The undersigned hereby further covenants and agrees with the Town of North Andover, upon approval of said DEFINITIVE plan by the Board: 1. To install utilities in accordance with the rules and regulations of the Planning Board, the Public Works Department, the Highway Surveyor, the Board of Health, and all general as well as zoning by—laws of said Town, as are applicable to the installation of utilities within the limits of ways and streets; 2. To complete and construct the streets or ways and other improvements shorn thereon in accordance with Sections Iv and V of the Rules and Regulations of the Planning Board and the approved DEFINITIVE plan, profiles and cross sections of the same. Said plan, profiles, cross sections and construction specifications are specifically, by reference, incorporated herein and made a part of this application. Summer Street to Mosquito Brook. Ground cover consists of heavy vegetated growth with scattered brush throughout the site. The site has no defined trails or paths, nor does it serve as a link between open spaces. The project consists of a 770 + foot roadway and the construction of 5 lots which would serve single family dwellings . This land use is conducive to this area of North Andover ;o it would blend into the existing surroundings. The project will also contribute to upgrading Rea Street to bring it up to existing Town Standards . SURFACE WATER AND SOILS The project has no standinfy water (.in site , but is adjacent to Mosquito Eroor_, The northern tip of our site meets with the brook at Rea Street. No wetland was observed on our rite , howevE:•r, adjacent to our site Mosquito Brook has a large wetland surrounding it upstream of Rea Street , but it was not found to encroach our site. A Notice of Intent will be filed for the site to address all erosion and sedimentation control. measures. During analysis, the Flood Insurance Rate Hap (VIRIi) for the Town of North Andover indicated that part of the 100 year flood plain was on our site. Subsequent calculations revealed that the 100 year storm did cause flooding up to Elevation 166, which doe,. encroach our site on the Westerly side. 7hi2 flood line is shown on sheet 2 of ' of "Subdivision Plan of Land of Florence Estates"in North Andover, KA, drawn for EC.) Inc. , dated November, 198h . Existing site drainage consist,; of an east to west over land flow f.com Summer Street to Mosquito Brook. The :,uhseliuent roadway and lot grading w'i..11 try to retain as much of this natural drainage pattern as possible. Two sets of catch basins will be provided, one set will be at the intersection of the proposed South Cross Road and Rea Street . 'Phis will channel the surface runoff through subsurface drain Lines to the urstream end of Mosquito Brook where it would flow naturally. The second set of catch basins will collect the upper portion of the nroposed cul-de-sac and channel it through ,treet drain lines between lot '� and ?. Rip-rap will be provided at the outfall of the system so as to control erosion. Also, site grading will be done .so as to be conducive to the natural flow of storm drainage runoff, and all grading will be loamed and seeded after construction. Any increase, due to road and douse construction , could be handled by the wetland area adjacent to Mosquito Brook which has a surface area of 80+ acres. See enclosed "Pre-and Post-Development Drainage Analysis" for design Sewage will be handled by on lot subsurface disposal systems if underground pro. o-.:- sewer lines are not approved by the Town at the time of scheduled construction of these houses. MERRIMACX ENGINEERING SERVICE`, IN( • 66 PAR,, STREET 0 ANDOVER MASSACHUSWS 01810 At this time, various developers of land in the Salem Street area art, working on preliminary plans for a comprehensive sewer system that would service parts of Salem Street , Abbott Street , Rea Street , and Bradford Street. When plans are worked out between all of the concerned parties , Florence Estates will be booked up to public sewer. flans are beinp, lookeFi at for a common pumping station near Mosquito Brook, in the vicinity of the proposed Francis Estates. As of now, subsurface disposal systems are proposed. All subsurface disposal systems will be 41 above the seasonal high water table , therefore causing no adverse effect on subsurface coater. All Local and State Regulations will be adhered to during construction of the disposal systems.. T014N SERVICES The proposed site will generate 2 cars/lot for a total of 1(-j cars . ;:aci car will generate about 8 trips/car/day maximum, therefore , resulting in 80 trips per day, which would be serviced by the upgraded flea Street . Cars could egress onto either Summer Street or the proposed road for Francis Estates which would provide acces', to Abbott Street. Offstreet parking will be provided at eaci, i rl the form . of a driveway. Overall circulation will be improved becau:>e of the upgrading of ilea Street, and police and fire protection will be improved. Approximately 1,500 feet of road will be uti l.t , and subserluentl;r , maintained by the DPW. Also, water service will be extended down t'rom Summer Street to service the 5 house lots. The project will add approximately 10-15 ri,ildren to the educational system.
