Motion by A Brewster and seconded by K Foley to adopt the minutes
of 10/21/92
OLD BUSINESS
North Andover Country Club - Update
R Doucette gave an overview of the tank removal
#980 Great Pond Road
Dr El Hefni has hired Kaminski & Associates to address the
wetlands Joe Cushing spoke with the Commission about compliance
with the NACC's Enforcement Order Discussion of potential
erosion problem Discussion of filing a Notice of Intent
P Tariot expressed concerns of Dr El Hefni's lack of compliance
Kaminski & Associates cannot file a Notice of Intent by the next
• meeting The Commission wishes to pursue the legal avenues
motioned at the last meeting
NEW BUSINESS
Lot 13 The Pines (#242-236) - Partial Compliance
Thomas Neve asted for a Partial Compliance for this lot on the
Pines Motion by P Tariot and seconded by A Brewster to grant
the Partial Compliance
Status Report Implementation of Lake Cochichewick Watershed Plan
The final draft of the Status Report was presented to the NACC
The Commission discussed the findings of the Status Report and
the implementation of its new recommendations

The house is 31' from the bordering vegetated wetland The house
could be placed as much as 40 ' Discussion of lot lines causing
house to be moved nearer to wetlands Motion by P Tariot and
seconded by K Foley to close the public hearing

Phil Christiansen submitted revised plans dated 11/13/92
R Doucette stated the area does not appear to meet the statutory
requirement of a bordering vegetated wetland Motion by K Foley
and seconded by A Manzi to close the public hearing
Lot 3 Blue Ridge (#242- ) - Notice
New site plans submitted by Patrick Seekamp of Wetlands
Preservation with new wetlands delineation Motion by P Tariot
and seconded by A Manzi to close the public hearing Vote 3-0-1
K Foley abstained
Lots 13 & 16 Lancaster (#242- ) - Notice
Patrick Seekamo and Jim McDowell presented plans for two single
family homes in the buffer zone Motion by P Tariot and seconded
by A Manzi to close the public hearing
• Woodland Estates (#242- ) - Notice
Peter Ogren of Hayes Engineering presented plans for a 29 lot
subdivision There are 3 wetland crossings of 1200 1500 and
1000 square feet each P Tariot discussed the calculation of
amount of bank impacted The total should be twice that stated
since the streams are perennial and not intermittent P Ogren
agreed There was also discussion of the possible need for a
wildlife habitat assessment R Doucette asked whether these
crossings were submitted as a limited projects P Ogren stated
that they had not been submitted as such but did meet those
standards The applicant may submit these as limited projects
The filing fee may be incorrect The only fee was for house
lots The crossings themselves have not been calculated into the
fee and shoul3 be The design of the wetland crossings was
discussed a detail should be submitted The hydrologic
calculations were discussed Motion by Paul Tariot seconded by
Kevin Foley to continue the public hearing to 12/2
#57 Essex Street (#242- ) - Notice
Les Godin of Merrimack Engineering presented plan for plans for
a septic system repair The repair is now 35 ' from the wetland
Motion by P Tariot and seconded by K Foley to close the public
hearing

DECISIONS
Lot 1 & 2 Great Pond Road
Motion by P.Tariot and seconded by K.Foley to adopt the decision
as written pending receipt of soil logs.
Lot 28A Sugarcane Lane
Motion by P.Tariot and seconded by K. Foley to accept the decision
as written.
Lot 30A Sugarcane Lane
Motion by P.Tariot and seconded, by K.Foley to accept the decision
as written.
