necessary mending. Bill for It was reported to Mr. Costello that there has been no bill paint presented for paint for the Children's Room. Plumbing Miss Batchelder was authorized to get Mr. Edward Welch, work the plumber, for the work to be done . Treasurer's The Treasurer reported that our spendin g is wit hin bounds ; report also that the Advisory Board recommended the increased amounts which we asked for including the amount for part time help . Mr. Charles reported that Mrs . Nathaniel Stevens Cutting wishes to give us some books. Gift for He also reported that with the approval of Mrs . Osgood he Mr . Coram, gave an order to Stearns of Boston for a silver bowl for Mr . Coram, which is a Munson Woods ' Paul Revere reproduction. New Buffer Mr. Sunderland was authorized to order a 12-inch buffer for $180. or less for use on the floors. Card Cata- It was mentioned that we need a new card catalogue file and logue file Miss Batchelder is to get quotations from Companies other than Remington-Rand , from whom we have a catalogue . Blue Print It was also mentioned that it is necessary to have storage file space for maps and blue-prints and Miss Batchelder is to include with her other inquiries one with regard to a 25" x 46" 6-drawer, shallow drawer , blue-print file . Co-operative Upon motion duly made and seconded, it was VOTED: To Film Pool. spend 450 for another iilm from the Co-operative Film pool. PW I Letter from A letter from Mr . Qoram expressing—his delight in and Mr. Coram appreciation of the tribute paid to him printed in the Town Report was read and the Trustees wish to express in tN,, records their appreciation of the letter received from him and to state that we were sijqply expressing in the annual report what we felt bound to do in our sincere appreciation of his work in the Library. ChaDge in There was a discussion relative to opening the Library on Library hours Saturday morning and upon motion Tull made and seconded, it was 70TEED; That as an experiment on the week followinB Easter , beginning on MondaS April 2, 1956 , the library will close on Monday mornings and open Saturday mornings. Howe , one of the trustees , is at Mr . Howe home after having been in the hospital, and it was VOTED: To send a letter of encouragement to him, Driveway . The condition of the driveway was discussed, and Mr .Costello is going to speak with Mr. Carty , the Highway SupRrvisor, about it. Latter of The Trustees were pleased to hear that a letter had been sent thanks from by Mr. Coram expressing his thanks for the silver bowl which Tvir . Coram was a token of appreciation on the part of the Trustees for Mr. Coram's 30 years of service. Outside bog The matter of a place outside of the Library for books to be for books placed when the Library is closed was again discussed and slum action further deferred. Card catalogue With regard to card catalogue case , Miss Batchelder had had quotation a letter from the Business Equipment Corporation in Boston, Mass. , quoting prices. Appropriations: A letter was received from Miss Finn reporting on appropriations for the Library: Item 50 Article 5, Adjourned Annual Town meeting 1956 : Librarian $3800 . ; Assistants and Janitor 11 ,220 . ; Expenses 4,200. It was VOTED that the Secretary write a letter of thanks to the North Andover Garden Club for its generous contribution of $50. Grounds Mrs. Osgood was appointed as a member of a Grounds Columittee Committee of which 11r.' Charles is an ex-officio member, with whoever represents the Garden Club. Librarian ' s The Librarian 's report was read and accepted . report Library Upon motion duly made and seconded , it was VOTED: That hours. during July and August the Library be closed all day on Saturday, but that it be open daily Monday through Friday from 9 :00 A.M. to 9:00 P .M. Privet It was reported that a privet hedge has been planted ;that hedge the Nursery-man recommended privet instead of barberry for the particular location ; also that there are to be two arbor vitae trees planted, which will add to the general attrac- tiveness of the Library grounds . Driveway Mr. Uostello reported that he spoke to Ivir. Carty about doing work on the driveway . Mr. Carty is willing to supply the labor on his own appropriation but we would have to pay for the oil ; if we wish it covered with sand he would also supply that, but would have to charge for crushed stone. Upon motion duly made and seconded , it was VOTED: To authorize Mr. Carty to do the work, using the pea stone and rolling it down. Mr. Costello is to get in touch with Mr . Carty and advise him of our desires. Labels on Mr. Charles reported that there are new labels on the two portraits portraits in the reading room. The labels stand in a block of wood on the mantels below the portraits, their coloring blending with the wood paneling; and the trustees inspecting them after the meeting felt that they were most appropriate. 