5 E. Goldman Chairman: The Planning Board meeting for January 21,2025,was called to order at 7 p.m.

7 DISCUSSION ITEMS
8 Oven Space and Recreation Plan,Krista Moravec Horsley Witten: Present draft plan.
9 Amy Maxner,Conservation Administrator,Town of North Andover: Provided an overview of the plan update process and
10 explained that the Planning Board is one of the entities required to endorse the plan as part of the approval process.
11 Krista Moravec AICP Consultant& Senior Planner HorstPY Witten Group: Presented highlights of the draft OSRP plan
12 including goals and actions.An OSRP considers public or private undeveloped land that has conservation/recreational interest
13 or value,including, but not limited to,parks,playgrounds,playing fields and courts.Communities develop plans to benefit
14 their resources. OSRPs measure the needs and challenges of a community,are adopted to track success with those challenges,
15 and help maintain eligibility&provide leverage for grant funding. Recent North Andover accomplishments include
16 acquisition of Glennie Woodlot&400 Great Pond Rd.properties,adoption of farmland of local importance designation-
17 increasing the number of fares eligible for funding,updated the Lake Cochichewick Watershed Plan in 2021,engaged in
18 resiliency planning protecting open spaces, secured fielding for tree inventory&management plan,and an Athletic Fields
19 Master Plan-2023 including new facilities at McEvoy Park softball complex,paths,pickleball court, Carter Field baseball
20 diamond,and various play structures, Explained steps included in the update process:reviewing data,holding public
21 workshops,issuing community surveys,drafting a plan.Communicated that the Division of Conservation Services(DCS)is
22 looking for letters of support and comment from the Planning Board, Select Board,MVPC and Conservation Commission.
23 Report will include importance of improving&maintaining water quality,protecting landscapes,creating links for habitat&
24 wildlife corridors,agricultural lands,inventory,management and protection of trees& forestry. Management strategies will
25 address municipal Conservation land,implementing the Athletic Fields Master Plan,create staffing to match tasks and
26 denand,communication&engagement,resilience to climate change and natural hazards with mitigation plans and promoting
27 environmental stewardship.The 7-year plan is drafted with minimum of 10 town departments,community and regional
28 partners. Consultant to meet with Conservation&Select Board Feby/March;submit draft to DCS for review once the final
29 approval is complete.
30 S.Kcvlahan:Noted the magnitude(I K acres)of Chapter 61 farmland in North Andover as being significant.
31 P. Boynton: Corrected a photo labelled incorrectly. Considers the report to be a fantastic resource. Questioned how the town
32 will use this plan going forward,
33 A. Maxner: Explained that the Conservation Field Inspector job description now includes a planning function.This position
34 will be a point person to facilitate accomplishing goals and objectives within the plan.
35 P. Boynton: Suggests two ongoing initiatives related to protecting the sole drinking water supply be included in the OSRP.
36 (Item I)-Requested a technical study of tlue condition of the water using about 20 measures from the 1987 Watershed Plan as
37 a benchmark to compare how those same 20 measures look today.Noted that in 2024 the Town Manager was seeking funding
38 for the technical study of the water supply. (Iten 2)The Town commissioned a task force in the`90's that included Brooks
39 School.In that report,Brooks committed to explore,as technology allowed,transitioning gas engines to electric engines.
40 Based on the safety component, it's fair to say they haven't been ready to make that transition,but they are assessing it. Given
41 that we do not allow gas engines on the lake,except for this grandfathered use,requested it be documented here. Suggested
42 areas in the report where these two iterns could be mentioned.

52 submission;anticipates redline edits addressing the concern raised at the last meeting will be provided at the next meeting.

59 J. Enright; Informed the Board that K. Kelley has[Wade several recommended edits that aim to streamline the verbiage.
60 E. Goldberg: Questioned whether anyone has heard any comments or feedback on this draft bylaw.
61 Board: Common themes heard amongst the community are mostly inquiries about how they will work. Board questioned
62 sponsoring another public forum on ADU's.Board agreed it may be a good idea after the final guidelines have been received.
63 As an alternative,the Board discussed doing another 3-4-minute video public service announcement with NACAM to inform
64 the public on what is happening and how they can learn more at the public hearings.A flyer on town email may also be
65 considered.
66 E. Goldberg: Explained that if a bylaw isn't passed building permit applications would default. to state law.The Building
67 Inspector will be responsible for all ADU decisions on a perinit basis without any oversight by the Planning Board.Also,
68 there wouldn't be a special permit process in place for more than one ADU on a lot.

71 MOTION: S. Kevlahan made a motion to accept the minutes for January 7,2025. P. Boynton seconded the motion.The vote
72 was 5-0,unanimous in favor.
