Re: Ingalls Crossing Extension
Dear Members of the Board:
At the Planning Board meeting held on August 17, 1981, a list
of items relating to the referenced subdivision was received
by the writer, and a request was made for me to make comments
on these items. The following are the responses to the items:
1. In talking with the Highway Surveyor, the Board of Public
Works, and other departments required to provide technical
input of the subdivision, no comment was made as to its
unreadability. Each department felt they understood the
drawings and were able to respond to them in a clear and
concise manner.
2. It has been accepted practice by the Planning Board and
applications for preliminary subdivision plans not to
submit profiles during the preliminary process . Grading
is to be shown either by percentage slopes on a plan or
on actual regrading of contours . In the case of Ingalls
Crossing Extension, our office submitted a regrading plan.
3. Proposed Road A was shown for the purpose of indicating
to the Planning Board the ultimate disposition of Laconia
Circle. The Planning Board had requested that we show
the ultimate extension of Laconia Circle beyond this
submittal. It should be noted that during the definitive
stages of the next submittal, Laconia Circle will be
extended to Forest Street as requested by the Highway
Surveyor and Road A will be shown in its entirety south
of Laconia Circle, which will end approximately 500 feet
from Laconia Circle in a cul-de-sac.

4. 1t has been accepted practice by the Planning Board not to
have the applicant submit road names during the preliminary
process, but that road names be submitted upon definitive
plan approval.
5 . Same as Item 4.
6 . All easements for drainage have not been shown and drainage
design has not been definitized. Said drainage will be
definitized upon the definitive plan approval .
7. The writer was not able to understand Item 7.
8. The preliminary plan submittal was obviously for that portion
of Ingalls Crossing Extension which has not been submitted
thus far as a definitive plan. The proposed pond has been
submitted as part of the definitive plan previously filed.
9 . The applicant no longer owns lots 11 and 27.
10 . It is :not the intention of this office, nor previous practice
of the Planning Board,. to show all wetlands on a preliminary
submittal in that 'final topographies have not been obtained,
nor is there a requirement for final topographies to be
obtained. Topography is required only in a general manner
to insure the feasibility of what is intended.
11 . Same as Item 10.
12. Same as Item 10.
13. Lots 8 and 9 have been processed as a definitive plan and not
part of the submittal. This submittal includes the Laconia
Circle Extension beyond lots 11 and 27 to its ultimate
destination of Forest Street.
14. Same as Item 13.
15. Lot 3 has been acted upon by the North Andover Planning Board.
16. You will note that on sheet 1 of 3 there includes a note
regarding the zoning which is zoned R--2.
17. The ownership of that portion of land which no definitive
action has been taken is owned by Andrew Circle Realty Trust,
North Andover, MA.

18. It has not been past procedure to show previous Conservation
Commission conditions on a preliminary plan of the land
abutting the application.
19 . The writer disagrees with this comment.
20. Lot 39 has been part of a formal definitive plan submittal
and approval.
21 . We will qualify this matter upon, definitive plan approval .
At this time, no dwelling is planned on lot 26 because of
its location with respect to the power easement.
22. The balance of the applicants land has been submitted as a
Form A on Sharpners Pond Road and, as yet, has not been
approved by the North Andover Planning Board. We will clarify
this matter at the time of the definitive plan approval .
23 . The site distance of proposed Road A is in excess of the
recommended AASHO site distance for a 20 mile per hour
speed zone, i .e. , 120 feet.
24. Drainage calculations are not submitted at the time of the
preliminary plan submittal as per Rules and. Regulations and
as per accepted practice by the North Andover Planning Board.
They will be submitted as part of the definitive plan submittal.
25. The writer disagrees with this comment.
26. It has not been the practice of the North Andover Planning
Board to review dwelling site locations on Planning Board
submittals. It should be noted that traditionally Planning
Boards within the Commonwealth, unless particularly addressed
within their Rules and Regulations, do not require the submittal
of dwelling locations along with the submittal of the definitive
plan process . Lot 19 has an existing dwelling as shown on the
sheet 1 of 3 of the submitted plan.
27. The effective increased runoff, if any, onto abutting property
will be studied and addressed during the definitive plan
submittal.
28 . It has been accepted practice by the North Andover Planning Board
to have a list of abutters submitted with the preliminary plan.
This has been done. We will show full and proper names of all
abutters on the definitive plan submittal .

Hopefully, these comments will be helpful in the decision making
process on acting on Laconia Circle Extension, It should be
noted that this plan has previously been submitted and acted on
in a very concise and studies manner by all departments in the
Town of North Andover having to do with subdivision control within
the Town of North Andover together with the North Andover Planning Board.
