Dear Mr. Wilson :
Relative to the subject project , and my previous discussions with
Mr. Harney , please find enclosed herewith a copy of the project
plans , drainage analysis , and other miscellaneous project
information relating to this development.
The project plan set is transmitted herewith for your review and
if necessary , issuance of a permit for the site construction .
You will note that although the proposed 26 unit development is
proposed to be constructed adjacent to a state highway , access
from the project will be from a secondary Town roadway . Further-
more , no interconnection to utilities or the drainage system on
the state highway is proposed under this plan .
I wish to point out that this site was the location of a
previously Town approved development for 55 and subsequently 40
single family homes associated with elder-care . At that time , a
review of the traffic impacts generated by this development on
the state highway for those projects , I am told , indicated that
no ENF or other permits from your Department were required .

RE: Thomas Estate - Phillips Common
In discussions with the developers of the above referenced
project, they agree to install a sidewalk on Mass. Avenue,
approximately 600 ft. from the entrance of the sub-division down
to Route 125. The developer has agreed to undertake that work as
part of the project, however, he has requested that the Town
supply the granite curbing, when it is needed. I have spoken
with the developer concerning this issue today, and I agree that
would be an appropriate investment by the Town of North Andover
if he was willing to undertake the rest of the work in connection
with installing it and finishing the rest of the sidewalk.
I an notifying the Division of Public Works to make sure
that the appropriate funds are made available for that purpose
when they are needed. Perhaps we could use some funding from
Chapter 90 to defray that cost. I would appreciate it if you
would convey my thoughts to the Planning Board and if they or you
have any questions, please let me know.

1991 regarding the Phillips Common Development in the Town of North
Andover. Even though this proposal falls under the guidelines of Sec-
tion 21 , Chapter 81 of the Massachusetts General Laws, no permit will
be necessary, as both your access point and your drainage connection
lie outside the State Highway layout line. Your client should be ad-
vised that permits for utilities and the Town may be necessary from them.
We would also like to make you aware that the department plans to update
the traffic control signals at the intersection of Massachusetts Avenue
and Rte. 125, which should help traffic flow within this intersection.
Any additional questions on this matter may be addressed to the Depart-
ment's Permits Engineer.

Dear Mr. Wilson;
I would like to request that the Town of North Andover be
considered for receiving any new or used granite curbing which
may be available through your Department
Specifically, I have a need for 600 linear feet of granite
curbing. I have spoken with Mr. Fred Harney of your Department
who has recommended that I put this request in writing to your
attention.
I understand that the Town would be required to supply a
truck for removal of the granite, but that the State or other
contractor on site, would load the granite onto our vehicle.
Please inform my office of any decision at your earliest
convenience. Thank you.

Permit Approval, the applicant is required to post a bond in an
amount to be determined by the Planning Board for all site
screening. The bond shall be posted in the form of a bank
passbook in accordance with the requirements of the Town
Treasurer.
The amount required to cover all site screening and street
trees should total $ 48,000. 00.
