HomeMy WebLinkAbout1992-04-01 Conservation Commission Minutes NACC MINUTES APRIL 1 1992 PRESENT George Reich Carl Schoene Robert Mansour Richard Milliard Al Manzi Richard Doucette MINUTES Upon motion b� G Reich and second by R Milliard the Commission voted to approze the minutes from March 18, 1992 Motion by G Reich and second by R Milliard to go into Executive Session to discuss litigation strategy on Lyons Way OLD BUSINESS Lot 1 Essex Street (#242-259) - Enforcement Order R Doucette gave an up-date regarding the past Enforcement Order and the recent Enforcement Order issued Motion by C Schoene and second by R Milliard to ratify the Enforcement Order NEW BUSINESS Lot 11 Christian Way (#242-391) - Compliance Al Shaboo represented the applicant and seeks a partial compliance for a single family home Motion by R Mansour and second by R Milliard to issue a partial Certificate of Compliance PUBLIC HEARINCS Campbell Forest (#242-564) - Notice Dave Jordan gave an overview of the remaining issues - reduced pavement width and less impact at the wetland crossing - roadway moved away from wetland 3ust before the first wetland crossing - stormwater management system has been designed - common driveway removed for lots 1&3 A Manzi questioned access to lots 1 and 3 R Doucette questioned pollution attenuation size of the pollution attenuation basins and the use of the SCS guidelines'? Richard would like to see the SCS guidelines Other questions NACC-4/1/92 • Page 2 regarding endangered species vernal pools Culvert crossing on sheet 1 is narrower than the stream There would be some channelization and scouring Discussion of clogging of the 3" stone outflow berm Stream bed roughness co-efficient was discussed Base flows (constant) was discussed Pollution attention basins not shown in hydrological analysis Water quality pollution attention devices should control finer particles than "fine sand" Control of fine sand is okay for construction phase only Long term pollution attenuation can only be achieved by controlling finer particles Run-off curve numbers discussed Discussion of flooding Bob Ingram stated there is a slight increase in flooding elevation and volume off site Dave Jordan stated there is a post-development increase of 3 CFS at the Salem St culvert C Schoene stated his concerns with flooding Motion by R Mansour and second by A Manzi to continue to April 15 Unanimous vote (Paul Tariot now in attendance ) • Lot 64A Havmeadow Road (NACC #2) - Notice Curt Young represented the applicant to request an amendment to the order of Conditions under the Bylaw Also in attendance was Jack McQuilkin Pat Seekamp Arthur Hutton and Mike Warden R Mansour questioned construction sequence of the bridge C Schoene questioned dewatering and resulting siltation Motion by P Tariot and second by B Mansour to deny the request to amend the Order of Conditions Discussion the reasons are purely economic Vote went as follows 3-3-0 More discussion Motion by R Mansour and second by P Tariot to amend the Order of Conditions to allow the new bridge Vote 3-3-0 G Reich motioned to reconsider the previous vote Vote 5 in favor P Tariot against Motion by R Mansour and second by A Manzi to accept the request for an amended Order of Conditions and to increase the bond from $10 000 to $25 000 and to specify in amended Order of Conditions specific requirement for monitoring by WPI Vote 5 in favor P Tariot against Lots 7A,16, 18, 19 and 44 Candlestick Road - Notice Lot 19A Discussion of valid extension and poor delineation Motion by P Tariot and second by R Mansour to continue to 4/15 G Reich abstained • Lot 16A & 18 - Motion by R Milliard and second by A Manzi to continue to 4/15 C Schoene opposed NACC 4/1/92 Page Z 3 Lot 44 Abutter, Linda Box1eightner expressed her concerns. Waiver request from 25/50 buffer zones needs to be filed by applicant. Doug Beach, abutter, spoke also. Motion by P.Tariot and second by R.Mansour to continue to 4/15. Lot 7A House, pool, tennis court. Also needs a waiver from 25/50 buffer zones. Motion by P.Tariot and R.Milliard to continue to 4/15. Lot 43 Candlestick (4242-461) - Modification T.Neve represented the applicant and requested a modification allowing the house to be moved and to allow new grading. Motion by P.Tariot and second by R.Mansour to issue the Modification. Unanimous vote. Motion by R.Mansour and second by R.Milliard to adjourn at 12 :45 A.M. . Unanimous vote. G6orge Reich Chairman
