Organization: Green International Affiliates, Inc. From: Erica Guidoboni, P.E. Date: November 22, 2024—revision 2.0 Subject: Downtown Streetscape Project—North Andover, Massachusetts Thank you for the opportunity to provide a proposal to support Green International Affiliates, Inc. on the Downtown Streetscape Project in North Andover, Massachusetts. Based on our conversations around the work plan for this project, Toole Design Group("the Consultant")will provide professional transportation planning and engineering services to Green International ("the Client") in accordance with the Scope of Services as specified below. Specifically, the Consultant will support conceptual design refinement, lead public outreach, and provide pedestrian and bicycle accommodation design approach and services. We understand that the current preferred alternative for the Project proposes streetscape improvements to enhance the pedestrian experience along Main Street, Water Street, and High Street in North Andover. The proposed design aims to meet the pedestrian experience objectives by reducing vehicle speeds, shortening crosswalks and reducing pedestrian exposure, and enhancing the public realm on the sidewalks and through pocket parks and lighting. ''I"ask 2 Support Conceptual es i iin MAhneinrient Task 2.1- 3: Conceptual Design Re llnear"nrmein': Toole Design will assist with the development of the preliminary(25% design)engineering plans for streetscape improvements along Main Street, Water Street, and High Street(as defined in the RFP). Toole Design's scope under this task includes advisory design assistance, senior technical review, written comments and/or markups of internal draft plan sets, and assistance in response to Town considerations. Green International will provide Toole Design with available background materials such as previous studies, traffic counts, other nearby project materials, or concepts for review.Toole Design will conduct a field visit and observations to determine existing pedestrian and bicycle desire lines, conflict points, lines of sight, and to evaluate the pedestrian, bicycle, and transit user experience. Existing generators of pedestrian and bicycle activity will be identified and condition of existing bicycle facilities and pedestrian facilities will be documented. A project kickoff meeting is assumed to be held with key staff to finalize the scope of work which will include a project schedule, preliminary public engagement activity dates, and key deliverables and review periods.
