Re: Penni. Lane Subdivision
Dear Bill:
I have gone over the definitive plan, of the above
proposed subdivision and would like to make the following ,
recommendations:
I approve of the drainage as shoe on the plan, but I
would like to see the 2 foot existing culvert on Stiles
St. changed to a 30 inch pipe due to the added water that
will be directed through this culvert during the wet season.
I would suggest that the Highway Department would be willing
to cooperate in this matter, by installing the pipe and r
headwalls. I would expect, in return, the developer would
supply 40 ft. of 3.4 gauge 30 inch' coated aluminum pipe and
l band, as his share of this project.
I would lake to suggest that on this subdivision and
in future subdivisions envolving culdesacs, we' widen the
portion of the road where it interescts with the circle.
It is proven on existing culdesacs that pleasure vehicles
as well as trucks and plows but across the grass plot
while manuveri.ng to make the circle and inturn have this
,area torn up and messy looking at all times.
I would like to mention that our regulations now call
` for 2 inches of binder and l2 inches of top for surfaces
and not 1211 and III as shown on the plan submitted.
This is the first subdivision to come under our new
Inspection Form Plan and I would like it made known to the
developer that I will expect all aspects of this form to
be followed to a tee.

l would like to add that, 1 will not allow bander or
:finish bituminous to be cut, or excavated, under normal
circumstances after paving has been completed. However,
if such cuts or excavations were to be made on an emergency
basis, 1 Would expect such patches to be done in compliance
with the specifications set by the Highway Surveyor, which
would constitute a first class patch. Such specifications
are available at the Highway Department Office. '

Dear Mr. Chepulis:
We are in receipt of the Definitive Plans of
the Harold Parker Estates dated. 12/1.8/74, together With soil logs
and percolation tests as observed by Joseph Barbagallo, Registered
Sanitarian.
As a result of reviewing this data, the Board
of Health gives its approval for the subject sub-division. However,
each lot of the subdivision `sill, require individual disposal system
permits subject to our rules and regulations of 1.974, copies of which
are on file in this office.

RE: Harold. Parker Estates, Definitive Plan,
2 sheets, dated 18 Dec. 1974
Dear Sirs:
1. It is noted that no drainage easement is shown on the stream on lots 7 thru
10. The Commission has requested that this be drawn on the final plans.
2. Under the most recently enacted amendment to the Wetlands Act, limits are
defined on the areas subject to the Act. Technically, only the area within a
100 ft. horizontal distance from the bank of the stream or from the water elevation
of a 100 year storm falls within the jurisdiction of the Act. Given the size of
the lots and the location of the stream in this subdivision, it seems improbably
that any activity will take place in the critical area. Rather than require a
formal filing for the entire subdivision, it has been suggested to the developer
that he file a "Request to Determine Applicability of the Wetland Protection Act"
with the Conservation Commission. In this way, the area of applicability will be
defined and it will be up to each lot owner to file a Notice of Intent if some
activity is proposed on the defined area in the future. No public hearing is required
for this determination; however, the new regulations require that all abutters to
the area be notified that such a determination is being requested.
