HomeMy WebLinkAbout2025-01-09 Community Preservation Committee Minutes Community Preservation Committee Minutes of January 9, 2025 Present: William Callahan, Marsha Finkelstein, John Simons, Terrance Holland, Rick Green, Adam Bagni, Ron Rudis, Tim Tschirhart. Absent: John Mabon Staff: Zach Melcher William Callahan read guidelines for a remote meeting and called the meeting to order at 7:00 pm. Welcome new member- Marsha Finkelstein to represent the Housing Authority. Notice of Project Intent applications Wisteria House - Rachel Cassidy of 266 Main Street gave a brief history of the property and spoke about an application she would like to submit for repairs to her property. She is looking for any financial help the CPC could provide. The property is on the list of historical places. J. Simons would like to establish a small fund to sponsor property owners who restore older historic properties. R. Rudis was concerned with using public funds for private homeowners, suggesting that Town Counsel weigh in. Public access and public benefit would be the concern. Historical Society—Joanna Kerr, Executive Director of the North Andover Historical Society spoke about an application she will be submitting. One application will be for the Founders Hall and Johnson Cottage and the second is for the Parson Barnard House. The request this year would be for insulation in order to preserve the two properties. The applications will be for approximately $25,000 for each property. The intent is to preserve the property. Schofield Mill - Stan Limpert of the Historical Society provided a brief history of the Scofield Mill and explained the project application. It is currently owned by the Town. The application is to transfer ownership to the Historical Society in exchange for a piece of property near the 15t burying ground. Then they would refurbish the Scofield Mill and it would be used similar to the Parson Barnard House. Refurbishment of the property would simply make it usable. They would want to shore up the floor joints in the basement, restoration of some walls, take out the kitchenette, and make the bathroom ADA accessible. It would be used for education purposes. Applications are due on January 315t Discussion of eligibility for proposed projects—W. Callahan suggested maybe doing a two-stage application in the future. Vt is applicability, second would be actual application. This can be discussed for next year's application process. Quarterly Reports—W. Callahan stated that the Library Stairs are complete. Closed Accounts—Zach & W. Callahan will go through the projects and prepare to close out anything that is completed. We should take a look at some of these projects for installation of plaques. Financial Reports—After projects are closed out, we can review the financial reports. Meeting Minutes— MOTION made by T. Tschirhart to approve December 12, 2024 meeting minutes, seconded by R. Green. J. Simon-yes, R. Green-yes, Adam Bagni,T. Tschirhart and R. Rudis-yes. 5-0 vote. W. Callahan and T. Holland recused themselves. M. Finkelstein abstain. MOTION — R. Green made a motion to adjourn, seconded by T.Tschirhart. All in favor, vote 8-0.