13 Library Miss Batchelder reported that Miss Nancy Pendlebury , an Assistants . azsistant , has already left her work at the Library Out mom" will be available every other Saturday during this month; also that Geraldine Drummey has finished her Junior Near Increase at Lowell Teachers ' College and has another job for the in pay . summer , but will coma back in the fall. A sophomore in High School started work today . Jhdith KniFhtly has been working in the Library about two years sand nowpaying her 601 per hour and Miss Allison Kirk, a retired school, teacher, is being paid 90/—an hour and Miss Batchelder wishes to raise Yiss Knightly to 1 an hour and Via. ios sir to 41 .00 an hour. Upon motion duly made and seconded , Miss Batchelder was authorized to increase the wages of Judith Knig0ly from 601 an hour to 75/ an hour and to increase the wages of Miss Allison Zirk from 901 an hour to Y1 .00 an hour. Miss Batchelder reported that the new assistant, a sophomore in Eigh School , Miss Barbara ubatch, has been hired for 50/ an haur. Commendation Upon motion duly made and seconded , it was VOTED: of Mrs .ForLiin That Urs . Forman be commended for her enterprise and sympathetic consideration of the children in the Book-a- Week Club during the summer . The trustees are also particularly pleased to learn that a prize was given to each child completing the reading of the requisite number of books. Driveway It vias reported that the work on the driveway was done and vote of today by Mr. CartWls men . The trustees appreciate Mr . thanks to Timmins ' assistance in the driveway work, which consisted Mr. Costello of covering the curbs with papers to prot3ct them from tar. and Mr. Carty The trustees gave a vote of thanks to Mr. Costello for arranging for the re-surfacing of the driveway. Upon motion duly made and seconded , it was unanimously VOTED: To send a letter to Mr. Carty thanking him for his co-operation in re -surfacing the driveway . mom Trespassing It was brought to the attention of the trustees that 'through hedge many people are going through the hedge in order to cross-cut through the Library yard , and Mrs . Osgood has offered to furnish some hen -wire to be put in back of the hedge by 11r. Timmins to discourage the 15 trespassing through the hedge : which was approved by the trustees. Tucker Buchanan Charles .22 Budget The next matter of business was consideration of the budget to be raquastad of the tovvn in 1957 . There ilas brought out the fact that the library is insufficiently staffed . During the past year over 74 ,000 books were issued to over 4, 000 borrowers, and , with this volume of work, the present staff of three full -time, librarians and five part-time clerical assistants is under great pressure with no provision for emergency absences . If Miss Batchelder or Mrs . Ding or Mrs. Forman becomes ill , there is no qualified substitute for the absentee , and each one of the three is unable to meet all the present demands on her time . Miss Batchelder is not only obliged to meet her full-time administrative duties but must devote a great deal of time to the requirements of the borrow- ers in issuing and receiving books as well as to aiding readers and students with research. Mrs. King, who does most of the cataloguing, has more to do in this departLiant than her full time adequately provides for , yet she is also required to devote a great deal of time to the borrowers and readers , just as Miss Batchelder is obliged to do. Mrs. Forman 's duties as Children 's Librarian are such that she is not able in the regular 38-hour weak required of the full -time staff members to do the amount of worm for the children that Kiss Batchelder would lie to have accomplished. The only solution to this problem seems to be the employment of another mature adult , qualified at least as an experienced typist and office worker, on half time. Such an additional staff member could be used by Miss Batchelder to aid any of the present three full-time staff members as regx ireme nts '" demanded, taus relieving the current congestion , and she would also provide qualifiad lalp in kea.;ing th6 library functioning with some degree of efficiency in the case of emergency absences . The present part-time assistants are not qualified to undertake such emergency duties , nor are they able to devote anough Udditional time to library work to supply the staffing that would be necessary in case of emergency. With these circumstances in view and with the purpose of providing for an increase in the pay of one of the best of the present part-time assistants from 75 cents to 90 cents an hour , it was proposed that the budget for salaries in 1957 be increased over the 1956 figure by 41,000 to cover the salary of a half -time worker at approximately $25.00 a week for the nine months from the first of the month next following the town meeting at which the money could be appropriated by the town, and by an additional 460 .00 to cover the increase for the part-time worker as stated above . It was than pointed out that the library is badly in need of an additional typewriter and of a typewriter desk, which would also provide further accessible storage space for library records. It was therefore proposed that the appro - riation for expenses be increased over last year 's figure 300.00 to cover this requirement and also to cover in future years replacement of the present typewriters one of which was purchased in 1938 and the second one in 1941. At the present time one typewriter is required in the children 's room in the 23 basement , leaving only the one in the main office where two are required , Mts . King or IlTizs Batchelder being obliged at the pre-sent