HomeMy WebLinkAbout1992-09-03 Conservation Commission Minutes I DRAFT 9/9/92 NACC MINUTES SEPTEMBER 3 1992 PRESENT George Reich Paul Tariot Robert Mansour Alison Brewster MINUTES Motion by P Tariot and seconded by G Reich to adopt the minutes of 8/19/92/ OLD BUSINESS #940 Great Pond Road Curt Young provided a progress report of the El Hefni violation and restoration effort Coventry Estates (#242-324) - Update Curt Young provided an overview of his review of the pro3ect Lot 3 Berry Street - Violation Kevin Stack property owner told the Commission of his plans for the property The wetlands will be delineated by Mr Stack's consultant Lot 4 Turnpike St (#242-541) - Discussion of compliance G Reich gave an overview of their site visit The site is not stable enough and the bottom of the slope is not at least 25' from the wetland G Reich wants a plan showing toe of slope wetland line and cross section of slope Also, the BVW needs to be re-delineated by applicant #1070 Osgood Street (#242-419) - Extension Tom Neve appeared to request an extension Motion by P Tariot and seconded by A Brewster to issue a one year extension Motion by R Mansour and seconded by P Tariot to issue a bond reduction of up to $4000 pending R Doucette's inspection Lot 9 North Andover Business Park (#242-509) - Extension Tom Neve gave an overview Motion by G Reich and seconded by A Brewster to grant a one-year extension so long as no work is done until the wetland replication is completed Vote 3-1 P Tariot opposed Lot 25 Great Pond Road Brian Brewer requested an extension under the Bylaw Motion by P Tariot and seconded by A Brewster to extend the Order under the bylaw to expire on 8/22/93 Motion by A Brewster and seconded by P Tariot to accept 7/23 plan as a modification Lot 4C Forest St (#242-594) - Modification Motion by R Mansour and seconded by A Brewster to grant a modification Vote 3-0-1 P Tariot abstained r v . NACC 9/3/92 Page 2 Lot 24 Candlestick Ken DiRaphael requested a compliance Motion by R Mansour and seconded by A Brewster to issue a Compliance Lot 2 Lyons Wav - Determination (continued) Dave Jordan presented plans for a single family home Roger Warren would _ike a copy of the Lyons Way plans Motion by P Tariot and seconded by A Brewster to close and issue a Negative Determination with erosion controls as shown on the plan Mr Warren may copy the file Lot 1 Lyons Way - Notice (continued) Dave Jordan represented this project to construct a single family home in the buffer zone Motion by P Tariot and seconded by A Brewster to close and issue a decision with 21 days Lot 7 Lyons Way - Notice (continued) Dave Jordan represented this project to construct a single family home in the buffer zone The grading for the driveway is within 15' of the BVW R Doucette stated that a retaining wall can be built to increase the No Disturbance Zone P Tariot asked if the applicant would like to submit revised plans D Jordan stated that he would Motion by P Tariot and seconded by A Brewster to continue the public hearing to 9/16/92 #1806 Salem Street - Determination Addition to an existing house in the buffer zone Motion by R Mansour and seconded by A Brewster to issue a Negative Determination with erosion controls Vote 3-0-1 P Tariot abstained Town Farm Soccer Field #2 - Determination George Perna presented plans for a soccer field Motion by P Tariot and seconded by A Brewster to issue a Negative Determination with erosion controls Lots 2.4.5.9,13,17.21 Joanne Dr Lot 27 Donna Dr - Notices Dave Jordan presented plans for single family homes Lot 2 - G Reich stated that the house on Lot 2 can be moved to increase the ro-build zone and a retaining wall can be added to increase the no-disturbance zone D Jordan stated the plan will be revised Motion by P Tariot and seconded by A Brewster to continue to 9/L6/92 Lot 4 - R Doucette stated a wall could be installed along the driveway near the wetland to increase the no-disturbance zone D Jordan stated that he would agree on a condition to install such a wall P Tariot stated the driveway could be moved away from the wetland toward lot line D Jordan stated the project could be conditioned as shown Motion by P Tariot and seconded . by A Brewster to close the public hearing and issue a decision within 21 days Lot 5 - Driveway near the wetland Dave Jordan stated the .
