Andover, Ma e: Ingalls Crossing Ext. Dear Bill: I have reviewed plans and also am familar with the site and would like to make the following recommendations. First of all, this is a very delicate drainage area which is relatively flat and in my opinion the type of land that will be difficult'. to devel- op properly, as far as drainage and good road construction standards are involved. We also have what I consider another delicate situation now existing on Ingalls St. which should be considered along with this proposal. About 150 feet east of where the proposed road intersects with Ingalls St, there is presently a blind curve which is extremely hazardous now and especially during the winter months. I have reduced the severity of the curve, as much as I can, within the existing street layout but additional width would be required, and with the cooperation of this development this would be the time to acquire necessary width to further improve this situation. Other recommendations: 1. Install two additional catch basins at the intersection of Laconia Lane and the proposed road. 2. Add two more catch basins at Lot 5 and connect drainage system from the manhole at Lot 3 to the existing catch basins at Lot 7. 3. Manholes as shown on Lots 19, 3, 36 and. 37 to be constructed as catch basins and alligned as such. 4. All drainage throughout the entire site to be subject to 20 .foot drainage easements deeded to the Town of North Andover. 5. Any approved drainage from lots must be tied into the street drain- age system. No open drain pipes will be allowed to drain into road lay- out area.. c ���� Page 2 Ingalls Crossing Ext. 6. Z am opposed to the pond for the same reasons l have on the proposed pond on Stoncleave 12 which we will, be discussing next Mon- day evening. 1 wish to request we add the' ' q pond proposed on this plan to the same conditions if not Wre stringent because of the tremendous r•V amount of earth to be removed, and also the question of whether or not the and is necessary. p 7. 1 would like 'to point out that there is presently a 2 foot pipe on Ingalls Crossing subdivision on Lot 5 with a drainage easement running up to -the existing brook from Lacy St. and according -to this plan this pipe is being ignored. This pipe was purposely put where it is to handle future development and direct as much water as possible ,to the discharge point at the easterly side of Salem St. at Boston Brook. It is most important that this pipe be utilized with this pro- posed development because the 15 inch culvert as shown on the plan on Salem St. will. not accomodate a peak flow. Plans as presented do not show the profile and grades of drainage nor do -they contain a road construction profile. I would expect they would be forth coming before other determinations could be made. 9• A minimum of 30 inches of cover is required over all drain pipe. 10. Alterations will have to be made at the point of existing turn around on Laconia Way and grades would also have to be altered. 11. In my opinion this would be an ideal location for consideration of some open space such as a Mini park or a Playground. At the rapid rate this area is growing we should start giving a hard look at open space and recreational. land. I will be at your meeting Monday evening to answer any questions you may have. A■■RpRILCC'f'1 i.Rf d a.i IWV� V April 2, 1979 Planning Board North Andover Town Hall North Andover, Massachusetts 01845 RE: Ingalls Crossing - Boston Brook Crossing Dear Sirs and Madam: The Conservation Commission is aware of the fact that the approved plan for the above referenced subdivision includes the connecting of Olympic Lane with Salem Street by crossing over Boston Brook. At this time the road has not been extended over Boston Brook; and if this is to be done a Notice of Intent, under the Wetlands Protection Act, will be required by the North Andover Conservation Commission. The Commission has given consideration to this crossing of Boston Brook, and we would like to recommend that this crossing not be under- taken. The reason for this is that the Conservation Commission feels the possible damages at the proposed location of the crossing, as well as upstream and downstream, outweigh the benefits which would be gained. A portion of the Commission 's recommendation is based on personal observations in that area during the recent flooding in January. This evidence clearly demonstrated the difficulty and inadvisability associated with the crossing of Boston Brook at this location. The applicant has indicated to the Commission that he would be willing to provide as large a turn-around as the Town would require - within reason . This fact coupled with th;e extension of Laconia Lane, presently being proposed, appears to lessen the pressure and necessity associated with the proposed crossing of Laconia Lane to Salem Street.
