North Andover Affordable Housing Trust
Meeting Minutes
January 14, 2025
Present: Laurie Burzlaff, Richard Vaillancourt, Robert Bernardin, Peter Koesterherm, Joyce Pinkham
and Janice Phillips.
Absent: Joan Fitzgibbons
Meeting was called to order at 5:00PM in the Select Board Meeting Room at Town Hall.
Approve minutes of November 19, 2024
Peter Koesterherm made a motion, seconded by Janice Phillips to approve the minutes of November
19, 2024 as presented. Motion approved 6-0.

Mr. Bernardin reviewed the financials. No major changes. The unencumbered available balance is
$398,697.
Discussion and possible vote on proposal from Habitat for Humanity
A draft agreement with Habitat was provided to the Trustees for review. Mr. Koesterherm asked whether
payments would be made in advance or at end of project. Ms. Burzlaff stated Habitat would send a letter
with information on the approved project and amount they are requesting. Funds would be disbursed
when the project was complete. Added language about condominiums to match proposal. Language in
agreement allows for some flexibility. Paragraphs 1-9 is the overall agreement and the Addendum
outlines the specifics of how each grant is handled.
Motion made by Janice Phillips to allow Rob Bernardin and Town Counsel to work with Habitat for
Humanity to draft a final agreement for approval by the Trust, seconded by Joyce Pinkham. Motion
approved 6-0.
Discussion with Center for Assistance to Families regarding Brown Court projects
Damaris Frias-Batista and Annmary Connor were present to give the update. AnnMary indicated that
they are in the process of submitting an application to change the zoning for 20 Brown Court to push the
house back. This will allow for 2 units at 20 Brown Court and 4 at 14-16 Brown Court. 14-16 is under
agreement; however, Ms. Burzlaff noted the agreement expired last year. The Trustees encouraged CAF
to get a new agreement signed ASAP. The trustees asked how they are funding the projects. AnnMary
stated they are applying for a Neighborhood Assistance grant. If they do not receive that, they will seek
other grants/loans. Mr. Bernardin asked for CAF to provide a pro forma. CAF will come to the next
meeting with that information. Ms. Phillips suggest CAF apply for a federal earmark.
Ms. Connor also informed the Trust that 13 Annis Street is in foreclosure and they are working with the
owner and the bank to find a new owner.
Approval of application to Community Preservation Committee
The application is for $200,000 to be used for upfront costs to build 6 units at the Fountain Drive property
owned by the Housing Authority.
Motion for to approve and submit the application for Community Preservation Funds made by Janice
Phillips seconded by Robert Bernardin. Motion approved 6-0.

Motion for adjournment made by Janice Phillips seconded by Robert Bernardin at 6:04PM. Motion
approved 6-0.
