I have discussed the proposed plan for the development of
Sam Phillips Common with Mr . Tom Laudani .
The fire department has its usual requirements for the
posting of house numbers, underground tank storage and open
burning.
I would waive our usual requirements for roadway width and
hydrant spacing provided that all residences in the development
are equipped with residential sprinkler systems in compliance
with NFPA 13D .
If the house are equipped with fire sprinklers the fire
department has no objection to the twenty-two foot roadway width
including four foot sidewalks . The department would also work
with the developer to increase the hydrant spacing from the usual
five hundred feet .
These two topics were agreeable to Mr . Laudani and the fire
department will work with the engineers and sprinkler designers
to provide your board with more specifics .

The Fire Department has reviewed these plans and recommends
the inclusion of items 12-14 of the Previous Conditional
Special Permit and Site Plan Approval as attached to the
November 21, 1989 notices of decision by the Planning Board.
I also reference my letter to you dated October 9 , 1991 re-
garding this subdivision.

Persuant to that letter the hydrant spacing shown on sheet
3 of 6 of the plan dated 10/10/91 is acceptable if the
residential sprinklers are installed. If they are not the
standard `5001 spacing would be required.

During the plans for Phillips Common, the Fire Department made
comment regarding the allowance of increased hydrant spacing as
well as decreased roadway width provided that the units were
residentially sprinklered.
If , because of the recent public hearing, any change is made to
the requirement of residential sprinklers I would expect that the
other two matters would revert to the usual standards as set
forth for subdivisions .

RE: ROAD WIDTH/THOMAS PROPERTY
Attached please find a memo which I received from Buddy Cyr
regarding the issue of road widths in general. I believe the
specific discussion pertaining to this subject is for the Brooks
Thomas property and ,the proposed development of 26 single family
homes. The applicant proposes a roadway width of 22 .feet. The
roadway width is supported by the Division of Planning and
Community Development staff, Planning Board and TRC, with the
exception of the Division of Public Works. The subdivision
regulations permit this roadway width (see attached) .
I agree with Buddy that we should have Fa meeting to discuss
this matter, however I would like to have you attend as well.
May I have your thoughts on this?

RE : Road widths
I recently attended a Planning Board meeting where a
subdivision proposal was presented. The question arrose on what
was to be the paved width of the road. The Division of Public
Works does and has for the past nineteen years required a standard
road width of twenty six feet paved and an eighteen inch overlap
for a gravel shoulder.
The requirements of this Division were twenty six feet on
the proposal which was presented to Chris Huntress . Mr. Huntress,
Town Planner, stated that he felt twenty two feet was exceptable.
it seems to me that the recommendations of the various
departments in town should be adherred to for main reasons, that we
are the ones who maintain, plow, and service these roads . We have
several subdivisions that have twenty two foot widths and they
subject us to a number of problems .
If possible, I would like to arrange a meeting with
yourself, Chris Huntress, and Bill Hmurciak, where we can go over
this and other subjects that we could actress . Please let me know
your thoughts on this matter.

(3) Topography of the area is level and
will not be impacted by a roadway
which will necessitate extensive
cut and fill of the existing
topography.
(4) The Roadway once constructed will
not exceed grades over 6%.
B. STREETS AND ROADWAYS
1. ) The entire area within the exterior lines of
all streets in the subdivision shall be
cleared of all stumps , brush, roots ,
boulders, like material, and all trees not
intended for preservation.
2 . ) All loam and other yielding material shall be
removed from the roadway area of each street
or way and replaced with suitable material .
3 . ) All roadways shall be constructed and
inspected in compliance with specifications
of the Division of Public Works .
4 . ) Roadways shall be constructed for the full
length of all streets in the subdivision,
except in cases where provision has been made
for projection of a street to adjoining land.
The center line of such roadways shall
coincide with the center line of the exterior
street lines unless a deviation is
specifically authorized by the Division of
Public Works.
The minimum width of pavement for
roadways between curb lines shall be as
follows:
Pavement Sections for Residential Zones:
Major Streets: thirty (30) feet and a
gravel base of 33 .feet
Secondary Streets: twenty--six (26) feet
and a gravel base of
29 feet.
Minor Streets. 'twenty . wq '�(22) ' feet and;a
graveli base of , 25 feet.,''

Pavement Sections for Business or Industrial
Zones:
All Streets: forty (40) feet and a gravel
base of 43 feet.

