I would like the board to have a little background on the current situation . I purchased 327 Salem St last November when at the time the Former Gentleman owner walked the land and showed the lot line where the double rock wall is which lined up with the mailbox. Unfortunately I did not do my due diligence and learned in April 2024 after the lot which is 335 was purchased that infact when the original lot was split that a large portion of the driveway was to be relocated to the new lot 335. When the initial approval was done on this lot the safety issue of 327 driveway was not brought to light. 327 is right on a very dangerous hidden corner. Everyday I am in fear of getting out of my driveway. Steps I have taken as this is very serious 1. Cleared the entire wall of over 6 feet high bushes that blocked the complete view to Appleton I have learned in the last couple weeks by DPW that the old owner was told to do this for the safety of the walker etc. however that was never taken care of. I had no prior knowledge of that but took it upon myself to address for the safety of me and pedestrians walking by. 2. 1 contacted the NPD/DPW who have placed a Hidden driveway sign as you approach 327 and Appleton(As I was told it really is a false sense of security) The speed limit is 20 MPH. The police was very kind in placing flashing speeding signs for a few weeks which helped a little but have been removed and traffic continues to go high rates of speed. I also was told that the crosswalk that my driveway literally backs into will be moved as it is a safety issue. I attended a planning board meeting for the water shed and unfortunately after that meeting I came home to find 13 3 feet boulders place on the property line which has created a hazard for me. ( cars while exiting my driveway have clipped the boulder. I contacted DPW and asked how much from street to my land is town? Originally they told me(a young women) to contact building Commissioner who than redirected back to DPW. After several weeks I was told boulders are on his property.(This information was given without any validation) Than on Approximately 8/8 the expiration of the variance became common knowledge and I can home to find my mailbox had been removed from my original post and put in a cement bucket in my driveway. I contacted North Andover Police who filed a report however it is not in their jurisdiction I have filed a report with US Postal Inspector and Local Postmaster. I went back to DPW and Building and asked again about boulders at least the last couple that is causing me heartache. Chuck from Lawrence has done a site visit and has been in contact with Curtis at DPW. I spoke with Director Stanton totally that was extremely courteous but explained they do not have an answer where the line really is. They have reached out to the original surveyor (However it is now approx. 2 months with a resolution) I welcome you all to come for a site visit to see the dangerous predicament I am in. Everyday I have to help my 17 year old daughter to exit the driveway safely. If possible I am asking that a condition of the variance be an easement granted to 327. When the lots was split this issue was not brought about as it was the same owner. 195.72 Street frontage sites a few things that contradicts what is happening (There will be no nuisance or serious hazard to vehicles or pedestrians?
