HomeMy WebLinkAbout1992-02-19 Conservation Commission Minutes • NACC FEBRUARY 19, 1992 PRESENT George Reich Chairman Richard Milliard Paul Tarlot Al Manzi Richard Doucette MINUTES No minutes approved ENFORCEMENT ACTIVITY Lot 64A Havmeadow Road (#242-536 and NACC-#2) Arthur Hutton represented the applicant The project is the construction of a bridge to access a single lot Work was recently begun without reading the Order of Conditions An Enforcement Order was issued to stop work The proposed bridge is different that the bridge that was approved P Tarlot expressed concerns about the impacts of the construction that has already taken place P Tarlot motioned to ratify the Enforcement Order (and this shall stay in effect) and to continue this matter to 3/4/92 A Manzi • seconded, motion passed unanimously OLD BUSINESS Newcastle Estates (#242-385) - Discussion Paul McKernan of Shawmut Bank and R Doucette provided an overview Pete Tedesco also presented the proposed punch list P Tarlot motioned to issue an Enforcement Order to allow work to be completed on that portion of the project relating to the paved section of Blue Ridge Road only and that a new Order of Conditions be required for all other work R Milliard seconded Motion passed Campbell Forest 242-564 - Discussion Dr Ingram will be on site tomorrow at 9 30 A M Rosemont (#242-503) - Discussion Tom Neve represented the applicant The Order of Conditions will expire this year No work has begun A new Notice of Intent will be filed since the project has changed New wetlands have been found R Doucette expressed concerns over wetland filling for the second roadway The applicant and R Doucette will discuss the need for this roadway with the Planning Board • NACC 2/19/92 Page Two PUBLIC HEARINGS North Andover Wetland Regulations Motion by P Tariot and second by R Milliard to continue to 2/26/92 at 7 3C P M Rte 114 sidewalk - Notice Bob Carter of Mass DPW proposed a new sidewalk along Rte 114 P Tariot questioned the submittal of an Abbreviated Notice of Intent The -amount of disturbance is approximately 2000 s f Project was described by Bob Carter R Doucette asked the commission to accept this filing as submitted Abutter, Mr Conley spoke A motion by R Milliard and second by A Manzi to close the hearing Motion passed 3-1, P Tariot opposed Lot 10 Wintergreen Drive - Notice Paul Healey Proposes a single family home in the buffer zone Discussion of wetland line Motion by P Tariot and second by R Milliard to close Motion passed • NEW BUSINESS Great Pond/Ste%ens Street (#242-490) - Extension Arthur Hughes appeared to request an extension R Doucette stated that the wetland line as approved is inaccurate Motion by P Tariot and second by A Manzi to grant the extension subject to re-delineation and the submittal of a plan showing the accurate delineation Lot 60 Bear Hill Road (#242-158) - Partial Compliance Joe Mahoney represented the applicant Motion by P Tariot and second by A Manzi to issue a Compliance Motion passed Lot B Great Pond Road (#242-260) - Partial Bond Release No representation, no action Lot 9 Liberty Hills II (#242-486) - Modification Motion by P Tariot and second by R Milliard to issue a Modification to accept plan dated 2/4/92 Motion passed unanimously DECISIONS Lot 12 Hidden Court Motion by P Tariot and second by A Manzi to adopt the decision as amended Motion passed unanimously NACC 2/19/92 Page Three Lot 3 Marbleridge Road Motion by P.Tariot and second by A.Manzi to adopt the decision as amended.