Greater or lesser pavement width shall be
required by the Planning Board where deemed
necessary for present and future vehicular
travel upon receiving a recommendation to so
act by the Division of Public Works.
5. ) The roadways in approved turnarounds shall be
paved over their entire area to an outside
diameter of at least one hundred (100) feet.
6 . ) All roadways shall be brought to a finished
grade as shown on the profiles of the
Definitive Plan with at least the top
fourteen (14) inches consisting of eight (8)
inches of good quality bank run gravel with
no stones larger than six (6) inches and six
(6) inches of processed gravel, on top of this
and shall be 'provided with a finished surface
for their ful'l width and length as follows:
7 . ) All roadways with grades in excess of five
(5%) percent shall provide sloped granite
curbs in compliance with DPW standards.
I. Residential Zones:
a. ) Major Streets - Four (4) inch bituminous
concrete, Type 1, consisting of a two
and one-half (2 . 5) inch binder coat and
a one and one-half (1. 5) inch wearing
surface.
b. ) Secondary Streets -- Three and one-half
(3 . 5) inch bituminous concrete, Type I,
consisting of a two (2) inch binder coat
and a one and one-half (1. 5) inch
wearing surface.

RE: Roadway Width/Thomas Property
In reference to the Thomas Property, which will be before
the- Planning Board on November 14 , 1991, and last weeks meeting
regarding roadway width, I would like to make the following
comments:
This project is subject to the Special Permit process as a
Planned Residential Development (PRD) . As such, the aesthetic
character and scale are extremely important in the overall design
of the project. Due to the fact that sidewalks have been
proposed to accommodate pedestrian traffic, I feel that the
roadway width of twenty two (22) feet will be appropriate.
Although your issues of plowing and parking are always
relevant to residential subdivisions, in this particular case I
will be recommending to the Planning Board that the proposed
width of 22 feet be approved as designed. It is my feeling that
the character of this neighborhood will be designed to
accommodate both concerns with a 22 foot-wide paved roadway. In
discussions with the Planning Department, it is my understanding
that, as an alternative to having mail boxes at the curb in front
of each residence, in order to accommodate plowing operations it
might be possible to place the boxes at the entrance to the
subdivision in a common area, if necessary.
I appreciate your input with regard to this matter, please
feel free to contact me with any further questions or concerns.

It has come to our attention that the current proposal for
the development of the Thomas property which will come up for
review on the 14th shows a lot line around the Phillips Manse
that is very unsatisfactory from the perspective of the site' s
historical integrity. It is the hope of the forth Andover
Historical. Society that the planning board will give every
consideration to the recommendations of our advisors , Davis
Charrington and Michael Morris , to achieve property boundaries
for the Manse that will meet historic perservation requirements
and also permit the developer to proceed with his subdivision.

Re: Phillips Common
Dear Mr. Perna:
The Division of Public Works has reviewed the plans of the
proposed Phillips Common development dated October 10, 1991 and has
the following comments to make :
1 . The road width shall be 26 feet in accordance with our
specifications and the design standards in the rules and
regulations governing the subdivision of land as revised
in February 1989 and adopted by the Planning Board.
2 . The sidewalks shall be 5 feet wide in accordance with the
same specifications and design standards mentioned in
item 1 .
3 . In general the depth of sewer main is not acceptable as
designed. The sewer should be lowered to avoid conflicts
in elevation between the water main and sewer services .
4 . Provide a profile of the cross-country sewer to Mass Ave.
5 . Easements should be provided for all utilities installed
in locations not dedicated to the Town,
6 . Hydrants should be installed at Station 2410, 7+0 and
12440 .
7 . If residential sprinklers are required calculations must
be provided to determine the adequate sizing of water
services .

8 . Drain manholes at station 3+84 and 11+60 may be
eliminated and the drain pipe should be connected to the
adjacent catch basins . Other drain manholes within the
project should be located off the pavement wherever
possible .
9 . Permits for connection to town utilities will not be
granted until a complete set of endorsed plans with up-
to--date revisions is on file in the office of the
Division of Public Works .
10 . A Sewer System Extension Permit from D.W.P.C. of the
Mass . Department of Environmental Protection must be
obtained prior to issuance of a sewer extension permit by
the North Andover Division Of Public Works . The local
permit, in accordance with N.A.D.P.W. policy, will
require 2 . 1 mitigation of existing infiltration/inflow
from the receiving system. The receiving system, known
as the West Side Interceptor, has been determined to be
over capacity due to infiltration/inflow.
We have not as yet reviewed the drainage analysis for the
project . Comments on that subject will be forthcoming at a
later date.
