HomeMy WebLinkAbout1992-06-17 Conservation Commission Minutes NACC MINUTES JUNE 17 1992 PRESENT George Reich Paul Tariot Carl Schoene Al Manzi MINUTES Motion by P Tariot and seconded by A Manzi to approve the minutes of June 3 , 1996 Bridcxe at Lot €4 Haymeadow (#242-536, NACC-2) - Update Curt Young gave an update of the construction The bridge is now in Wetland replication/restoration will begin this week Coventry I (#242-324) - Discussion Review of this pro3ect is now underway by Curt Young W P I working for the NACC Coventry II (#242-385) - Discussion Compliance review is now underway by Curt Young working for the new owners Paul Quinn of First City Development Corp spoke briefly Curt handed out a punch list which was discussed The applicant wishes to operate under an Enforcement Order to complete the paved portion of the Blue Ridge Road Motion by P Tariot and seconded by C Schoene to issue an Enforcement Order to extend no further than December of 1992 and to complete items in 6/17/92 punch list Discussion of time table Motion by P Tariot and seconded by C Schoene to allow a three month limit on the Enforcement Order Motion passed #75 Johnson Circle Bob Stanley appeared requesting a Certificate of Compliance Motion by P Tariot and seconded by A Manzi to grant a compliance and to release the compliance after a site visit by R P D North Andover Mills (#242-563) - Modification Joe Cushing appeared requesting a modification The rear access drive has been widened and ramps have been added Other minor changes have also been made G Reich stated he opposes granting a modificatior and considers these changes to be significant Further discussion was delayed until after the public hearings Lot 22 Candlesmick Road (#242-461) - Partial Compliance Motion by P Tariot and seconded by A Manzi to issue a Partial Compliance Wetland Filing Fees The NACC voted to authorize the following expenditures from the wetlands filing fees account 1 $1000 maximum for a 386 PC and database software 2 $1000 maximum for an Intern or Interns 3 $195 for MACC dues NACC 6/17/92 Page 2 Town Counsel Motion by P Tariot and seconded by G Reich to withdraw all legal services from Kopelman & Paige with the exception of Lyons Way and ask the Selectmen to appoint special counsel Vote 3-1 G Reich opposed Woodland Estates - Determination (continued) A representative of Hayes Engineering requested a Determination of wetland boi-ndary R Doucette has walked the site and made comments on the site plan Hayes will meet w/R Doucette and this matter will be continued to July 15 1992 Lot 1 Sharpners Pond Road - Determination Jay Dion presented plans for a single-family home New plans were presented with a revision date of 6/17/92 Phil Christiansen responded to questions regarding septic system grading Motion by P Tariot and seconded by A Manzi to issue a Negative determination with erosion controls and the submittal of a revised plan indicating that the non-3urisdictional isolated wetland is a wetland under the Bylaw #70 Raleich Tavern Lane - Determination • Walter Soule owner proposes the replacement of a garage with a larger one Motion by P Tariot and seconded by A Manzi to issue a Negative Determination with erosion controls _Crusader Paper - Notice P Christiansen represented the applicant and presented plans for an addition to an existing facility Discussion of compliance of previous order (#242-412) Motion by P Tariot and seconded by A Manzi to issue a decision within 21 days of receipt of a letter certifying compliance with the previous Order of Conditions Lot 3 Summer Street - Determination Applicant did not appear Discussion with the abutters Motion by A Manzi and seconded by P Tariot to issue a positive determination unless an extension is submitted within 48 hours Motion by P Tariot and seconded by G Reich that abutters be re- notified Both motions passed North Andover Mills (#242-563) - Modification More discussion of modification request P Tariot motiored Al Manzi seconded to modify the OOC to accept the addition of truck ramps more pavement new drainage structures and additional wetland replacement Motion passed OOC will call for a steel/wood guard rail at rear edge of • pavement NACC 6/17/92 Page 3 Business Park Roadway Extension - Decision Motion by P.Tariot and seconded by A.Manzi to adopt the decision. Lots 2-5 :Sullivan/"Turn vike Street C.Schoene has serious concerns. Motion by P.Tariot and seconded by A.Manzi to adopt the decision.
