HomeMy WebLinkAbout2005-05-11 Conservation Commission Minutes 't s aS Conservation Commission Meeting Minutes May 11,2005 Members Present: Scott Masse, Chairman, and Albert Manzi, Jr ,Vice Chairman, Deborah Feltovic, and Sean McDonough Members Absent: Joseph W Lynch, Jr, John J Mabon, and Beth Wescott Staff Members Present: Alison E McKay, Conservation Administrator, and Pamela A Merrill, Conservation Associate, Donna M Wedge, Conservation Secretary Mr Henry Fmk was present at the meeting Meeting Came to Order at: 7:05pm Quorum Present. General Business 242-1108, COC, 119 Old Farm Road (Buxton)(Neve-Morin Group, Inc.)(cont. from 4/27/05 No one was present Ms Merrill stated at the last meeting, the Commission voted to waive the environmental monitoring condition The Commission continued for payment of the $ 100 fee for a second request The $ 100 fee was paid A motion to issue the COC and bond release was made by Mr Manzi, seconded by Ms Feltovic Unanimous Agricultural Leases Ms Merrill stated the Richard Rogers and George Leonard have sent in the leases signed and paid the fees Mr Manzi stated Half Mile Hill would be only 1 year lease and no fertilizer or lime to be executed the information needs to be sent to the Conservation Commission to be approved A motion to ratify and execute the leases was made by Mr Manzi, seconded by Ms Feltovic Unanimous 242-1064, 125 Court Street(Robert Allegretto) The applicant Robert Allegretto and Ms Patricia Robak was present Ms McKay stated the grass is growing site is stable, the applicant was in compliance with the Enforcement Order no other issues A motion to issue the COC and bond release was made by Ms Feltovic, seconded by Mr Manzi Unanimous Recess 5 mins. Request for Determination of Applicability 53 Lancaster Road (Corcoran)(Giles) The applicant Joyce Corcoran and Frank Giles of Giles Surveying was present Mr McDonough read the legal notice Ms McKay stated the filing is for removal of an existing deck in order to 1 install a new patio within the Buffer Zone to a bordering vegetated wetland The stone patio will be approximately 500 s f in size and will be installed with appropriate plantings around it The construction of the patio will occur outside the 50-foot No-Build Zone No grading is proposed and is noted on the plan However, minor filling will be necessary in order to establish a level surface for the patio All work activities will occur in existing lawn areas Planting/Mulch areas are also proposed in several locations as depicted on the plan It is noted in the RDA that plantings will be indigenous Also noted on the plan is a random planting scheme,nothing that landscape plans will provided at the meeting No erosion controls are proposed, but may not be necessary for the proposed activities The plan depicts several landscape walls Mr Giles stated there is an existing retaining wall by the driveway There is a proposed 18"wall Ms McKay stated the wetland was delineated by Richelle Denney of Arrow Environmental in April of 2005 and were reviewed and approved The applicant wants to put up a fence by the driveway, which would be part of the lawned area because problem with the kids walking thru their yard Mr Manzi stated this is not the Murphy property because I own the roadway Mrs Corcoran stated no this is not near the Murphy property Mr Manzi stated when they built houses there they would of land locked my land so the builder donated the roadway to me Present to vote Scott Masse, Albert Manzi, Deborah Feltovic, and Street-Roadway (Elias)(Serwatka) (cont. from 4/27/05) Joseph Serwatka of Serwatka Engineering was present Ms Merrill stated to date, Mr Sullivan has reviewed the calculations and has submitted his comments to the Conservation Department, stating he finds them to be acceptable The tank(even when empty)will not lift due to the upward pressure of the water table based on these calculations" Mr Sullivan supplied the Planning Broad with written comments only stating the O &M plan should identify the owner of the property as the responsible party to comply with the plan I asked Joe to replace the ornamental &invasive shrubs (with the exception of the hemlock trees), as shown on the plans I gave him a list of suitable replacements I also recommended that in lieu of grouping the plantings in one dense location, it would be better for the trees and shrubs if they were spread out (each tree should be planting on 12-15' centers, shrubs on 10' centers) I have no further issues Present to vote Corporation)(cont. from 4/13/05)(request to cont. to 5/25/05) No one was present Ms McKay stated the Commission had concern regarding the proximity of the driveway to the 25-foot No-Disturbance Zone
