The Town of North Andover is in receipt of your notice of intent to sell 2.8 acre parcel of land located on
Carter Field Road and 0 Bradford Street, Assessors Map 62, Lot 160 recorded with the'Essex South
District Registry of Deeds in Book 22875, page 126.
Please be advised that on October 15, 2012, the Board of Selectmen voted not to exercise their right of
first refusal in accordance with MGL Chapter 61A, Section 14.
A certified copy of the Board of Selectmen Minutes of October 15, 2012 is attached.

BOARD OF SELECTMEN MINUTES OCTOBER 15, 20'12
CALL TO ORDER: Chairman William Gordon called the meeting to order at 7:00 PM at Town Hall
Meeting Room.
ATTENDANCE: The following were present: William F. Gordon Chairman; Richard Vaillancourt, Clerk;
Rosemary Smedile, Licensing Chairman; Donald Stewart, Tracy M. Watson, and Andrew Maylor, Town
Manager and Ray Santilli, Assistant Town Manager.
Notice of Intention to Sell MGL. C61A Land—Map 62, Lot.160
This parcel of land is currently used for agricultural purposes and taxed under MGL c61A. Per the
statute, the town"shall have, in the case of intended sale, a first refusal option to meet a bona fide offer to
purchase the land." It is recommended that the Board not exercise its right of first refusal.
Tracy Watson made a MOTION, seconded by Donald Stewart that the North Andover Board of Selectmen
voted not to exercise their right of first refusal option to purchase the parcel of land identified as Carter
Field Road and 0 Bradford Street, Assessors Map 62, Lot 160, 2.8 Acre Parcel. Vote approved 5-0.
ADJOURNMENT;
Donald Stewart made a MOTION, seconded by Rosemary Smedile, to adjourn the meeting at 8:35 p.m.

Rick,
I have been in discussions with Dennis on accepting the pumping station and the only item I am unsure of is the
maintenance and up keep of the bath rooms used for the soccer fields. We at DPW have no way of cleaning and
maintaining these nor do we want to get into that line of work. I am assuming that there is an alternative plan
otherwise we will have to mothball these. Let me know because our response to Judy will address this issue and I don't
want to hold things up.

Zahouriko. We are aware of the plans to accept Carter Field. As chair of the Fields Committee I will be
working with Bruce and our committee to discuss the continual maintenance of the field through our
Field Sponsorship program

Hi Rick,
I'm going through the process of turning the Carter Fields, roads, and open space over to the Town, which
requires a multi-step consent process starting with Planning, then Selectmen, then Town Meeting. We started
last October and need a few things to wrap it up.

Judy Tymon (Town Planner) has asked for confirmation from you that the Town is aware that the fields are to be
accepted by the Town, and that the Town realizes it will be responsible for them in the future. Of course this was
the whole idea behind the creation of these fields, but she would like to be sure that everyone is on board and
ready.
Can you send her a simple message to acknowledge this? Let me know of any questions or concerns. Thanks
for the help, Rick.
