Minutes of February 13, 2025

William Callahan read guidelines for a remote meeting and called the meeting to order at 7:00 pm.
FY26 Applications—
High School Tennis & Pickleball Courts - Steve Nugent, NAHS Athletic Director and Greg Landry,
Director of Personnel and Operations spoke about the application submitted. The application is to
completely redo the North Andover High School tennis courts. No maintenance has been done for over
20 years and are currently unsafe. All town residents would have access and enjoy new courts. R.
Green asked if they have received feedback from the Conservation Commission. They are working with
Gale Associates who is doing the Town's Master Plan and have been engaged with the Conservation
Commission. J. Mabon commented that the Town submitted their Notice of Intent to the conservation
Commission last night. The proposal is a redevelopment in the same footprints as old courts and
improvement to the entrance. This portion of the project looks very favorable. Steve Nugent has
spoken with some neighbors and they are favorable. Underground for the lighting would be done now,
and lights can be added at a later time. The application cost of$750,000 covers the underground
lighting and new access. Hours for public access was discussed.
Historical Society-Johnson Cottage and Parson Barnard House —Joanna Kerr, Historical Society
Director, gave a brief history about the two properties. The request if for installation and weather
stripping at both properties. Spray foam can not be used, and Mass Save would not cover this work.
Joanna presented two proposals she received.
Historical Preservation Master Plan Implementation — Ron Rudis, Chair of the North Andover Historical
Commission reviewed the application submitted. This includes design guidelines and document
preparation as well as Historic house data collection. The cost includes consulting cost. Do you have a
sense of how many properties are involved? Not at this time. This would assist in receiving historical
grants.
Historical Preservation Grant Program Pilot-J. Simons spoke about residents that have come before
the Committee looking for funds for small historic preservation projects on private property. Funding
private property projects is complicated because of the public access. He is proposing setting up a grant
program to assist Cambridge & Springfield have similar on a larger scale. He would like to propose
something for North Andover on a much smaller scale. Technically there has be a public benefit
involved. This may involve an open-house once or twice a year, People coming in presenting to students
or several other options. He suggested setting aside $25,000, and managed by the Historical
Commission. Residents can submit a project and the Historical Commission decides which projects to
fund. An explicit set of criteria would need to be established. T. Tschirhart and T. Holland agree there is
a need.
Financial Reports—They are working on getting documents together to close out some projects.
