BORGES] January 3, 1978 i Mr. Paul Lamprey, Chairman North Andover Planning Board 120 Main Street North Andover, Mass . 01845 Dear Sir : 1n reply to your letter of December 22, 1977 concerning the sub- division plans of Hardtcourt Estates , John W. Warlick, P . 0 . Box 216, North Andover, Mass . , November 2, 1977; we have the following recom- mendations to make : We estimate the cost of an eight inch ductile iron cement lined water pipe , seal coated inside , tar coated outside on the proposed roadway at %.2,500.00. This is for 3680 feet of eight inch pipe in- stalled 15 feet from the property line as shown on said plan with five Feet of cover below the finish grade of the street . Eddy breakflange hydrants to North Andover specifications are to be installed at stations 6 + 5Q, it + 0, 18 + 65, 25 + 80, and 30 + 80. These hydrants should be installed with six inch Mueller or equal gate valves ( open left) complying with AWdA specifications L500 52T with sliding type cast iron gate boxes marked WATER, eight inch Mueller or equal grate valves ( open left ) will be required at station 6 + 02 10 + 0, 20 + 0, 30 + 0 and 36 + 80. All of the above work must pass the leakage and pressure tests performed in accordance with Section 13 of AWWA standard 600 and shall be chlorinated in accordance with AWWA C601 Standard Procedure for Disinfecting Water Mains . .Adequate public liability and property damage insurance as well as street opening bond in an amount satisfactory to the Highway Surveyor will be required for the work on Great Pond Road . This subdivision is proposed on the shore of Lake Cochichewick, our source of water supply. Unfortunately, there is no municipal sewage disposal available at this kite ; necessitating the construction of individual subsurface disposal systems , r i 2 _ } The Board of Public Works supports any proposal which will assure the safety of our water supply in conjunction with the construction of this subdivision. It is our understanding that present Board of Health regulations prohibit the construction of this subdivision as shown, and that these regulations are being challenged in court . The Board of Public Works therefore reserves our final recommendations regarding this subdivision pending the outcome of these proceedings . Lamprey: In reply to your letter concerning the subdivision plan of Hardt Court Estates, also known as the Campion Hall Property, it is suggested by this Board -that the plan not be approved. The plan is in violation of the Board of Heal.th's"Regulations for Soil Absorption Sewage Disposal. Systems Within the Watershed of Lake Cochichewi.ck, No.Andover, Mass." The specific violations are as follows: 1. All but Lots 1-31 33 and 34 are within 1500 feet of the lake and iA thin the watershed. 2. All lots are within 500 feet!of streams, tributaries, surface graters, watercourses or subsurface drains. 3. Percolation tests failed on Lots 13 23 4, 5, l8, 22, 31 and 34. Re: Hard Court Estates Dear Paul: After reviewing plans and making a field inspection of this area I would like to make the following recommendations: First, there are numerous existing drainage systems running through this area& apparently maintenance on most of these drains has been negl6cted over the years because some appear to be plugged while others have no defined exit point. It is most important that all existing drainage in this area be definitely established and controlled so; that it will not cause additional problems, to what T consider an already difficult drainage area. The development of this land will d6finitely be affected by this existing drainage system and we must make sure that we take positive steps to control this drainage to prevent it from coming back to haunt us at a future date. T would like to make the developer aware that any drainage connected to a town controlled drainage system must be done by submitting plans and be approved by the Highway Surveyor. I would also like to make the Planning Board aware that the proposed road for this subdivision is laid out in a manner which would be most difficult -to control any drainage without maximum maintenance, especially during the winter months when ice and snow donditions would most,likely be severe. By this, l mean the combination of road curvature, road grades and the grades of driveways and enbankments of lots #20 thru 33, make a combination of items that usually cause leaching of drainage and severe ice conditions. This type of drainage condition usually requires extra snow and ice control and would also require large amounts of sand and salt to combat this problem. r ' The drainage as proposed,for the road laid ou" is not designed to handle the type of drainage that would cause the problem that I have described. As for the road drainage in general, I would say, that although there appears to be enough catch basin units, as required, I feel, that other drainage requirements would have to be adjusted during field conditions and that special att- ention would have to be given to -the shoulder areas. I would like special provisions made for those adjustments, with possible slope easement;, being required along with sub-drain-- ago. There are 10 instances there the drainage line crosses diagonally with the Crater lino. This will not be allowed. AddiA i.onal manhole units will have to be installed to solve this problem. /As for the siltation pond, this would have to be deeded. to -the town along with all other drainage easements that would be involved. Taking into consideration that Lake Cochichvi,ck is our drinking water supply and considered as North Anduve is greatest asset, I am concerned as to whether or not we cou`Jd stop this drainage from going directly into the lake. As suggested by me on other occasions, I foe'l that it would be possible to block off heals pond at: Zito 133 on Great fond Road and direct drainage from any development in this area down through George Barkerr+s land to the Merrimack River. I know it would take, some good engineering and piping byt I feel it is feasible and should be considered, due to the land area involved and the effects that development in this area would have on our water .supply. This wi.l.l be the first drainage , from any development being dumped directly into Lake Cochichw:i..ck and I question whether or not the septic systems within the subdivision would not infi.ltra,t& into this drainage system as it has from other developments in our lake watershed. Headwalls are to be: constructed per Highway Dept. Spec- ifications. Available at the Highway Dept. Office.
