Dear Ms. Griffin:
The Lawrence Airport Enterprise Commission (LAEC) is hereby submitting the Definitive
Subdivision plan set for the proposed Lawrence Airport Industrial Park in the Town of North
Andover. As part of the submission requirements, the following are attached to this letter:
• Certified Abutters List
• Addressed and stamped envelopes to each abutter
• Professional Civil Engineer's Statement of Sound Engineering Practice
• Soil Evaluation Logs for Test Pit Data
• Two copies of Form"C", with time stamp from Town Clerk
• Signature sheet showing departmental receipt of plans
• Definitive Subdivision Plan Set (separate)
• Copy of submission letter to the Board of Health
• Certified copy of property deed
• Traffic Impact and Access Study (separate cover)
• Traffic Engineer's response to peer review comments (separate cover)
The applicant will be submitting a Comprehensive Environmental and Community Impact
Analysis Report within seven (7) days of the public hearing. This shall include the required
lighting and landscaping plans in addition to the report.
Waiver Requests
The LAEC is requesting the following waivers from the Rules & Regulations Governing the
Subdivision of Land.
1. Section 6.8.1 - Requires a minimum cul-de-sac pavement diameter of 120'. The
LAEC is asking that the Board consider a 90' diameter cul-de-sac.

2. Section 6.8.1 Having a maximum dead-end roadway length o f 00 feet. The
proposed development is contingent upon the extension of an existing, non-
conforming dead end street (Clark Street). To mitigate the situation, a secondary
access drive is proposed from the airport access road to the proposed Clark Street
extension to provide a secondary means of access, thus decreasing the existing non-
compliance.
3. Section 6.11.2 - Requiring the installation of a sidewalk along the proposed extension
of Clark Street. The LAEC is asking that the Board consider waiving this
requirement as the existing roadway does not contain sidewalks, nor is this cul-de-sac
a destination for pedestrians.
4. Section 6.14.10 — Requiring a maximum side slope of 3:1 for detention/retention
basins. The LAEC is asking the Board to consider allowing 2.5,1 side slopes,
provided adequate rip-rap and erosion controls are installed.
5. The LAEC is asking that the Planning Board allow the Conservation Commission's
Peer Reviewer (Coler & Colantonio, Inc.) to review the drainage design in its entirety
for the project, as it is currently under their review for a Notice of Intent filing. Any
and all revisions that are required will be submitted to the Planning Board, including
a final Stormwater Management Report.

The undersigned, being an applicant under Chapter 41, 81-T and 81-U, MGL, for approval of a proposed
subdivision plan, hereby submits a Definitive Plan and makes application for approval to the North Andover
Planning Board:
The undersigned hereby applies for the approval of said DEFINITIVE plan by the Board,and in furtherance thereof
