Additionally,it's our understanding any previous decision have expired and we want to ensure that is upheld appropriately. Our property is south of 335 Salem Street, with some adjacent land on the outskirts of our property. Our property sits downstream from water overflow systems and contains a drainage pipe that moves water to the wetland area located at 240 Marbleridge Road.We have experienced considerable flooding, and damages resulting from the water flow system as currently constructed. As abutters,we have significant worries about the potential impact that building a single-family home will have on water flow and flooding not only to our property but also to the surrounding properties. Current water flow and flooding:The drainage system runs directly through our backyard, feeding drainage/excess water from upstream(we do not know from where). We have experienced multiple issues with excess flooding that takes up nearly an acre of our land, reaching up to 4 feet deep. This caused a foul odor, altered the land's makeup, prevented our children from playing in their yard for two months of the summer(they could drown it was so deep),and cost us upwards of$5,000 per flooding incident. The town has claimed no ownership or maintenance of this system, which is not accounted for in our property documentation,so all issues are placed solely on our shoulders. Please review the attached photos and video evidence of flooding from July 2023.In one of these images, you can see the 335 Salem Street residence and can see how adding a property, which will undoubtedly alter the impact of water flow, will directly impact us.This flooding lasted roughly two months and had significant financial and mental effects. The attached video shows the massive footprint of the flooding and how close it came to damaging our property and impacting our gas-powered generator.Financially,we had to pay for Girardi Plumbing to pump over 1,000 gallons of water out of our yard, ultimately moving the flooding impact down roughly 1-2 inches. The mental effects were omnipresent as the flooding was approximately 2-3 feet from reaching our finished basement. We were constantly manually pumping water via a system of hoses to a sewer drain at the end of the road to mitigate the overnight stress of water rising while we were sleeping. Ultimately,no amount of due diligence can be put in place to ensure this proposed construction will not result in catastrophic flooding and property damage to our dream home.We will take any and all legal action necessary to protect our homestead. u 7 flIqIIpII,I II (I di 'i III (li I, P rr 1 ✓i -Zachary&Jessica O'Neil Owners 270 Marbleridge Road 3 attachments IMG_7391.MOV 8604K IMG_7389.MOV 3417K IMG_7389.MOV 3417K Jean Enright<jenright@northandoverma.gov> Fri,Aug 9,2024 at 10:25AM To:Zachary ONeil<zachoneil@gmail.com> Cc:zoningemails@northandoverma.gov,Jessica Reed<jessica.reed711@gmail.com> Zachary, I am confirming receipt of your email.
