Minutes of 2/19 and 2/27/92 approved
Rosemont Subdivision
Tom Neve and R Doucette gave an overview of issues This
subdivision requires a secondary access through wetlands The
Commission is not in favor of this wetland filling Town
Planner Chris Huntress also gave some input The wetlands are
now larger thew were when the project was originally approved in
1989 The applicant was directed to work with the Planning Board
to decrease wetland impacts
ENFORCEMENT ACTIVITY
• Lot 5A Bonny Lane
R Doucette provided an overview of Bonny Lane subdivision and the
dilemma of signing the occupancy permit Mr Ariggo spoke also
Work was done in a wetland to repair a sewer force main No work
was to take place there Mr Nicholls (the owner at the time)
did the work which disturbed the wetland Motion by P Tariot and
second by A Manzi to issue the Enforcement Order to restore the
backyard to its original condition after the work directed by the
Board of Health is completed
Motion to sign the occupancy permit by P Tariot second by
C Schoene Vote 3-2 P Tariot and A Manzi opposed
Lot 64A Haymeadow Road 242-536 and NACC- 2
Curt Young represented the applicant He will prepare a plan to
restore the si-re and bring the project back in compliance with
the Order of Conditions Arthur Hutton spoke also R Mansour
expressed great concerns A progress report will be submitted by

Bill Barrett requested a partial bond release Motion by
• R Mansour and second by A Manzi to issue a partial bond release

Lot 11 Hidden Court - Discussion
Paul St Hilaire would like to know if he needs to ref ile to
change his plan approved under a recent Determination of
Applicability The Driveway location has been changed Motion
by R Mansour and second by A Manzi to substitute new plan for old
plan Motion denied 2-3 G Reich, P Tariot and C Schoene

Motion by P Tariot and second by A Manzi to continue to 4/1/92
Corner Dale St & So Bradford St - Determination
John Smolak spoke on behalf of the project a single family home
There is an isolated pond on the site which is less than 10 000
square feet in surface area Motion by P Tariot and second by
R Mansour to issue a determination subject to receipt of stamped
• plan and proof of mailing to abutters Unanimous vote
#340 Johnson Street - Determination
Dave Minicucci represented the project an additon to his home
An ISOLATED LAND SUBJECT TO FLOODING Motion by R Mansour and
second by A Manzi to issue a negative determination with
condition that hay bales be used for erosion control Motion
passed 4-1 P Tariot opposed
NEW BUSINESS
Lot 42 Jerad Place (#242-451) - Modification
Tom Laudani represented the project He would like to modify an
approved plan The house shape has changed Motion by P Tariot
and second by R Mansour to grant the modification contingent upon
compliance with bonding requirement of the subdivision Order of
Conditions
Phillips Common - Discussion
Tom Laudani discussed the proposed conservation easement Motion
by P Tariot and second by A Manzi to ratify the construction
restriction
MACC Membership - Discussion
• Motion by P Tariot and second by R Mansour to pay MACC dues from
wetland filing fees

Motion by P.Tariot and second by R.Mansour to adopt the decision
as amended. Motion passed 4-0-1, C.Schoene abstained.

Motion by A.Manzi and second by R.Mansour to adopt the decision
as amended. Motion passed 4-0-1, C.Schoene abstained.