time to wait mmn I while the other is completing work on the single machine , which is in almost constant demand for cataloguing, leaving very little time for its use for the regular correspondence and other office work required . In view of these considerations and the resulting motions , it was VOTED: that the budget to be requested of the town for 1957 be in the amount of 421 ,83-0.00 . Mr . Charles now culled attention to several gifts received by the trustees during the past month, one being a manuscript of great historical importance zd of particular value to the library. The manuscript is Mr Stephen Barkers Book of the Laws and the Catalogue of the Books and Library in Andover made the 4th of April Ad. 1772 This booklet of 32 pages appears to be the earliest record of a com- munity library in the history of Andover and North Andover , and one of , tha ­ few records of such a library in Massachusetts. It was presented to the trustees by Mr. George R. Barker , the senior member of our board and a direct descendant of Richard Barker, probably the first settler in Old Andover , recorded as a resident of Co;ichichicke in a deed dated August 13 , 1643, in '."-ss6x County Court Papers , Vol. I , p . 15 , according to Miss Sarah Loring Bailey in her Historical Sketches of Andover (1880) , pp. 7-8. "Mr. Stephen Barker ' s Book" is evidently the manuscript pertaining to the Andover Social Library, or another copy of the same text , to which Miss Bailey refers in Historical Sketches of Andover , p . 531. She states that "Three catalogues o? this library (Arjdover ­S`oc a1 Library) are in existence , one a manuscript, date 1770, one printed 1824 one 1837. 11 The two-year dis- crepancy between the date of our manuscript , 1772 , and the date of 1770 giv- en b3° Miss Bailey may have been merely an error of copying on her past, since the passages she quotes from the manuscript she cites are substantially the same as the text of our manuscript. On the sub4ect of public libraries , as relating to the manuscript cat- alogue, Miss Bailey writes as follows : "The forerunner of the public library was called the 'Social Library. ' In enumerating the social libraries of America, the report of the XatL onal -bureau of Education , lo75, sL,yb , ' The obdef means of literary culture open to Americans a hundred years ago Were (in Massachusetts ) at Salem a social library, one at Leominster , one at Hingham. ' To this should be added one at North Andover, ' for in 1770 a social library was in existence here which continued to distribute books an d receive new shareholders for at least seventy years . The books were finally sold at auction, and almost every old f amily now has books with the label 'Andover Social Library . ! Three catalogues of this library are in existence , one a manuscript, date 1770, one printed 1823, one 18.37. 24 "One of the rules and regula tions of the Catalogue of 1770 is that, 'For the futur no person shall be admitted a member whose place of residence � from the north Meeting-House in Andover exceeds ten miles . Each member shall pay not less than four dollars in cash. ' "The reason .for naming this among the public libraries is that practically it was so. The subscribers gave as a motive for fourdin.g it that they were "sensible of the Public advantage of a well-ehos on library. ' The members were allowed to 'Make over ' their interest for any length of time to any person approved by the library committee , and thus the readinF public could be supplied with books . The books in this library were chiefly ' divinity , phylosophy , physick, history , and poetry. ' Under 'miscellan- eous ' were two or three works of fiction. "This library was kept in the store of Mr. Phillips. After his death, the books were given out by Miss Abbot , the hou sekeeper and gardener . The library was kept also at the store of Nathan H. Frost : (;apt . Phineas Stevens also had charge of it ." Mr . Stephen Barker ' s record of the laws and of the catalogue of the library in (North) Andover , contained in his ar, cien t booklet , now one hundred eighty-four years old , written in a clear , bold hand , will be greatly treasured by the Stevens Library and its trustees , into whose keeping it has been placed by Mr . George R. Barker. It was reported that Mr. Charles made an additional gift to the Fire Arts Fund of �30.00 , making a total of $230 .00 to cover the cost of refram- ing, transporting , and hanging of this three large paintings recently re- ceived from the BOSTON Museum of Fine Arts . i Miss Amy Stevens made a gift to the trustees of: $50.00 in response to the Stevens family appeal. The secretary was requested to write letters of acknowledgment to Mr. Barker , Mr. Char le s , and Miss Stevens. Miss Batchelder called attention to an executors ' notice informing tL6 trust6ez of their interest in the estate of t1m late Ft'hel '3arber rno of Atkinson , N.H. A provision of her will stated that "I give and bequeath to Mrs . Mildred A. Gage , wife of George H. Uage , whose address is Chestnut Street , North Andover , Massachusetts , all my books and pamphlets on garden- ing and allied subjects . l would ask that in turn Mildred A. Gage pass the books on to the North Andover Garden Club collection of garden books in the North And over Public Library.
