HomeMy WebLinkAbout1992-05-13 Conservation Commission Minutes NACC MINUTES MAY 13 1992 PRESENT George Reich Richard Milliard Paul Tariot Carl Schoene MINUTES Motion by G Reich and seconded by P Tariot to approve the minutes of April 29, 1992 Wetlands Mappir=g Proposal Mickey Marcus presented more information on aerial photos and wetland delineation from photos Lot 64A Haymeadow Road Bridge - Update Curt Young gave an up-date on the status of the bridge construction There have been problems with dewatering and coffer dam placement Utano Violation - Discussion R Doucette gave an up-date Mr Utano' s attorney has filed various motions and these were discussed Town Forest - Discussion R Doucette gave an up-date on a proposal by the Recreation Commission to build fields at the Town Forest The need for a management plan was discussed Mobil Oil 350 Winthrop Avenue (#242- ) - Notice (continued) Atty Domenic Scalise represented Mobil Oil The NACC reviewed Mobil's plans to rebuild the gas station which was destroyed by fire Revised plans show 1 tanks moved outside the buffer zone 2 fence detail along the parking lot 3 maintenance schedule for oil/gas separator submitted also R Doucette discussed fence boom in the rear broken pipe and battery and other litter Motion by P Tariot and seconded by R Milliard to close and issue a decision within 21 days Passed unanimously North Andover Estates - Notice (continued) Tom Neve stated that Bill Hmurciak has reviewed the hydrologic analysis and approves of the design R Milliard report on the Planning Board meeting which took place last night There was much discussion of erosion control and building on steep slopes Discussion of phasing to minimize exposed cut and filled slopes open space and construction sequence The road will be constructed to binder prior to lot development NACC 5/13/92 Page 2 Motion by P.Tariot and seconded by C.Schoene to close the public hearing and issue a decision within 21 days. Passed unanimously. Lot 5A Berry Street ( 242- ) - Notice Tom Neve represented the applicant and presented plans for a single family home. The 251 no-cut zone has not been adhered to. The house could be moved or the grading could be pulled toward the house to provide the 251 zone. Also, the well must be at least 251 from the bordering vegetated wetlands. Motion by P.Tariot and seconded by C.Schoene to close and issue a decision within 21 days of receipt of revised plan. Lot B Great Pond Road (#242- ) - Notice Les Godin represented the applicant ans presented plans for a single family home. There have been some additions to the plan since the last revision date. A new revision date should be added. R.Milliard recalled seeing a wetland on site that is not shown. The house shown is not the final design. Dr. Rubin, an abutter, spoke about flooding. G.Reich expressed concerns with plans. Motion by P.Tariot and seconded by R.Milliard to continue to May 27. DECISIONS Lots 24A, 25A' 26A Forest Street Motion by G.Reich and seconded by R.Milliard to adopt as amended. Lot 3A Coventry, Estates Motion by P.Tariot and seconded by R.Milliard to adopt as amended. Lots 16 & 18 Candlestick Road Motion by P.Tariot and seconded by G.Reich to adopt as amended. Lot 7A Candlestick Road Motion by P.Tariot and seconded by R.Milliard to adopt as amended. Lot 4.4 Candlestick Road Motion by P.Tariot and seconded by R.Milliard to adopt as amended. Motion by P.Tariot and seconded by R.Milliard to adjourn at 12 midnight. Q6orge Reich, Chairman
