The North Andover Planning Board has voted to APPROVE said plan, subject to the
following conditions:
1. That the record owners of the subject land forthwith execute and record
a "covenant running ,with the landif! or otherwise provide security for the con-
struction of days and the installation of municipal services within said sub-
division,, all as provided by G.L. c. 41, S. 81-U.

Conditions on Canterbury Village Subdivision as follows:
w0a") Highway barrier be shown between the present terminus of the easterly end of
Cotuit St6 and the proposed subdivision roadway.
b) Re naming of roads be shown on the definitive plan.
V/0) Main drainage trunk which runs behind Burke's house to the outfall 'Phall be 30 in.
pipe.
,- d) All catch basins and manholes of 30 in. pipe shall be of the "poured in place"
type.
At elevation 165, the dog leg in the drainage pipe shall be removed.
%- f) All off-street drainage and utilities easemento shall be deeded to the Town of
,North Andover.
g) Water and sewer construction shall be in accordance with the Board of Public Works.
Fire alarms shall be installed in accordance with the Board of fire Engineers.
All construction improvements shall be built in accordance with the "Rules and
Regulations Governing the Town of North Andover" dated 1973 which were in effect
on the submission of Canterbury Village preliminary plans.
j) Piling of a Notice of Intent with the Conservation Commission inasmuch as the locus
falls within the jurisdiction of the Wetlands Protection Act.

Bear Sir:
The following petition was heard at tia meeting of the Planning Board on Tuesday evening,
April 220 1975o at 8:30 P*M, in the Fire: Station Meeting Room. The following members
were present and voting: William Chopulis, Chairman; Paul R. Lamproy, and Joni J.
Monteiro. The meeting was tape recorded in order that the two absent members, irossro.
0stherr and Salemmef would be aware of what transpNed and would be able to vote on the
subject.
Frank C. Colinas, repreoenting the applicant, Franklin S. Davis, petitioned for a subdi—
vision of a parcel of land containing approximately 13 acres situated off Chickering Rd,
to be subdivided into 85 Lots.
Mr. Colinas prevented plans to the Board which outlined 85 lots and an additional 4
aocessory use lots. A buffer zone of single—family homes is provided on Ipswich St.
and a rood barrier and grade separation denoted on the utility plan is the buffer can
Cotuit St. Mr. Gelinao pointed out there all the drainage pipes were located per the
plan on file. The townhouses will be completely seweirod.
Opposition was expressed by the following area residents:
Joseph Marchand, 161 Cotuit St.: Voiced concern about the water drainage when it reaches
the 2 acres of open apace and fools the water course will be changed.
Barbara Ma.rohand, 161 Cotuit St.: Questioned irhy the open area is so far wway from the
development.
Gerald Goldman, 10 Kingston St.: Opposed to the development because the 200 families and
300 oars would do damage to the area.
Mr. Hmuroiak, 14 Cotuit St., Mrs. Robt. Hoar, 667 Waverly Fed., Mr, Joseph Court, Brewster
St., and Mrs. Collins, 20 Village Green Drive all spoke about the tremendous triffio
problem.

Atty. Clifford Elias, who said he was not really opposed, asked about the aocessory lots
and also expressed concern. over the traffic coming out onto Chickering Rd. as his client,
the Eagle—Tribuno, is taking into oonsideration the general safety in the area.
At a meeting hold oil ILLY 51 1975, at which all members were present except Mr. Chepulis,
04 Ostherr madva motion to approve the subdivision called Canterbury Village subject to
the conditions outlined below. Aar. Lamprey seconded the motion and the four mombers voted
unanimous approval.
1. That the record owners of the subject land forthwith exeoute, and record a "covonant
