Lot lA Winter Street (#242-586) - Violation
R Doucette gave an overview of the issue Topsoil has been
deposited but not spread The bond hasn't been posted Motion
by R Mansour and seconded by P Tariot to post bond and install
erosion controls around topsoil by December 16
Lot 46A Bear Hill (#242-158) - Partial Compliance
Atty Peter Caruso appeared to request a Partial Compliance
R Doucette gave an overview Motion by P Tariot and seconded by
R Mansour to issue a Partial Compliance after R Doucette confirms
that there are no drainage structures on the lot
Seized Coventry II Bond - Discussion
Discussion of seized bond The Town Manager would like a
recommendation from the NACC re Friendly lawsuit to release
seized bond to FCDC Motion by P Tariot to release funds to FCDC
if no public funds are spent on legal fees Vote 4-1, G Reich
opposed
Notice of DEP site visit for Lot 1.7 Lyons Way appeal
Site visit scheduled for Tuesday, December 10 at 10 00 a m
Mazurenko Farm Trailwork - Discussion
Discussion of oroposed log bridge The Conservation Commission
has no opposition at this time A NOI will be filed for 12/16

Libby Wallace of Hayes Engineering presented revised plans
1 Roadway crossings larger culvert at first and third
crossings span at second Less wetland filling by narrowing
shoulders Applicant and R Doucette will work with Planning
Board to decrease impacts further
2 Detention ponds pulled work away from wetlands
Filing fees still needed for point source discharges Discussion
of bank impacts and wildlife habitat Discussion of limited
projects Construction sequence should be submitted
Re-establish flags at wetland crossings and detailed measurements
of bordering vegetated wetland at crossings, as previously
requested. Need cross-sections of wetland crossings also.
Discussion of construction impacts of building span. Need to
submit wetland replication plan. Motion by P.Tariot and seconded
by K.Foley to continue to 12/16/92.
DECISIONS
Lot 15 Carriage Chase
P.Tariot presented draft decision allowing wetland filling.
Motion by P.Tariot and seconded by R.Mansour to issue the
decision. Vote 1-3-1, P.Tariot for and K.Foley abstained, motion
failed. Discussion of setback requirements 251/321 .
Motion by P.Tariot and seconded by R.Mansour to issue the
decision with no wetland filling. Vote 4-1, K.Foley against.
Lot 31A Suc[arcane Lane
Motion by G.Reich and seconded by K.Foley to issue a denial.
Unanimous.
#57 Essex Street
Motion by P.Tariot and seconded by A.Manzi to issue the decision
as written. Unanimous.
Lot 10 Tucker Farm Road
Motion by P.Tariot and seconded by G.Reich to issue the decision
as written. Unanimous.
Lot 3 Blue Ridge Road.
Motion by R.Mansour and seconded by P.Tariot to issue the
decision as written. Unanimous.
Lot 13, 16 Lancaster
Motion by G.Re--' ch and seconded by R.Mansour to issue the decision
as written. Unanimous.
Motion by P.Tariot and seconded by R.Mansour to adjourn at 9: 50
p.m.
