HomeMy WebLinkAbout120 Milk Street - NACC #340 Small Project Approval - Permits #NACC #340 - 120 MILK STREET 1/22/2025 77 CONSERVATION DEPARTMENT Community & Econornic Development Division January 28, 2025 Matt&Liz Costerisan 120 Milk Street North Andover, MA 01845 120 Milk Street North Andover Fence Installation Small Project Permit Conservation Conditions of Approval, NACC #340 Pursuant to section 4.4.2 of the North Andover Wetlands Protection Regulations, the homeowners Liz & Matt Costerisan, filed for a Small Project Permit application under Categories "G" & "H", for work proposed at 120 Milk Street, North Andover. The work involves: installation of a G'woad privacy fence within the 1 00' Buffer lone,and some screening planting within a bare area between the 50' No Build Zone and 25' No Disturb Zone. The fence will remain outside the 50' No Build Zone as noted on dic plan and measured in the field. The fence shall include freeboard between the ground and bottom member of the fence, to allow for critter movement and free water flow as required and noted in the application narrative and fence contractor's quote proposal. During the January 22, 2025 public meeting, the North Andover Conservation Comi-nission (NACC) found this project to qualify as a Small Project Permit and voted unanimously to approve this project as proposed under Cale,goiies "G"and 1]"for planting native vegetation and installation of fencing that does not block flow of water or.wildlife movement subject to compliance pliance with the conditions listed below. The project is approved only as it relates to the Conservation Commission and any and all other approvals should be obtained by the applicant/homeowner. All work shall conform to the following: RECORD DOCUMENTS: Small Project Filing Including: e Application Checklist with supporting narrative and attachments, stamped received January 6,2025; o As-built plan annotated to depict location of proposed fence and plantings. The following conditions are hereby mandated: CONDITIONS: 1. The applicant shall share copy of this permit with both the fence contractor and landscape architect/contractor to ensure their understanding of this approval and conditions. 2. An on-site pre-construction meeting shall be scheduled with. Conservation staff and the fence contractor to ensure understanding of the project and limits of fence installation. 3. Prior to plant installation, a plant list including species, quantity and size shall be provided to the Conservation Departinent to ensure plant schedule consists of New England native species and are appropriate for the growing conditions. 120 Milk Street—Small Project Perinit.Approval Categories G&1-1 Page 1 of 2 4. A post installation inspection by Conservation Department staff shall be held to verify compliance with this approval. 5. '1.1 his permit is valid for one (1) year from the date of issuance. The applicant, homeowner and their contractors are advised that NO other work on the pto erty is allowed under this permit. The NACC has Jurisdiction over all of the wetlands and associated 1 00-Foot buffer zones and 200 Riverfront Area to the Shawsliccn River on site and any wor that involves ground disturbance, or changing the current conditions in these areas will require t)crl,lllttlnv with the NACC. This includes,but are not limited to, house additions,pools. patios, decks, sheds. fences,garden beds,landscaping and bridge installation, tree or vegetation cutting/pruning.
