Nitzsche 14 11'i'O 31 IQ Date: June 16, 1986 OJl WaU i DEFINITIONS SECTION APPLICANT: Riding Real Estate, 23 Main Street, Andover , MA 01810 THE BOARD: Shall mean the Planning .Board of the Town of North Andover, MA ( 120 Main Street, North Andover, MA) THE RULES : Shall mean the Rules and Regulations Governing the Subdivision of Land -- North Andover, MA issued by said Board and as amended through this date. THE PLAN: Shall mean Preliminary Subdivision Plan by BBC-Bedford (Francis DiPietro) dated April 24, 1986 prepared for the applicant. f Vote to disapprove the Equestrian Business Park for incomplete subdivision submittal and for the reasons lasted below: 1 . In accordance with Section ITS[ , A, 2 Preliminary Flan Contents the plan lacks the following requirements : a) Necessary utilities are not shown on the plan denoting Connections ( if :feasible) to town water or sewer line or extension is shown on plans . b) The plan does not have Board of Health approval as specified in Chapter 41 of the Mass . General Laws . No test pit, deep hole or spring water table data has been submitted to the Planning Board or Board of Health to determine the feasibility of the subdivision. 2. The applicant has not provided the Planning Board with data for mitigating surface run-off in accordance with Section ill , A, 9 Proposed Drainage. 3 . No information has been provided to the Planning Board documenting approval from the State Dept . of Public Works for a curb cut onto Route 114, or a provision for acceleration/deceleration lanes . That strip of: Route 114 provides a passing lane creating a serious hazardous rY intersection with Equestrian Way. <, J,IJ In accordance with the North Andover Conservation �,A`;u ` Commission there are wetland boundar discrepancies in 4! q.-accordance with Chapter 131 . Flood storage and wetland car °C:) - p g replacement areas are discouraged in areas of steep grading was shown on said plan. 5 . The Planning Board questions the suitability of the site as a two ( 2 ) lot industrial subdivision based on the extensive wetland area and associated filling for the road, parking area and building based on what is allowed under the North Andover Zoning Bylaw. 6. No provisions were submitted to ensure that erosion would not adversely affect the extensive wetlands . 7 . It is unclear as to the properties present and future plans to access Berry Street. Said road is unable to handle any increased traffic load.
