MINUTES
Upon a motion by A Manzi and second by R Mansour, the Commission
voted unanimously to adopt the revised minutes of January 11,
1992
OLD BUSINESS
Rocky Brook Estates (#242-392) - Extension
Peter Breen appeared requesting an extension on the Order of
Conditions He gave an up-date on the project Bond of $15 000
is posted A-aproximately 70-6 of wetlands work is done One
replacement area is planted and he is planning to finish planting
in the Spring G Reich stated that R Doucette recommended that
the Commission do a site visit before granting an extension
Upon a motion by R Mansour and second by R Milliard the
Commission voted unanimously to empower the site visit team to
make a decision in the field on April 4
Rosemont - Discussion
John Nolan presented an up-date on changes to plan for project
proposing 41 sites on approximately 50 acres of land Chris
Huntress was also present to give some input Portions of the
roadway are relocated and the grading on entry road has been
brought from 94 to 6% The connection to Holly Ridge has also
been redesigned There is also a reduction on the lot size from
25 000 to 15 530 square feet Open space has been changed from
354 to approximately 50- The wetland filling is 16, 650 feet
with between 20- and 25- less cutting A Manzi spoke of his
concern regarding a ditch that has been cut by someone indicating
a problem with run-off S Schoene and R Milliard questioned the
grading on the plan B Mansour spoke of his concern of cutting
into slopes and the impact of run-off and probable off-site
drainage Curt Young, who was present for another project
interjected by comparing this project to the Holly Ridge project
Mr Nolan asked that Board if they thought that the project was
acceptable to go on to filing G Reich stated he wasn't
comfortable with any project that proposed 16 500 ft of filling
and stated that the Commission would not give a preliminary

decision/direction without a formal filing A Manzi
suggested before going forward that Mr Nolan should have an
informal discussion with R Doucette which may yield more
information than the Commission could give at this time
Carl Schoene did state that he preferred this plan to the
proposal iriginally approved George Reich questioned Chris
Huntress as to why 1600' dead end roadway is acceptable for this
project but not others
PUBLIC HEARINGS
Lot 11 Hidden Court - Determination
The legal notice was read by R Milliard Vince Turano and Paul
St Hillaire presented the new plans for a proposed dwelling with
a change in the placement of the driveway at the request of the
next door neighbor P Tariot motioned to grant a Negative
Determination with hay bales A Manzi seconded The vote was
unanimous
Rea's Pond Trailwork - Determination
R Milliard read the legal notice Luke Vicens explained what was
planned for this project Proposed foot bridge digging footings
creating foundation with stones No vegetation to be cut and no
• work within wetlands Motion by P Tariot and second by A Manzi
to issue a Negative Determination with no hay bales The vote
was unanimous
NEW BUSINESS
Lot 4 Holly Ridge (#242-348) - Modification
Pat Murphy appeared to request a modification to construct a deck
measuring 12 ' X 24 ' on the back of a house which is not yet
built He would also like to change the garage to go under the
house requiring a change to the driveway The grading on the
culvert won't change and there won't be any impact to the no-cut
and no-construction and there will be less filling Continued to
April 1 when the applicant will have an as-built plan for
foundation
Lot 7 Holly Ridge (#242-348) - Modification
Pat Murphy appeared to request a modification to the location of
the driveway The garage is being changed to go under the house
Motion by R Milliard and second by P Tariot to allow the
modification for installation of the driveway as shown on plan
marked received 3/18/92 Motion passed unanimously
ABC Bus (#242-256) - Compliance
Les Godin from Merrimack Engineering appeared requesting a
• compliance He stated that everything is stabilized drainage is

in and working and vegetation is growing. C.Schoene passed out a
punch list compiled by the Commission after a site visit in 1988 .
He discussed run-off and drainage. Carl also asked if there was
an oil/gas trap, to which Les answered no. The Order of
Conditions was recorded at the registry of Deeds. The bond was
not acceptable because of the way the passbook was written, and
has since been released. The Commission will do a site visit and
asked that a bond for $5, 000 be posted before a compliance is
issued.
NEW BUSINESS
Dale St. Sewer (#242-449) - Discussion
This project has been released by the Planning Board, they are
also releasing the bond for $5, 000. The Commission is sending a
memo to Chris Huntress, Town Planner, asking him to hold at least
a portion of the bond. (See file)
Culvert Clearing - Ratification of Emergency Certification
After the Commission reviewed the document, R.Mansour motioned to
ratify, seconded by A.Manzi. The vote was unanimous.
Coventry I and 11 (#242-324 and 385) - Discussion
The Commission discussed the money seized from the bond. It was
decided that R.Doucette should get quotes for as-builts for
Coventry I and the finished portion of Coventry II. He should
also prepare a "punch list" of required repairs.
