Home My WebLink About1992-12-16 Conservation Commission Minutes j NACC MINUTES DECEMBER 16 1992 PRESENT George Reich Robert Mansour Paul Tariot Richard Milliard Alison Brewster Kevin Foley MINUTES Motion by P Tariot and seconded by K Foley to adopt the minutes of December 2 1992 OLD BUSINESS North Andover Country Club - Update R Doucette provided an update on the soil/water contamination and benzene found Three ground water wells will be installed and additional testing will be conducted Lot lA Winter Street (#242-586) - Update on violation Richard Aversa has posted the bond #137 Salem Street - Violation Discussion of lack of response to Enforcement Order and letter Motion by P Tariot and seconded by A Brewster to send an Enforcement Order requiring Mr Hamblet to appear NEW BUSINESS Lot 8 Hidden Court - Compliance Paul St Hillaire appeared to request a compliance Motion by P Tariot and seconded by A Brewster to grant a compliance pending receipt of letter from a professional engineer certifying compliance with the Order of Conditions Vote 4-1 G Reich opposed MINUTES Motion by P Tariot and seconded by G Reich to adopt the minutes of November 18, 1992 Lot 26 Candlestick (#242-461) - Partial Compliance Jack McGee appeared to request a Partial Compliance Motion by P Tariot and seconded by A Brewster to grant the request NACC 12/16/92 Page 2 _North Andover Estates (#242-585) - Partial Compliance Ernie Gralia and Jack Mallett represented this project requesting a partial compliance and a bond reduction Motion by P Tariot and seconded by A Brewster to grant the partial compliance After discussion of request for the bond reduction, motion by R Mansour and seconded by K Foley to issue a partial bond release and to retain $30 000 Vote 3-1-1 P Tariot opposed and G Reich abstained PUBLIC HEARINGS The following public hearings were open and continued to 1/6/93 Lots 25 and 27 Candlestick Road Lot 31A Sugarcane Lane (re-open) Mazurenko Farm Conservation Area 242- - Notice R Doucette presented plans for the trailwork Motion by P Tariot and seconded by K Foley to close the public hearing and issue the Order of Conditions within 21 days Woodland Estates (#242-634) - Notice (continue), Peter Ogren presented revised plans R Albano wildlife biologist also represented this project Discussion of changes • to detention ponds wetland delineation at the third crossing wetland delineation at the first detention pond Discussion of wetland vegetation to be planted in replication area Discussion of culvert details Construction sequence for crossing was submitted Construction sequence for BVW replication submitted Discussion of filing fee R Albano submitted information regarding wildlife habitat R Mansour questioned installation of culvert at crossing R Doucette questioned plant size as shown on plan (No smaller delineation of third crossing ) Motion by P Tariot and seconded by R Milliard to close and issue within 21 days of receipt of filing fee Vote was unanimous [George Reich no longer in attendance] Intersection of Holt Rd and Rte 125 - Notice M Schwartz of Mass DPW presented plans for roadway and drainage improvements Motion by A Brewster and seconded by P Tariot to continue to 1/6/93 when stamped plans will be submitted North Andover Heights (#242- ) - Notice Phil Christiansen presented plans for a 13 lot subdivision Jack Mallett presented plans for a wetland replacement area Plans will be revised to show new drainage swales and less wetland impacts at wetland crossing The following abutters expressed their concerns Mr Mason was concerned with traffic Mr Cunningham had concerns of springs and septic Mr Fink had • drainage concerns Mr Smith also had drainage concerns Motion by P Tariot to continue to 1/6/93 second by K Foley NACC 12/16/92 Page 3 Osgood Mill Condominiums (#242- Notice Jack Mallett presented plans showing a small parking area and a tennis court for the North Andover Mills Condos. The project is mostly complete under a previous (expired) Order of Conditions. Motion by P.Tariot and seconded by A.Brewster to continue to 1/6/93 . Information requested: as-built plan, move tennis court to meet 25/50. Wetland filing fee expense Motion by P.Tariot and seconded by A. Brewster to authorize up to $625 for the purchase of new file cabinets for wetland permit files using the Wetland Filing Fees. Deliberation on Woodland Estates Motion by P.Tariot and seconded by A. Brewster to request a point source discharge filing fee. Motion by R.Mansour and seconded by K.Foley to adjourn at 11: 00 P.M. George Reich
